Today, she faces an uncertain future, like hundreds\u2014perhaps thousands\u2014of refugee families living in Egypt. They are now confronted with an unprecedented situation following the UNHCR&#8217;s decision to reduce financial aid due to a severe funding crisis. Mona still holds hope of being exempted or that the decision will be reversed, though that hope is increasingly faint.<\/p>\n<blockquote>\n<p dir=\"ltr\" style=\"text-align: left;\" data-start=\"1026\" data-end=\"1758\">A few days ago, the UNHCR in Egypt <a href=\"https:\/\/www.facebook.com\/100064567457391\/posts\/1107628368066068\/?rdid=PvPf2XjDGDj8XyCr\">announced<\/a> that it would reduce the number of families receiving monthly financial aid starting this month, reflecting the depth of the global financial strain it faces. The agency stated that assistance will be reserved only for the most vulnerable cases, citing unprecedented funding challenges that have limited its ability to meet the basic needs of tens of thousands of refugees in Egypt. Families removed from the aid program will receive a text message on their registered phone numbers and are encouraged to update their information through the hotline, reception centers, or partner organizations. Sudanese nationals make up the largest group, followed by Syrians, Eritreans, Ethiopians, South Sudanese, Somalis, Yemenis, and Iraqis. Most live in urban areas such as Greater Cairo and Alexandria and rely heavily on humanitarian aid due to economic hardship and limited access to formal employment.<\/p>\n<p dir=\"ltr\" style=\"text-align: left;\" data-start=\"2232\" data-end=\"2631\">The UN defines a refugee as someone who has fled their country due to war, violence, or persecution and is unable or unwilling to return. According to the 1951 Refugee Convention, a refugee is someone \u201coutside their country of origin or habitual residence due to a well-founded fear of persecution based on race, religion, nationality, membership of a particular social group, or political opinion.\u201d<\/p>\n<p dir=\"ltr\" style=\"text-align: left;\" data-start=\"2633\" data-end=\"2710\">Speaking to <em data-start=\"2645\" data-end=\"2653\">Zawia3<\/em>, <strong data-start=\"2655\" data-end=\"2675\">Christine Beshay<\/strong>, UNHCR Egypt spokesperson, said:<\/p>\n<blockquote dir=\"ltr\" data-start=\"2711\" data-end=\"2938\">\n<p data-start=\"2713\" data-end=\"2938\">\u201cUNHCR is facing a global funding crisis that has directly affected our ability to meet all refugee needs. As a result, current assistance is being directed to the most vulnerable families based on detailed case assessments.\u201d<\/p>\n<\/blockquote>\n<p dir=\"ltr\" style=\"text-align: left;\" data-start=\"2940\" data-end=\"2952\">She added: \u201cWe fully recognize the impact these cuts will have on many households and are doing everything we can to mitigate the consequences by coordinating with our partners and Egyptian authorities. UNHCR continues to mobilize support from international donors and expand partnerships\u2014including with the private sector\u2014to secure additional sustainable funding.\u201d<\/p>\n<p dir=\"ltr\" style=\"text-align: left;\" data-start=\"3311\" data-end=\"3396\">Beshay also confirmed coordination with the Egyptian government to ease the impact: \u201cWe are supporting the Egyptian government in strengthening infrastructure and public services that benefit both refugees and host communities. The severe reduction in humanitarian funding is already devastating. With reduced aid, the lives of millions are at risk.\u201d<\/p>\n<p dir=\"ltr\" style=\"text-align: left;\" data-start=\"3667\" data-end=\"3721\">She warned that the impact is immediate and extreme:<\/p>\n<blockquote dir=\"ltr\" data-start=\"3722\" data-end=\"4386\">\n<p data-start=\"3724\" data-end=\"4386\">\u201cLife-saving medicines, emergency shelter, food, relief materials, clean water, and protection services\u2014including for children and survivors of gender-based violence and trafficking\u2014have been cut or suspended. As wars continue to displace thousands, these cuts mean those most at risk won\u2019t get the help they need, and more lives will be lost. This is not just a funding gap\u2014it is a crisis of responsibility. Without proper support, suffering, instability, and lost futures will become the norm. Any cuts will have catastrophic humanitarian consequences for communities already living under extremely difficult conditions.\u201d<\/p>\n<p dir=\"ltr\" style=\"text-align: left;\" data-start=\"4832\" data-end=\"4843\">He added:<\/p>\n<blockquote dir=\"ltr\" data-start=\"4844\" data-end=\"5157\">\n<p data-start=\"4846\" data-end=\"5157\">\u201cThere is a misleading official narrative in Egypt suggesting that refugees receive state services like Egyptian citizens\u2014but this is far from reality, even in basic rights such as access to primary education. Refugee children face immense barriers to enrollment, and an estimated <strong data-start=\"5127\" data-end=\"5155\">50% remain out of school<\/strong>.