Every time she imagines her son\u2014who turned nine two months ago and attends a private school\u2014in the place of a victim, her heart tightens. Each account of a child harmed somewhere that should be safe deepens her alarm.<\/p>\n<p>Her fear reflects a reality faced by millions of parents. Sending a child to school can become a continuing source of anxiety as reports of sexual violations increase in government, private and international schools.<\/p>\n<blockquote>\n<p>This investigation documented 75 incidents of sexual harassment or assault involving schoolchildren between November 2023 and November 2025. Victims were aged four to 16. The incidents occurred within school facilities, including classrooms, activity rooms, toilets and spaces away from supervision or cameras. Those accused included teachers, administrators, workers and drivers.<\/p>\n<\/blockquote>\n<p>The records were collected from news archives, official statements and decisions by the Education Ministry, Public Prosecution, Administrative Prosecution and Interior Ministry. Some schools recorded more than ten successive incidents, many uncovered only after the first allegation became public, suggesting that an initial disclosure may expose a larger sequence.<\/p>\n<p>The investigation also found instances in which school administrations concealed complaints. It identified only seven cases with court judgments by publication, including first-instance and appeal decisions; three sentences were reduced on appeal.<\/p>\n<p>All alleged perpetrators in the documented incidents were male. No incident in the sample involved a female teacher or worker as the direct perpetrator. Some female principals, however, were implicated in concealment or failure to respond. Administrative measures ranged from disciplinary or criminal referrals to dismissal, reassignment and removal of principals. Fees for her son\u2019s third year of primary school exceed EGP 30,000. She had assumed higher fees meant greater protection. The documented incidents show that expensive schools also face abuse allegations; fees alone guarantee no safe environment.<\/p>\n<p>Of the 75 incidents, Cairo accounted for 17, Alexandria and Assiut for 14 each, New Valley for 13 and Giza for 11. According to the <a href=\"https:\/\/www.almasryalyoum.com\/news\/details\/3429619\">reported investigation<\/a>, he admitted similar previous acts. Some schools had repeated incidents involving more than ten victims.<\/p>\n<blockquote>\n<p>Government schools accounted for 46 incidents in 15 schools; five private schools recorded 17, and four international schools recorded 12. Abuse allegations occurred across all three types. She links part of the problem to social justifications for harassment, victim blaming and portrayals of abuse as an uncontrollable instinct.<\/p>\n<p>She advocates age-appropriate education about bodily boundaries and children\u2019s rights within school curricula, equipping pupils to recognise abuse and seek help.<\/p>\n<p>Education expert Moheb Abboud, deputy head of the independent teachers\u2019 syndicate, sees school violence as the product of a broader social crisis. He calls pupils a sensitive thermometer reflecting harmful patterns in society.<\/p>\n<p>He points to corruption and unresolved litigation questioning the education minister\u2019s qualifications, as described at the investigation\u2019s publication date. Outsiders also entered school grounds and followed victims towards toilets: seven recorded incidents involved two people from outside the schools.<\/p>\n<p>Teachers accounted for 49 incidents, school workers for 11, outsiders for seven, principals for three, other employees for three and school-bus drivers for two. It undermines safe education under international instruments such as the <a href=\"https:\/\/www.unicef.org\/ar\/%D9%86%D8%B5-%D8%A7%D8%AA%D9%81%D8%A7%D9%82%D9%8A%D8%A9-%D8%AD%D9%82%D9%88%D9%82-%D8%A7%D9%84%D8%B7%D9%81%D9%84\/%D8%A7%D8%AA%D9%81%D8%A7%D9%82%D9%8A%D8%A9-%D8%AD%D9%82%D9%88%D9%82-%D8%A7%D9%84%D8%B7%D9%81%D9%84\">Convention on the Rights of the Child<\/a> and directly harms children\u2019s physical and psychological integrity.<\/p>\n<p>He identifies several overlapping levels of responsibility. Criminal liability falls on the individual perpetrator. He cites Articles 268 and 269 of the <a href=\"https:\/\/manshurat.org\/node\/14677\">Egyptian Penal Code<\/a>, including aggravated circumstances where the offender exercises educational or professional authority over the victim.<\/p>\n<p>School administrations also have professional and civil duties. Mostafa points to serious failures of supervision, non-reporting or concealment, weak staff-selection procedures and inadequate psychological or behavioural checks for sensitive roles.<\/p>\n<p>The Education Ministry, in his view, must conduct effective and unannounced inspections, establish mandatory safety standards and staff codes of conduct, and hold negligent or concealing administrations accountable.<\/p>\n<p>He calls for an independent, confidential reporting mechanism that protects complainants; school-camera coverage of public spaces and classrooms with active monitoring; regular psychological and behavioural screening of staff; and strict supervision of maintenance and service workers in sensitive areas.<\/p>\n<blockquote>\n<p>Mostafa proposes a supplementary \u201cSchool Safety\u201d law setting enforceable protective standards and sanctions for institutions and administrations implicated in negligence or concealment.<\/p>\n<\/blockquote>\n<p>Existing legislation criminalises harassment and sexual assault, he says, but gaps still require attention. Prevention, reliable accountability and institutional safeguards are needed to stop repeated harm.<\/p>\n<p>The documented incidents reveal fragile preventive measures and weak oversight across government, private and international schools.
