His brother describes it as the seventh case since his presidential pardon in August 2023.<\/p>\n<p>Prosecutors accused Douma of disseminating false news and statements inside and outside Egypt capable of disturbing public peace, in connection with social-media posts and an Al-Araby Al-Jadeed article titled \u201cFrom Prison Inside the State to the State Inside Prison\u201d, according to lawyer Khaled Ali.<\/p>\n<p><a href=\"https:\/\/www.aajeg.com\/blogs\/%D9%85%D9%86-%D8%A7%D9%84%D8%B3%D8%AC%D9%86-%D8%AF%D8%A7%D8%AE%D9%84-%D8%A7%D9%84%D8%AF%D9%88%D9%84%D8%A9-%D8%A5%D9%84%D9%89-%D8%A7%D9%84%D8%AF%D9%88%D9%84%D8%A9-%D8%AF%D8%A7%D8%AE%D9%84-%D8%A7%D9%84%D8%B3%D8%AC%D9%86\">The article cited in the case.<\/a><\/p>\n<blockquote>\n<p>Douma\u2019s brother Mohamed tells Zawia3 that it was his seventh summons for questioning since the pardon. Charges were similar despite changing case numbers; earlier proceedings ended in release on bail totalling about EGP 230,000, he says.<\/p>\n<\/blockquote>\n<p>He says Douma had tried to rebuild his life after more than ten years in prison affected his age, career and opportunities. He hopes the detention decision will be reconsidered so his brother can resume a normal life.<\/p>\n<p>Defence lawyer Khaled Ali announced that a renewal hearing would take place on Thursday, 9 April, at New Cairo Court by videoconference. In his view, prosecution extends across many names.<\/p>\n<p>Al-Shami says gaps in criminal procedure hinder defence, including lack of access to case papers, as Douma\u2019s lawyers reported. Those criticising prison conditions, such as Douma, Mostafa Ahmed and al-Rouby, risk being targeted, he argues, attributing this to direct criticism of the Interior Ministry.<\/p>\n<p>UN Special Rapporteur on human-rights defenders Mary Lawlor condemned repeated legal targeting, called for an end to harassment and closure of the cases, and described the detention news as disturbing.<\/p>\n<p>Security forces also arrested Douma at dawn in January after an Interior Ministry statement warning of legal action over a video describing alleged assaults on imprisoned April 6 Movement spokesperson Mohamed Adel.<\/p>\n<figure><iframe src=\"https:\/\/www.youtube.com\/embed\/h847qDro-3w\" title=\"Ahmed Douma describes lasting effects of prison torture \u2014 Zawia3 archive, Arabic interview\" width=\"100%\" height=\"420\" allowfullscreen><\/iframe><figcaption>Ahmed Douma: the effects of torture in prison still impair my mobility. Zawia3 archive interview in Arabic.<\/figcaption><\/figure>\n<p>He was subsequently released on EGP 100,000 bail following questioning in State Security Case No. 2563 of 2025 on false-news allegations.<\/p>\n<p>The Egyptian Initiative for Personal Rights condemned his detention after six hours of questioning in Case No. 2449 of 2026 under Penal Code Articles 80(d) and 102 bis. It said the investigation concerned posts about detention conditions and the article, followed by a four-day detention order.<\/p>\n<p>EIPR described a succession of proceedings linked to Douma\u2019s opinions and human-rights advocacy. It said he had explained that his writing reflected events he experienced in detention and did not constitute false news.<\/p>\n<blockquote>\n<p>The organisation argued that the arrest contravened constitutional and procedural protections concerning publication, and called on Prosecutor General Mohamed Shawky to secure his release, drop the charges and halt expansive use of false-news accusations against journalists and rights defenders.<\/p>\n<\/blockquote>\n<p>His defence also objected that it could not examine complaints or investigative reports, preventing a response to the allegations. It challenged the questioning because he was not confronted with the evidence.<\/p>\n<p><a href=\"https:\/\/eipr.org\/press\/2026\/04\/%D8%A7%D9%84%D9%82%D8%A8%D8%B6-%D8%B9%D9%84%D9%89-%D8%A3%D8%AD%D9%85%D8%AF-%D8%AF%D9%88%D9%85%D8%A9-%D9%85%D9%86-%D9%86%D9%8A%D8%A7%D8%A8%D8%A9-%D8%A3%D9%85%D9%86-%D8%A7%D9%84%D8%AF%D9%88%D9%84%D8%A9-%D8%A8%D8%B9%D8%AF-%D8%A7%D8%AA%D9%87%D8%A7%D9%85%D9%87-%D8%A8%D9%86%D8%B4%D8%B1-%D8%A3%D8%AE%D8%A8%D8%A7%D8%B1-%D9%83%D8%A7%D8%B0%D8%A8%D8%A9-%D9%84%D9%84%D9%85%D8%B1%D8%A9-%D8%A7%D9%84%D8%B3%D8%A7%D8%AF%D8%B3%D8%A9\">EIPR\u2019s statement.<\/a><\/p>\n<p>The Civil Democratic Movement expressed deep concern and condemnation, saying the contrast between his detention and others\u2019 release raised questions about justice and equal application of law.<\/p>\n<p>Its statement said seven summonses over two years reflected sustained prosecution and concern about procedural safeguards. It warned against measures that could be understood as punishment for peaceful expression or public engagement.<\/p>\n<p>The movement called for Douma\u2019s immediate release, an end to his prosecution, broader releases of people held in opinion cases and review of policies governing expression and political participation.