\u201d<\/p>\n<\/blockquote>\n<p dir=\"ltr\" style=\"text-align: left;\" data-start=\"5159\" data-end=\"5227\">Magdi also criticized the state\u2019s exaggeration of refugee numbers: \u201cThe government claims there are 10 million refugees in Egypt\u2014roughly 10% of the population\u2014a number not backed by any official or credible sources. Realistic estimates point to hundreds of thousands. Many Arab nationals residing in Egypt, like thousands of Syrians, entered legally and rely on private income, without receiving any UNHCR support because they are not registered as refugees.\u201d<\/p>\n<p dir=\"ltr\" style=\"text-align: left;\" data-start=\"5624\" data-end=\"5639\">He continued: \u201cUsing the same logic, one could argue that the 15 million Egyptians living abroad are also refugees\u2014which shows how absurd the government\u2019s rhetoric is. Most face acute living challenges amid economic downturn, high unemployment, and rising prices. While the Egyptian government does make some basic services available, most essential aid comes from UNHCR and its partners in the form of cash assistance, healthcare, education support, and legal and psychosocial services.<\/p>\n<p dir=\"ltr\" style=\"text-align: left;\" data-start=\"6507\" data-end=\"6748\">For years, the UNHCR\u2019s monthly cash assistance has been a lifeline for tens of thousands of refugee families with no steady income. But this changed significantly with the recent announcement of large-scale reductions due to lack of funding.<\/p>\n<p dir=\"ltr\" style=\"text-align: left;\" data-start=\"6750\" data-end=\"6961\"><strong data-start=\"6750\" data-end=\"6769\">Mahmoud Shalaby<\/strong>, Egypt and Libya researcher at Amnesty International, warned <em data-start=\"6831\" data-end=\"6839\">Zawia3<\/em> that the cut \u201cwill deepen refugees\u2019 daily suffering and push thousands of families into extreme poverty.\u201d He explained:<\/p>\n<blockquote dir=\"ltr\" data-start=\"6962\" data-end=\"7204\">\n<p data-start=\"6964\" data-end=\"7204\">\u201cRefugees in Egypt already live under intense economic pressure, struggling to afford basic needs such as food, shelter, healthcare, and education. Now, with the UNHCR reducing cash support, these necessities are more threatened than ever.\u201d<\/p>\n<\/blockquote>\n<p dir=\"ltr\" style=\"text-align: left;\" data-start=\"7206\" data-end=\"7523\">Shalaby emphasized that the main reason behind the cuts is <strong data-start=\"7265\" data-end=\"7303\">a decline in international funding<\/strong>, which has placed huge pressure on the UNHCR. He called for <strong data-start=\"7364\" data-end=\"7395\">urgent international action<\/strong> to restore the principle of responsibility-sharing among countries and ensure a fair distribution of refugee protection duties.<\/p>\n<p dir=\"ltr\" style=\"text-align: left;\" data-start=\"7525\" data-end=\"7961\">As for the Egyptian government\u2019s role in mitigating the crisis, Shalaby stressed the need to activate Egypt\u2019s asylum law\u2014regardless of whether it requires amendment. Egypt is bound by international obligations ensuring refugees\u2019 right to access education and healthcare. \u201cThey must be truly integrated into these systems, not left on the margins. The legal framework exists, but has yet to be enforced\u2014and that deepens their suffering.\u201d<\/p>\n<p dir=\"ltr\" style=\"text-align: left;\" data-start=\"7963\" data-end=\"8482\">Although the cutbacks apply to all nationalities, certain vulnerable groups are expected to be hit hardest\u2014including single mothers, the elderly, people with disabilities, and unaccompanied minors. These individuals rely entirely on monthly aid for food, housing, and medical care. Without it, they face food insecurity or even homelessness\u2014especially in high-cost cities like Cairo. UNHCR reports indicate that nearly <strong data-start=\"8382\" data-end=\"8436\">50% of refugees in Egypt are already food insecure<\/strong>, and the reduction only worsens this crisis.<\/p>\n<p dir=\"ltr\" style=\"text-align: left;\" data-start=\"8484\" data-end=\"8768\">Egypt is not alone in facing the consequences. In <strong data-start=\"8534\" data-end=\"8545\">Lebanon<\/strong>, UNHCR previously cut aid to Syrian refugees by 40%, sparking major protests in the Bekaa Valley camps. Just months ago, it suspended life-saving medical assistance for thousands of refugees. And with residence permit appointments pushed to the end of 2027, many refugees are now considered \u2018illegal\u2019 by Egyptian authorities\u2014even if they hold UNHCR cards\u2014exposing them to exploitation, arrest, deportation, and denial of essential services like education, healthcare, and legal protection.\u201d<\/p>\n<\/blockquote>\n<p dir=\"ltr\" style=\"text-align: left;\" data-start=\"9378\" data-end=\"9803\">Khalil described this labeling of refugees as \u201cillegal\u201d while denying them their rights as effectively a <strong data-start=\"9483\" data-end=\"9501\">death sentence<\/strong>. Among them is the creation of a permanent refugee committee under the Cabinet, tasked with collecting refugee statistics and deciding asylum claims.
