The prosecution confronted him with charges including joining a terrorist group and broadcasting false news, over a single post that he had reshared on \u201cFacebook\u201d in 2023, before deciding to release him.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">That same evening, Khalifa and Hassan appeared before the prosecution after being arrested at dawn from their homes in Alexandria and Ismailia. The organisations point out that this practice, known as <\/span><i><span style=\"font-weight: 400;\">\u201crecycling\u201d<\/span><\/i><span style=\"font-weight: 400;\">, has become common in Egypt, as prisoners who have completed their sentences or been acquitted are detained again by being included in new cases on almost the same charges, such as \u201cspreading false news\u201d or \u201cbelonging to a banned group\u201d.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">El-Behairy, who served a three-year prison sentence after being convicted of \u201cinsulting the military institution\u201d over a satirical poem, was supposed to be released in July 2021, but he was recycled into new cases, remaining in detention since March 2018, and he has entered his eighth year in prison. On 19 August 2025, he underwent a new investigation before the Supreme State Security Prosecution. The statement also pointed to the continued arbitrary detention of prominent activists, among them Alaa Abdel Fattah, lawyer Hoda Abdel Moneim (66 years old), a former member of the National Council for Human Rights, and human rights lawyer Ibrahim Metwally Hegazy, founder of the Association of the Families of the Forcibly Disappeared.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Human rights lawyer Hoda Abdel Moneim was arrested in November 2018 and forcibly held for 21 days before being questioned in what became known as the \u201cCoordination case\u201d.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Her case was referred to the Emergency State Security Criminal Court, which sentenced her to five years of aggravated imprisonment, followed by five years of police surveillance. She faced charges of belonging to a banned group, founding a human rights entity and providing financial support, and was subjected to violations including deprivation of visits and being placed on terrorism lists.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The Office of the High Commissioner affirmed that these practices contravene Egypt&#8217;s international human rights obligations, foremost among them the prohibition of enforced disappearance and arbitrary detention, renewing its demand that the Egyptian authorities respect the law and release all those who have exceeded the In April 2024, she was arrested again along with feminist activists during a solidarity protest with Palestine and Sudan, and was released on bail pending case 1567. Lawyers and colleagues reported that the station&#8217;s administration repeatedly delayed implementing the decision, on the pretext of personal positions of the station commander, despite their contacts with security and syndicate leaders, to no avail. The second detainee, named Mohamed Ahmed Saad, also died while serving a six-month prison sentence in a drug use case, as he developed a severe fever and exhaustion, after which he was transferred to hospital, before being returned to the station again, where his condition deteriorated and he breathed his last.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The Committee for Justice explained that depriving detainees in Egypt of their basic rights, and ignoring the tragic conditions of detention, especially amid high temperatures, constitutes a flagrant violation of the Constitution and the international conventions to which Egypt has committed.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The committee demanded the opening of independent and transparent investigations into the circumstances of the two deaths and the holding of those responsible to account, along with the issuance of a comprehensive law explicitly criminalising torture in line with the Convention against Torture, which Egypt has signed. In Alexandria, the workers of \u201cAmreya Spinning\u201d were able to suspend their strike after negotiations that ended with them receiving full pay for the strike days on 14 August, which was considered a victory for them in the face of the company&#8217;s management.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In Dakahlia Governorate, the city of Sherbin witnessed an amicable<\/span><a href=\"https:\/\/www.youm7.com\/story\/2025\/8\/4\/%D9%88%D8%B2%D8%A7%D8%B1%D8%A9-%D8%A7%D9%84%D8%B9%D9%85%D9%84-%D8%AA%D8%B3%D9%88%D9%8A%D8%A9-%D9%88%D8%AF%D9%8A%D8%A9-%D8%AA%D9%86%D9%87%D9%89-%D9%86%D8%B2%D8%A7%D8%B9%D8%A7-%D8%B9%D9%85%D8%A7%D9%84%D9%8A%D8%A7-%D9%88%D8%AA%D8%B9%D9%88%D8%B6-%D8%B9%D8%A7%D9%85%D9%84%D8%A9-%D8%A8%D8%A3%D9%83%D8%AB%D8%B1\/7077159\"> <span style=\"font-weight: 400;\">settlement<\/span><\/a><span style=\"font-weight: 400;\"> of a labour dispute, after a woman worker obtained compensation exceeding EGP 200,000 following her filing of an arbitrary dismissal complaint, in an indication of the presence of legal and amicable paths for resolving individual disputes.