{"id":15585,"date":"2026-05-19T18:39:51","date_gmt":"2026-05-19T16:39:51","guid":{"rendered":"https:\/\/zawia3.com\/?p=15585"},"modified":"2026-05-19T18:39:51","modified_gmt":"2026-05-19T16:39:51","slug":"warak-3","status":"publish","type":"post","link":"https:\/\/zawia3.com\/en\/warak-3\/","title":{"rendered":"Egypt&#8217;s Security Forces Fire Live Rounds at Al-Warraq Island Residents as Eviction Drive Escalates"},"content":{"rendered":"<p dir=\"ltr\" style=\"text-align: left;\">Clashes between security forces and residents inside Al-Warraq Island have renewed over the past few days, against a backdrop of sustained assaults on those wishing to bring in building materials such as cement, needed for maintenance and renovation work on their homes, while authorities have strictly prevented such materials from entering the island for years, in a measure residents consider the maximum pressure tool to force them into &#8220;displacement.&#8221;<\/p>\n<p dir=\"ltr\" style=\"text-align: left;\">Days ago, security forces <a href=\"https:\/\/www.facebook.com\/share\/v\/17mJJz7RoX\/?mibextid=wwXIfr\">detained<\/a> the car of young citizen Mohamed Saad, who lost his left eye four years ago following his participation in peaceful protests against the eviction and demolition of homes and his resistance to the displacement of residents, as he recounts to Zawia3.<\/p>\n<p dir=\"ltr\" style=\"text-align: left;\">Last Sunday, Saad was traveling in his car with some bags of cement when security forces stationed at the Al-Warraq checkpoint at one of the ferry crossings stopped him, detained the vehicle, and assaulted him, with officers and soldiers attempting to confiscate his personal phone to prevent him from documenting the incident.<\/p>\n<p dir=\"ltr\" style=\"text-align: left;\">The incident, which reignited public anger among residents, was not the first of this month. About two weeks earlier, residents documented in <a href=\"https:\/\/www.facebook.com\/share\/v\/1BcHbC1dCZ\/?mibextid=wwXIfr\">videos<\/a> a blatant assault by police officers at one of the ferry crossings (al-Qilali) on a person with a disability named Ashraf Atta, after he attempted to bring a bag of cement on his motorcycle, leaving him with serious injuries.<\/p>\n<p dir=\"ltr\" style=\"text-align: left;\">Residents also <a href=\"https:\/\/www.facebook.com\/share\/r\/18rE27nYGm\/?mibextid=wwXIfr\">documented<\/a> security assaults on young man Yusuf Sammoura while he was passing through the same ferry crossing, before a minor altercation broke out between the officer present and his friend. When he intervened, security forces assaulted him intensively, with videos showing him subjected to excessive beating. Our sources inside the island, who are eyewitnesses to the incident, confirm that he was subjected to more serious violations, including the officer in charge deliberately placing his boot on his head and pressing down on it in what residents describe as an attempt to humiliate him.<\/p>\n<div style=\"width: 100%;\"><iframe id=\"zw-warraq-en\" style=\"border: none; display: block; width: 100%;\" src=\"https:\/\/agamalziada.github.io\/warraq\/warraq-timeline-en.html\" width=\"100%\" height=\"50\" frameborder=\"0\" scrolling=\"no\"><\/iframe><script>!function(){var e=document.getElementById('zw-warraq-en');window.addEventListener('message',function(m){if(m.data&&m.data.type==='chartResize'&&m.source===e.contentWindow)e.style.height=m.data.height+'px';});}();<\/script><\/div>\n<p dir=\"ltr\" style=\"text-align: left;\"><strong>Recommended reading: <a href=\"https:\/\/zawia3.com\/en\/warak-2\/\">Al-Warraq Clashes: 90,000 Residents Refuse Forced Eviction<\/a><\/strong><\/p>\n<hr dir=\"ltr\" \/>\n<h2 dir=\"ltr\" style=\"text-align: left;\">Live Fire Against Two Young Men and Denial of Their Right to File a Police Report<\/h2>\n<p dir=\"ltr\" style=\"text-align: left;\">The incidents, although they sparked a wave of anger, were preceded by varying periods of tension, most notably what Zawia3&#8217;s sources reveal and what videos sent to us document: two young men, Mustafa Sayed, 18, and Ahmed Adma, 20, were shot with live fire at point-blank range last February by National Security forces and special units.<\/p>\n<p dir=\"ltr\" style=\"text-align: left;\">In detail, sources explain that the two young men were inside a caf\u00e9 on the island watching a football match after the end of their workday, before a security force stormed the premises in an attempt to arrest a wanted individual, and began, according to their account, firing, which resulted in both being wounded despite their having no part in any confrontation.