<\/p>\n<p>Douma\u2019s campaign also condemned the decision, describing travel restrictions, obstacles to obtaining official documents, exclusion from postgraduate study and the social stigma experienced by former political prisoners as continuing pressures since release.<\/p>\n<blockquote>\n<p>The campaign said six earlier publication cases had ended in release after bail payments exceeding EGP 235,000, before this four-day detention order. Its total differs from his brother\u2019s approximate EGP 230,000 account. It stressed that his activity consisted of writing about prison and drawing attention to fellow detainees\u2019 conditions.<\/p>\n<\/blockquote>\n<p>Douma, 37, has spent approximately twelve years in prison altogether, including ten continuous years between 2013 and 2023 before his pardon. The campaign says restrictions prevent him from rebuilding his life or planning for the future.<\/p>\n<p>It argued that renewed detention could undermine positive steps to release prisoners and public optimism. That arrest followed remarks about the difficult living conditions he faced after an earlier release.<\/p>\n<p>In February, security forces arrested Mostafa Ahmed over similar allegations concerning posts about detention. Prosecutors accused him of false news and joining a terrorist group in Supreme State Security Case No. 945 of 2026.<\/p>\n<blockquote>\n<p>Elham Eidarous, a co-founder of the Bread and Freedom Party, which remains under formation, says returning Douma and other activists to prison sends the message that release is not an escape: they can be imprisoned again, creating an unending cycle of punishment.<\/p>\n<\/blockquote>\n<p>She cites al-Rouby, who had spent only three months out of prison before the September 2022 arrest that led to more than three years in detention. She calls the approach cruel and unacceptable, threatening people throughout their lives.<\/p>\n<p>The intended message is discouragement from discussing human rights or politics, Eidarous tells Zawia3. But differing views will always exist. Scarce official data and announced inspections led it also to compare news and government reporting with detainees\u2019 experiences.<\/p>\n<p>The organisation called for review of security policies and prison management and serious investigations. Its recommendations identified measures competent authorities could take to enforce existing law and protect prisoners\u2019 lives and rights.<\/p>\n<p><a href=\"https:\/\/eipr.org\/press\/2025\/09\/%D8%A8%D8%B9%D8%AF-%D8%A3%D8%B1%D8%A8%D8%B9-%D8%B3%D9%86%D9%88%D8%A7%D8%AA-%D8%B9%D9%84%D9%89-%D8%A7%D9%81%D8%AA%D8%AA%D8%A7%D8%AD%D9%87%D8%A7%D9%84%D9%85%D8%A8%D8%A7%D8%AF%D8%B1%D8%A9-%D8%A7%D9%84%D9%85%D8%B5%D8%B1%D9%8A%D8%A9-%D8%AA%D8%B5%D8%AF%D8%B1-%D9%86%D8%AA%D8%A7%D8%A6%D8%AC-%D8%AA%D8%AD%D9%82%D9%8A%D9%82%D9%87%D8%A7-%D8%AD%D9%88%D9%84-%D8%A7%D9%84%D8%A3%D9%88%D8%B6%D8%A7%D8%B9-%D9%81%D9%8A-%D9%85%D8%AC%D9%85%D8%B9-%D8%B3%D8%AC%D9%88%D9%86\">EIPR\u2019s Badr investigation.<\/a><\/p>\n<p>Human-rights lawyer Halim Henish says changes in the prison system increasingly isolate detainees through restricted visits, prisons in distant desert locations and remote hearings. He sees these as efforts to control information about conditions and pressure those discussing them.<\/p>\n<p>He links proceedings involving Hossam Bahgat, Douma and Mostafa Ahmed directly to prison reporting. He says treatment differs between civil activists, sometimes released on bail, and Islamist currents facing harsher pressure, including arrests of journalists\u2019 and rights defenders\u2019 relatives.<\/p>\n<p>Henish says organisations documenting prisons, including the Egyptian Network, have stopped work under security pressure. Douma\u2019s targeting was unsurprising, he argues, given the difficulty of his release and continuing pressure over his accounts of detention.<\/p>\n<blockquote>\n<p>In Henish\u2019s view, these measures target the exposure of abuses and torture rather than opposition to a president or government alone. He calls on the state to reconcile with the legacy of 25 January and allow free discussion of violations and hunger strikes linked to denied visits.<\/p>\n<\/blockquote>\n<p>El Nadeem Centre\u2019s first-quarter 2026 monitoring recorded 609 reported incidents across its categories. They included 178 instances of individual ill-treatment, 79 reports of enforced disappearance, 69 people appearing after disappearance and 68 incidents categorised as state violence.<\/p>\n<p>It also recorded 55 instances of recycling detainees into new cases, 51 of alleged deliberate medical neglect, 46 of collective ill-treatment, 22 of individual torture, 18 deaths in detention and three killings. These are the centre\u2019s monitoring categories and counts, not findings of guilt in each case.<\/p>\n<p><a href=\"https:\/\/www.facebook.com\/photo\/?fbid=1409985511163421&#038;set=a.474866138008701\">El Nadeem\u2019s quarterly monitoring.<\/a><\/p>\n<p>Douma\u2019s detention alongside others\u2019 release revives debate about contradictory signals to opponents and rights defenders.