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In parallel, the Ministry of Labour intensified its field activities during the month, as it<\/span><a href=\"https:\/\/revsoc.me\/articles\/workers-farmers\/\"> <span style=\"font-weight: 400;\">launched<\/span><\/a><span style=\"font-weight: 400;\"> awareness seminars in ten governorates, along with updating the data of trade union committees and carrying out inspection campaigns inside workplaces, with the aim of guaranteeing workers&#8217; rights and strengthening occupational safety standards. Ahmed Abdel Hamid, 42 (a pseudonym at his request), is one of them; for years he has moved between workshops and projects in Greater Cairo, on a daily-wage basis, without a contract or health insurance, working until late at night for a wage that barely covers living costs and transport.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Abdel Hamid&#8217;s situation is not an exception, but a recurring picture of a sector that includes hundreds of thousands of irregular workers, according to the definition of the new Labour Law No. 14 of 2025, which places construction workers among the most vulnerable groups alongside street vendors and newspaper distributors. Although the Ministry of Labour estimates that there are around 1.1 million irregular workers, union and UN estimates point to many times that figure, exceeding 12 million, that is, more than half of Egypt&#8217;s workforce, within the informal sector.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The dilemma deepens further with the social insurance file. According to Kamal Abbas, general coordinator of the Center for Trade Union and Workers&#8217; Services, insurance contributions are collected as a condition for obtaining building permits, but under fictitious names or for workers who do not exist on the ground, while the real worker on the scaffolding remains outside the umbrella. He adds: \u201cInspectors do not visit work sites; the data is taken from the companies, but the field is completely different.\u201d This gap between the legal text and practice leaves millions of workers without real protection, even though Article 17 of the Constitution clearly stipulates the right of every citizen to social insurance.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In contrast, the state has tried since 2018 to integrate construction workers into the comprehensive health insurance system, through ministerial decisions to include the contracting, construction and quarrying categories. However, the absence of an accurate database and weak coordination between ministries have kept many of them outside coverage.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The new 2025 law allocated clear articles to registering irregular workers and establishing an independent fund to provide emergency subsidies and social and health services to them. But labour researcher Hassan El-Barbary points out that the problem lies not in the texts, but in the absence of implementation mechanisms, as the construction sector remains largely outside the formal framework. Sayed Galal University Hospital in Cairo also witnessed, on Sunday evening, an assault on an intern doctor while he was performing his work, which resulted in him suffering a cut wound to the face.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The victim, doctor Mohamed Bassiouni, explained that he was surprised by the entry of an agitated patient, injured with cut wounds following a fight, who was hurling insults at the doctors inside the hospital, before he seized a scalpel and attacked him with it in the face. Bassiouni stressed that hospital security did not intervene to protect him, and that the patient was not detained until after the incident, and was later handed over to the police, who took legal measures against him.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">An investigation published by Zawia3 documented harsh conditions in the working environment of doctors in Egypt. Recent years have witnessed a marked rise in the rates of doctors&#8217; resignations from government work during the period from 2020 to 2025, as total resignations exceeded 21,000 in seven years, with 4,261 resignations recorded in 2022 alone, at a rate of 13.5 resignations per day. In the period from 2019 to March 2022, the number of resignations reached 11,536, including 934 in the first months of 2022, and resignations continued to rise, as 2023 recorded more than 4,300 resignations, and in 2025 Alexandria University announced 117 vacancies due to mass resignations, with a daily rate of up to 12 doctors.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Dr Khaled Amin, Secretary-General of the Doctors Syndicate, stresses in an exclusive statement to Zawia3 that the crisis of the health system in Egypt is worsening daily, and that what is happening can only be described as \u201ccomplete absurdity\u201d, pointing out that \u201cthe accumulated pressures to which doctors are subjected have become unbearable, and the working environment in government hospitals and health institutions is no longer tolerable, which pushes many doctors either to resign or to emigrate abroad, or even to leave the profession altogether\u201d.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Amin explains that doctors face severely deteriorating economic conditions, as \u201ca doctor receives a wage that is not at all befitting the nature of the work or the level of responsibility, and is subjected to humiliating administrative treatment, such as being forced to register a fingerprint for attendance and departure even while in the operating theatre or in the middle of an emergency medical procedure; this does not happen anywhere in the world\u201d.