<\/p>\n<p dir=\"ltr\" style=\"text-align: left;\">Sources add that the force was targeting another person who had entered the caf\u00e9 and left it minutes before the raid, and that the force that carried out the operation included elements from &#8220;special forces and counter-terrorism units,&#8221; despite those present in the caf\u00e9 having &#8220;no connection whatsoever to what was happening.&#8221;<\/p>\n<p dir=\"ltr\" style=\"text-align: left;\">Sources say the injury sustained by one of the young men was extremely serious, as the bullet pierced his abdomen and struck the bladder, causing severe internal damage, requiring him to undergo three complex surgeries, including &#8220;exploratory and diversion&#8221; procedures, in addition to surgical interventions related to the colon and digestive system.<\/p>\n<p dir=\"ltr\" style=\"text-align: left;\">According to sources, the two young men were subjected to pressure and threats inside the hospital where one was receiving treatment, to force them and the other injured party to relinquish their legal rights and acknowledge that what happened was &#8220;a brawl between residents&#8221; and that the injury occurred &#8220;by mistake,&#8221; or else they would face imprisonment.<\/p>\n<p dir=\"ltr\" style=\"text-align: left;\">Sources add that the two young men yielded to this pressure out of fear of imprisonment, particularly given their critical health condition. They explain that one was receiving treatment at Qasr al-Aini Hospital but was unable to obtain an official medical report documenting his condition, after being told that there were &#8220;security instructions&#8221; preventing the handover of any documents related to the incident.<\/p>\n<p dir=\"ltr\" style=\"text-align: left;\">Our sources note that the doctors themselves avoided explaining the details of his medical condition or the nature of the operations he underwent, and that all he knows to this day is that he underwent &#8220;an exploratory and diversion procedure and another operation,&#8221; without any complete medical explanation of the extent of the damage he suffered.<\/p>\n<p dir=\"ltr\" style=\"text-align: left;\">Sources and eyewitnesses accuse two officers named &#8220;Mohamed Abu al-Qasim&#8221; and &#8220;Alaa Fathi&#8221; of issuing orders to the force that stormed the caf\u00e9 and opened fire, noting that they were among those responsible for the security operation that took place on the island.<\/p>\n<p dir=\"ltr\">\n<p dir=\"ltr\" style=\"text-align: left;\"><strong>Recommended reading: <a href=\"https:\/\/zawia3.com\/en\/warak\/\">Al-Warraq Island: Zawia3 Documents the Use of Live Fire Against Residents<\/a><\/strong><\/p>\n<hr dir=\"ltr\" \/>\n<h2 dir=\"ltr\" style=\"text-align: left;\">A Sovereign Green Light to Close the File<\/h2>\n<p dir=\"ltr\" style=\"text-align: left;\">Residents, as well as informed sources who spoke to Zawia3 and preferred to remain anonymous, attribute the current situation to the authorities exerting increasing pressure on residents in the coming period to close the file and hand over the lands and homes to the government to implement development plans. One source describes what is happening as a &#8220;green light&#8221; from the authorities for the National Security apparatus to impose further restrictions on residents in order to shut the file.<\/p>\n<p dir=\"ltr\" style=\"text-align: left;\">Over the past years, all negotiations, led initially from 2017 by General Kamel al-Wazir, then the Housing Ministry, and finally the National Security apparatus, have failed to convince the majority of residents to relinquish or sell their rights in favor of government development projects.<\/p>\n<p dir=\"ltr\" style=\"text-align: left;\">The residents&#8217; demand, according to lawyer Sayed Mohamed, comes down to being provided with a 300-feddan plot to establish an alternative residential community for them inside the island, without being forced to leave their homes, a demand that the relevant authorities have rejected throughout the years, in his words.<\/p>\n<p dir=\"ltr\" style=\"text-align: left;\">Mohamed told Zawia3 that the management of the Al-Warraq Island file is now effectively being run through security agencies, foremost among them the National Security apparatus, in coordination with Giza Governorate, noting that &#8220;the scene is no longer developmental so much as it has become entirely security-driven.&#8221; He explains, in his conversation with Zawia3, that security leadership holds repeated meetings with island residents in an attempt to contain any tension or public anger, but the core of the crisis, in his description, has remained unchanged from 2017 to this day.