It was said that the site could exceed Ras al-Hekma in area, the project agreed with Emirati companies two years earlier.<\/p>\n<p>The government had announced no official details of this reported proposal, which remained unconfirmed at the time of publication. Its emergence alongside easier foreign property ownership nevertheless <a href=\"https:\/\/www.facebook.com\/AJA.Egypt\/videos\/%D9%85%D9%84%D9%81-%D8%AA%D8%B5%D8%AF%D9%8A%D8%B1-%D8%A7%D9%84%D8%B9%D9%82%D8%A7%D8%B1-%D9%8A%D8%AB%D9%8A%D8%B1-%D8%AC%D8%AF%D9%84%D9%8B%D8%A7-%D9%88%D9%8A%D8%AF%D9%81%D8%B9-%D8%A7%D9%84%D8%AD%D9%83%D9%88%D9%85%D8%A9-%D9%84%D9%84%D8%AA%D8%A8%D8%B1%D9%8A%D8%B1-%D9%88%D8%B3%D8%B7-%D8%AA%D8%AD%D8%B0%D9%8A%D8%B1%D8%A7%D8%AA-%D9%85%D9%86-%D8%AA%D8%AF%D8%A7%D8%B9%D9%8A%D8%A7%D8%AA-%D9%87%D8%B0%D8%A7-%D8%A7%D9%84%D8%AA\/1443762554444742\/\">revived debate<\/a> about the state\u2019s increasing reliance on property to attract foreign currency.<\/p>\n<blockquote>\n<p>A Housing Ministry source, speaking anonymously to Zawia3, said the proposal was still under study. The supervisory committee had not settled the sales plan, mechanism or timeframe. Coastal land strongly attracts Egyptian and foreign investors, the source said, explaining the government\u2019s efforts to develop property investment arrangements and offer foreign investors opportunities that bring in foreign currency.<\/p>\n<\/blockquote>\n<p>The source described \u201creal estate export\u201d as a way to strengthen foreign-currency inflows by attracting overseas buyers and investors, supporting direct investment in property and stimulating related construction, building-materials and tourism-service sectors. The government sees it as complementing, rather than replacing, other foreign-currency sources amid economic challenges and the need for diversification, the source added.<\/p>\n<p>Prime Minister Mostafa Madbouly <a href=\"https:\/\/www.almasryalyoum.com\/news\/details\/4304353\">delegated some of his powers<\/a> under Law No. 230 of 1996, regulating non-Egyptians\u2019 ownership of built properties and vacant land, to the justice minister. The aim was to accelerate decisions on ownership applications and simplify administration. The government described the step as part of its strategy to attract more foreign property investors.<\/p>\n<p>The measure follows other steps easing foreign ownership, including changes to investor citizenship rules and reducing the qualifying property value to US$300,000. Several countries use this model, but success depends on factors including economic stability, market transparency and straightforward investment procedures.<\/p>\n<p>The policy comes amid <a href=\"https:\/\/zawia3.com\/war-and-the-economy\/\">growing external debt<\/a>, debt-interest costs and budget deficits, alongside continuing needs for foreign currency to pay for imports and external obligations. In recent years, these pressures have pushed the government towards attracting direct foreign investment and selling state-owned assets and land.<\/p>\n<p>In February 2024, the government agreed a US$35 billion Ras al-Hekma development deal with a consortium led by Abu Dhabi\u2019s ADQ, describing it as Egypt\u2019s largest foreign direct investment transaction. It covers approximately 170 million square metres, or about 40,000 feddans. Much current demand involves buying property to preserve wealth against inflation, rather than to meet actual housing needs.<\/p>\n<p>Dr Karim al-Omda, a professor of political economy, says major property deals such as Ras al-Hekma cannot replace reforms based on production and export growth, even if they provide short-term dollar liquidity.<\/p>\n<p>He told Zawia3 that such deals bring rapid cash inflows because interested investors already exist. This makes transactions faster than industrial or productive projects, which may take years to yield returns and foreign currency.<\/p>\n<p>The state needed urgent dollar resources to confront recent economic pressure, he says, explaining its turn to major property deals. Regional tensions also raised fears about traditional foreign-currency sources, including tourism, Suez Canal revenues and remittances. Most Egyptian remittances come from Gulf countries, leaving them exposed to regional developments and encouraging the government to secure reserves through direct investment, including large property projects.<\/p>\n<blockquote>\n<p>However large the deals, they cannot deliver sustainable development alone, al-Omda argues. Localising industry, raising production and strengthening exports are essential to generating continuing dollar revenues. \u201cEven if the state concludes dozens of property deals, they will not replace building a productive economy capable of meeting the needs of more than a hundred million citizens.\u201d<\/p>\n<\/blockquote>\n<p>Urban researcher Ibrahim Ezz al-Din says the state increasingly approaches housing as an investor seeking returns, rather than as social policy intended to guarantee a right to a home.<\/p>\n<p>He traces the shift through the past decade, citing changed government institutions. The Urban Development Fund, formerly the Informal Settlements Development Fund, moved from improving unsafe areas to offering land for projects aimed at higher-income groups. The New Urban Communities Authority has increasingly become a developer focused on upper-middle and luxury housing, he says.<\/p>\n<p>This coincided with relatively less attention to social housing and rising prices that put it further beyond the programme\u2019s intended beneficiaries. Government policy gradually moved from ensuring adequate housing towards maximising property-investment returns, Ezz al-Din argues.<\/p>\n<p>Large property investments may generate financial gains for investors, including the state, but do not necessarily create sustainable development, he warns. Agriculture and industry provide lasting added value, support food security, create jobs and increase exports. Property development primarily involves building and selling units, without necessarily requiring continuous production and employment once a project is complete.<\/p>\n<blockquote>\n<p>Egypt has genuine housing demand, especially given population concentration in Greater Cairo and the Delta, Ezz al-Din says. He believes the sector appeals to the government because returns and liquidity come faster amid an urgent need for foreign currency than in industry, agriculture or technology, where larger investments and longer lead times precede results.<\/p>\n<p>Ezz al-Din is more cautious about the \u201cexport\u201d concept. Housing is a fundamental human right and should not become a commodity governed only by profit, he says. Securing adequate and safe housing, accessible mechanisms and ownership protection for citizens should come before using property to attract foreign investment or revenue.<\/p>\n<blockquote>\n<p>He says a property policy\u2019s success should be measured first by whether it meets citizens\u2019 housing needs, and only then by whether it attracts investment and economic returns.<\/p>\n<\/blockquote>\n<p>Egypt\u2019s property sector has grown sharply through rising prices and new-city expansion. Major developers recorded sales worth hundreds of billions of pounds in 2024 and 2025. Experts nevertheless argue that much of the boom reflects continuing price increases rather than a comparable rise in final demand for homes.<\/p>\n<p><a href=\"https:\/\/x.com\/rashadhamed\/status\/2072432312520749057\">Supporters<\/a> point to countries such as the United Arab Emirates, which attracted substantial foreign property investment.