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">He continues: \u201cIn return for these humiliating conditions, we find an escalation in the phenomenon of leaving the service; indeed, some doctors refuse outright to be appointed in university or government hospitals, so the situation has turned into something resembling a professional inferno. The tasks assigned to one doctor today used to be distributed among five in the past, and consequently young doctors are bursting under the pressure, and their colleagues witness this daily\u201d.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">He points out that the initial version of the Medical Liability Law created a state of panic among doctors, explaining: \u201cWe see how the doctor is portrayed today as a criminal defendant, and medical error is treated as a direct criminal offence, without a scientific investigation or a final judicial ruling. The media and social media contribute to defaming doctors, and there is still no law protecting them from that\u201d.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Amin warns of the danger of continuing to ignore doctors&#8217; complaints, adding: \u201cAny patient dissatisfied with the result of treatment or a surgical intervention now has a direct tool for intimidating the doctor through complaints and defamation. This makes even those who own a private clinic or a medical centre unable to continue, because the administrative and tax demands exhaust them. Electronic invoices, exaggerated taxes, endless expenses, and in return there are no facilities encouraging them to stay within the system\u201d.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">He adds that Gulf and European countries now offer unprecedented facilities to receive Egyptian doctors, as \u201cmedical migration previously required six or seven months to complete the procedures; now, it is done within only three or four months, even though the value of contracts there has fallen relatively, but they are still much higher than at home, especially with the erosion of the value of the pound and the difficulty of life in Egypt\u201d.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Amin stresses, in his conversation with us, that doctors&#8217; voices find no one to listen to them, adding: \u201cWhen I tried to raise these crises responsibly, I was surprised to be referred to the Public Prosecution, as if what is required of the doctor is only to remain silent. This step includes existing hospitals and others under construction, and comes as part of a broader trend to strengthen the role of the private sector in public services. While the government justifies the decision as aimed at improving the quality of healthcare and easing the financial burden on the budget, the measure is stirring wide controversy and fears of reducing the chances of people on limited incomes to obtain free or subsidised treatment.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The new law allows concession contracts to be concluded with local and foreign companies to build, operate and develop public hospitals for periods of up to 15 years, with the exception of primary care and family health centres, in addition to blood and plasma activities. Although it stipulates the continuation of government oversight, critics believe that the guarantees are insufficient to protect citizens&#8217; right to affordable health services. In response, lawyer Khaled Ali filed a lawsuit challenging the law, considering that it infringes on the constitutional right to health and reinforces the logic of privatisation at the expense of social justice.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">These plans coincide with an official expansion of health initiatives in recent years, such as comprehensive health insurance and the \u201c100 Days of Health\u201d and \u201c100 Million Healthy Lives\u201d campaigns, which provided millions of free medical services. But experts point out that these initiatives are temporary and do not address structural crises such as the shortage of medical staff, dilapidated infrastructure and weak funding. Despite the increase in the number of government and university hospitals, government spending on health remains far below the constitutional rate (3% of GDP), as it did not exceed 1.17% in the 2024\/2025 budget, with excessive reliance on direct household spending at a rate of 71%.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In addition to weak funding, the system faces a human resources crisis as a result of the large-scale migration of doctors due to low wages and a poor working environment, which has led to a decline in the availability rates of beds and doctors compared with international standards. Experts believe that privatising hospitals will not address this crisis but may worsen it, by reducing free services and laying off workers, gradually turning public hospitals into profit-making entities subject to market logic.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The entry of foreign companies and extensive international investments into the health sector also raises additional fears of turning healthcare into a purely commercial activity. Researchers warn of the lack of transparency and weak oversight in allocation contracts, which may lead to a decline in the services provided to the neediest groups. Premature Babies Face Death in Egypt&#8217;s Incubators<\/b><\/h3>\n<p><span style=\"font-weight: 400;\">In Egypt, thousands of premature babies <\/span><a href=\"https:\/\/zawia3.com\/en\/alveofact\/\"><span style=\"font-weight: 400;\">face <\/span><\/a><span style=\"font-weight: 400;\">a recurring crisis due to the shortage of the Alveofact injection, the life-saving drug for treating respiratory distress syndrome resulting from incomplete lung development. Although the injection is classified as an essential treatment inside incubators, obtaining it remains a daily challenge for mothers, as it often disappears from government hospitals, and families are asked to procure it through the private market at exorbitant prices exceeding EGP 7,000 per dose.