<\/p>\n<p dir=\"ltr\" style=\"text-align: left;\">He adds that the state, over the past years, &#8220;has been moving with the goal of acquiring the largest possible area of the island&#8217;s land, even if it does not aim to take full control of it,&#8221; against the single demand raised by residents, which is &#8220;stability and the ability to remain on their land, and to benefit from any development implemented without being uprooted from the place.&#8221;<\/p>\n<p dir=\"ltr\" style=\"text-align: left;\">He points out that the state recently established the &#8220;Al-Warraq Island Authority,&#8221; which handles the purchase of land and homes inside the island, describing these as &#8220;consensual&#8221; transactions, but these transactions, according to him, take place under a heavy and continuous security presence at the island&#8217;s entry and exit points and at the ferry crossings, creating &#8220;a state of psychological pressure and constant fear,&#8221; particularly among the elderly and women.<\/p>\n<p dir=\"ltr\" style=\"text-align: left;\">He continues: &#8220;The permanent presence of security forces at every point of entry and exit makes many feel they are under siege or constant surveillance, yet a wide segment of residents continues to hold fast to their homes and land and refuses to leave the island.&#8221;<\/p>\n<p dir=\"ltr\" style=\"text-align: left;\">Mohamed affirms that residents have put forward, over the years, alternatives and proposals he described as &#8220;fair and implementable,&#8221; based on retaining approximately 300 feddans inside the island for the benefit of the residents, along the lines of the &#8220;Build Your Own Home&#8221; model, allowing for the reorganization of housing and the relocation of residents to stable accommodation inside the island itself, &#8220;without displacement or social uprooting.&#8221;<\/p>\n<p dir=\"ltr\" style=\"text-align: left;\">He adds: &#8220;We said clearly: let the state have whatever remains of the island&#8217;s area, but let the people live on their land in a stable and secure manner, yet every proposal we put forward was met with shifting and confusing negotiation tracks; at times through raising the value of compensation, at times by offering alternative housing outside the island, then returning to talk about residential units inside it&#8230; but in the end there is no clear vision that guarantees the genuine interests of residents or gives them a sense of security about their future.&#8221;<\/p>\n<p dir=\"ltr\">\n<hr dir=\"ltr\" \/>\n<h2 dir=\"ltr\" style=\"text-align: left;\">The Luxury Towers Deception<\/h2>\n<p dir=\"ltr\" style=\"text-align: left;\">A source from the island&#8217;s Family Council, one of the negotiators from among the residents since the beginning of the crisis, explains that the authorities have begun to abandon the patient approach they adopted in recent years and wish to resolve the file, in his assessment, due to pressure from foreign investors and delays in project implementation.<\/p>\n<p dir=\"ltr\" style=\"text-align: left;\">He explains in his conversation with us that the residents&#8217; core demand is to remain inside the island, with 300 feddans provided to establish a residential community for the island&#8217;s residents without them having to leave, but he confirms the outright rejection of this request by the relevant parties, being the National Security apparatus as intermediary, the New Urban Communities Authority, and the government.<\/p>\n<p dir=\"ltr\" style=\"text-align: left;\">He points to the government&#8217;s plan to build approximately 94 residential towers inside the island, a significant number of which have already been completed, but the lack of utility connections has prevented them from being inhabited to date. He explains that the state conditions the granting of residential units inside the island on citizens first leaving their homes in exchange for a three-year rental allowance, before returning after development works are completed, which raises fears among residents who consider this proposal vague and lacking sufficient guarantees of their return to the island.<\/p>\n<p dir=\"ltr\" style=\"text-align: left;\">Al-Warraq Island is <a href=\"https:\/\/www.ajnet.me\/politics\/2022\/8\/10\/%D9%85%D8%A7%D8%B0%D8%A7-%D8%B9%D9%86-%D8%B3%D9%83%D8%A7%D9%86-%D8%A3%D9%83%D8%A8%D8%B1-%D8%A7%D9%84%D8%AC%D8%B2%D8%B1-%D8%A7%D9%84%D9%86%D9%8A%D9%84%D9%8A%D8%A9-%D8%A8%D9%85%D8%B5%D8%B1\">one of the largest<\/a> Nile islands in Egypt, home to more than 100,000 residents. Since 2017, the state has been engaged in legal and popular confrontations with its residents as part of a <a href=\"https:\/\/aps.aucegypt.edu\/ar\/articles\/1427\/warraq-island-development-that-pushes-residents-out\">plan<\/a> to transform the island into an investment zone as part of &#8220;Nile waterfront development&#8221; projects, which many residents reject as they insist on their right to housing and land ownership. It is worth noting that the State Council had issued court rulings in favor of a number of island residents, but the crisis continues to stall, in what residents describe as an absence of consensual solutions and the continuation of a policy of imposing facts on the ground through security force.<\/p>\n<hr dir=\"ltr\" \/>\n<h2 dir=\"ltr\" style=\"text-align: left;\">What Are the Roots of the Crisis?<\/h2>\n<p dir=\"ltr\" style=\"text-align: left;\">Al-Warraq Island covers <a href=\"https:\/\/aawsat.com\/%D8%A7%D9%84%D8%B9%D8%A7%D9%84%D9%85-%D8%A7%D9%84%D8%B9%D8%B1%D8%A8%D9%8A\/%D8%B4%D9%85%D8%A7%D9%84-%D8%A7%D9%81%D8%B1%D9%8A%D9%82%D9%8A%D8%A7\/5029327\">an area<\/a> of approximately 1,400 feddans and is located between the districts of Imbaba and Shubra al-Kheima, with a population of approximately 90,000 according to unofficial estimates. Residents are distributed across extended families that have inherited the land for decades, with most working in agriculture or activities related to Nile transportation and small trade. The island received little government attention until the past two decades, when plans began to take shape for converting Nile islands into investment attraction zones.<\/p>\n<p dir=\"ltr\" style=\"text-align: left;\">The roots of the crisis go back to 1998, when a <a href=\"https:\/\/www.facebook.com\/story.php?story_fbid=960600842778420&amp;id=100064855383942&amp;rdid=gRMIk5bOOAELIac9\">decision<\/a> was issued declaring Al-Warraq Island a nature reserve, raising suspicions among residents about the government&#8217;s intention to evacuate the island. Later, another <a href=\"https:\/\/assafirarabi.com\/ar\/17252\/2017\/10\/05\/%D9%85%D9%86-%D8%AF%D9%81%D8%AA%D8%B1-%D8%A3%D8%AD%D9%88%D8%A7%D9%84-%D8%AC%D8%B2%D9%8A%D8%B1%D8%A9-%D8%A7%D9%84%D9%88%D8%B1%D8%A7%D9%82-%D9%87%D9%84-%D8%AA%D8%BA%D9%8A%D8%B1-%D8%A7\/\">decision<\/a> was issued by the Prime Minister in 2001 subjecting the island to the state property law, and legal disputes between residents and the state began from that point. In 2017, the crisis <a href=\"https:\/\/manassa.news\/news\/18512\">escalated<\/a> as security forces attempted to enforce demolition orders built on the premise that the land belonged to the state, but this attempt was met with widespread popular resistance, during which one resident died from injuries sustained.<\/p>\n<p dir=\"ltr\" style=\"text-align: left;\">Since then, Al-Warraq has been under tight security surveillance, and the pace of incremental eviction attempts has increased, with demolition orders issued, government services halted, and the entry of building materials into the island restricted. At the same time, maps of development projects appeared showing the island as the site of an <a href=\"https:\/\/www.elwatannews.com\/news\/details\/6217828\">investment city<\/a> under the name &#8220;Horus,&#8221; confirming residents&#8217; suspicions that the ultimate goal is to transform the island into a luxury real estate project.<\/p>\n<p dir=\"ltr\" style=\"text-align: left;\">In 2002, <a href=\"https:\/\/zawia3.com\/al-warak\/\">residents obtained<\/a> a court ruling in their favor recognizing their ownership of the island&#8217;s land. In 2010, the government announced the demarcation of administrative boundaries for five governorates, including Giza and within it Al-Warraq, and drafted a plan for the island&#8217;s development, before things calmed down for a few years following the ousting of former President Hosni Mubarak&#8217;s regime (1981-2011).<\/p>\n<p dir=\"ltr\" style=\"text-align: left;\">The government bases its position on the premise that most of the island&#8217;s land belongs to state property and that residents do not hold sufficient legal ownership documents. The reality, however, is that many residents <a href=\"https:\/\/ar.globalvoices.org\/2024\/11\/08\/89521\/?utm_source=chatgpt.com\">hold<\/a> documented sale and purchase contracts dating back to the 1940s, with some holding customary title deeds and registered contracts, creating a complex legal problem around the nature of ownership.