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The statistics reflect the scale of the tragedy: around 1.9 million children are born annually in Egypt, among them an estimated tens of thousands of premature babies. The World Health Organization indicates that complications resulting from premature birth account for 20% of deaths of children under five in the country. In this context, the shortage of Alveofact becomes a factor that multiplies the risk, especially as the drug has no local or generic alternatives, and is imported at a cost sensitive to the exchange rate and customs policies.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Sharp price jumps have exacerbated the crisis: from around EGP 4,400 a few years ago to more than EGP 7,400 in 2024, and on the black market it even reached EGP 12,000 per injection. This rise has placed families before a harsh equation between saving the infant&#8217;s life and financial collapse, while the disparity in prices between government hospitals and the private sector has raised questions about the fairness of distribution and oversight.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Although the Ministry of Health and the Drug Authority are aware of the importance of the drug, official responses have remained vague or silent. Testimonies from doctors and children&#8217;s relatives at major hospitals, such as El-Demerdash, El-Shatby, Mansoura International and Assiut University, revealed actual deaths as a result of the drug&#8217;s absence. Among the plaintiffs: Dr Ahmed Hussein, former assistant secretary-general of the Doctors Syndicate Council and a doctor at the Abbasiya Mental Health Hospital.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u00a0The lawsuit explained the impact of the decision on the real cases of the plaintiffs. The first plaintiff, a 64-year-old daily-wage worker (carpenter), cares for his son, who has schizophrenia (40 years old), and used to pay EGP 1,800 a month while his son was admitted to the hospital for 18 months, before he was allowed treatment in the outpatient clinics. The compensation paid by the state did not match the actual value of the properties, amid rising land and housing prices and the failure to provide suitable housing alternatives, which pushed some families to live in reed huts without basic services.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The crisis does not stop at the borders of Sohag: in July 2025, a new decision was issued to expropriate 194 properties in Qena Governorate for the same axis, after it proved impossible to reach agreement with the owners, continuing the series of disputes over the value of compensation and the absence of alternative building permits. In Dakahlia too, similar decisions were issued to expropriate 85 properties as part of the development of the Mansoura\u2013Gamasa road.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Residents affirm that what was paid to them does not cover even half the value of the land or buildings removed, in addition to the stalling of official promises to grant building permits on alternative land. MPs were divided: some described the compensation as \u201cgenerous\u201d, while others acknowledged that the file is still suspended between the Ministry of Agriculture and the executive authorities. Meanwhile, specialists believe that the problem goes beyond financial compensation to the absence of a clear legal mechanism that recognises the social and economic damage resulting from expropriation.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Since 2014, expropriation decisions have accelerated as a government tool for building traffic axes and housing projects, but urban experts believe that these policies threaten the social fabric and lack a comprehensive planning vision. Women members of the prosecution also took part in supervising the Senate elections, contributing to ensuring the integrity of the electoral process.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">For its part, the \u201cThe Bench Is Her Right\u201d initiative considered that Presidential Decree No. 447 of 2025, appointing 46 female graduates out of 207 assistant delegates to the State Council, a rate of 22%, for the first time, represents a historic shift, as the appointment was made according to university grades and academic evaluation, away from the previous exceptional methods, which reflects the victory of the Constitution and the law and opens the door to equal opportunities for Egyptian women in the judiciary. She affirmed that the zoo houses animals threatened with extinction under the CITES convention, and that the development was carried out without a clear plan or sufficient supervision, calling for the return of specialised Egyptian expertise and for those responsible to be held accountable.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">For its part, the Animal Protection Foundation submitted an official complaint to the Administrative Prosecution and the Public Prosecutor over the execution of the animals, pointing to poor living conditions and neglect that led to the death of large numbers, and to regulatory bodies not being allowed to inspect the animals&#8217; conditions during the renovations, which raised suspicion and concern about what is happening inside the