<\/p>\n<p dir=\"ltr\" style=\"text-align: left;\">The authorities, for their part, rely on <a href=\"https:\/\/www.youm7.com\/story\/2024\/12\/9\/\">Law<\/a> No. 7 of 1991 on private state property and Law No. 144 of 2017 on the legalization of land occupation. These laws are considered, according to observers, a basis for forced eviction if residents do not legalize their status according to state procedures, but residents argue that these laws did not take into account the particular nature of the island as a permanent home for families deeply rooted in it.<\/p>\n<p dir=\"ltr\" style=\"text-align: left;\">Malik Adly, Director of the Egyptian Center for Economic and Social Rights, affirms in statements to Zawia3 that the government should not be a party to the Al-Warraq Island crisis, arguing that its direct involvement in the dispute further complicates the picture and deepens the confrontational atmosphere with residents. Adly says the current crisis needs the intervention of a third party for mediation and resolution, whether through the judiciary or parliament, explaining that &#8220;the judiciary is supposed to follow a clear legal course to adjudicate the dispute, while at the current stage it would be better for parliament to intervene by going directly to the residents and listening to their demands and needs, rather than being content with security-based approaches.&#8221;<\/p>\n<p dir=\"ltr\" style=\"text-align: left;\">Adly emphasizes that &#8220;security solutions alone will not lead to real outcomes, and any security measure must be grounded in judicial rulings, not administrative decisions issued by the government, which has become a party to the crisis with its own interests, making its decisions not guaranteed to be aligned with citizens&#8217; rights.&#8221;<\/p>\n<p dir=\"ltr\" style=\"text-align: left;\">The lawyer and human rights advocate explains that expropriation must take place according to clear legal controls, through genuine negotiation with residents and the use of experts to assess properties and determine their fair value, with compensation deposited in banks before any demolition or eviction orders are carried out. The government announced that these projects will provide job opportunities and generate investment income for the state, but has not detailed plans for the resettlement of the original residents. According to <a href=\"https:\/\/alayyam.info\/news\/9443C87J-GL58AG-6EE1\">what was published<\/a> by the State Information Service of the Egyptian government, the project aims to transform the island into a global commercial center covering 1,516 feddans, at a total cost of 17.5 billion Egyptian pounds ($336.5 million). The plan includes the construction of 8 investment zones, a commercial district, a premium residential zone, a central park, green areas, tourist marinas, a tourist riverfront, a cultural zone, and a tourist corniche.<\/p>\n<p dir=\"ltr\" style=\"text-align: left;\">In 2021, jurisdiction over the island&#8217;s file was <a href=\"https:\/\/www.youm7.com\/story\/2018\/4\/18\/\">transferred<\/a> to the New Urban Communities Authority, which began purchasing land from residents at prices ranging between 6,000 and 12,000 Egyptian pounds ($115.38 to $230.77) per square meter. Before that, the Engineering Authority had completed the construction of a corniche on the western bank of the island. These measures indicate that the state is moving toward comprehensive development of the island without a clear plan for involving its residents.<\/p>\n<p dir=\"ltr\" style=\"text-align: left;\">Since July 2017, residents have been organizing scattered protests on the island to demand their right to remain and live safely. Popular committees were formed to defend the island, the hashtag (#Al-Warraq_is_Not_for_Sale) spread across social media, and residents refused to leave their homes or accept the compensation offered, considering it below the actual value of the land and its location.<\/p>\n<p dir=\"ltr\" style=\"text-align: left;\">In September 2024, security forces <a href=\"https:\/\/manassa.news\/news\/20000\">prevented<\/a> the entry of building materials onto the island via the ferry crossings, leading to massive crowding and public frustration. Human rights organizations such as the Egyptian Commission for Rights and Freedoms documented several violations against island residents, including arbitrary arrests and excessive use of force.<\/p>\n<p dir=\"ltr\" style=\"text-align: left;\">On the official side, Giza Governorate and Housing Ministry officials <a href=\"https:\/\/www.facebook.com\/EgyptianCabinet\/posts\/\">affirmed<\/a> that the Al-Warraq Island development project comes within the framework of a national plan for developing the Nile islands, with the government stating it is committed to providing alternative units and fair compensation and that it does not target forced displacement.
