His business interests were associated with control of the Rafah crossing during 15 months of war that devastated the territory. Now his group is seeking a leading role in reconstruction, whose first phase his son estimates will cost around $50 billion.<\/p>\n<p>On February 17, El Argani Group <a href=\"https:\/\/www.alarabiya.net\/aswaq\/exclusive\/2025\/02\/17\/-%D8%A7%D9%84%D8%B9%D8%B1%D8%AC%D8%A7%D9%86%D9%8A-%D8%AA%D9%82%D9%88%D8%AF-%D8%AA%D8%AD%D8%A7%D9%84%D9%81-%D9%85%D9%82%D8%A7%D9%88%D9%84%D8%A7%D8%AA-%D8%AF%D9%88%D9%84%D9%8A-%D9%84%D8%AA%D9%86%D9%81%D9%8A%D8%B0-%D9%85%D8%B4%D8%B1%D9%88%D8%B9%D8%A7%D8%AA-%D8%A8%D9%82%D9%8A%D9%85%D8%A9-5-%D9%85%D9%84%D9%8A%D8%A7%D8%B1%D8%A7%D8%AA-%D8%AF%D9%88%D9%84%D8%A7%D8%B1-%D9%81%D9%8A-%D9%85%D8%B5%D8%B1\">announced a strategic alliance<\/a> with China State Construction Engineering Corporation (CSCEC), one of China\u2019s largest construction companies. The group said the partnership would bring international expertise and technology to Egypt, modernise property development and help local companies adopt international practices in line with Egypt\u2019s Vision 2030.<\/p>\n<p>Group chief executive Essam El Argani said the company hoped to participate in rebuilding Gaza. He <a href=\"https:\/\/almalnews.com\/%D9%85%D8%AC%D9%85%D9%88%D8%B9%D8%A9-%D8%A7%D9%84%D8%B9%D8%B1%D8%AC%D8%A7%D9%86%D9%89-%D8%AA%D9%83%D9%84%D9%81%D8%A9-%D8%A7%D9%84%D9%85%D8%B1%D8%AD%D9%84%D8%A9-%D8%A7%D9%84%D8%A3%D9%88%D9%84%D9%89\/\">put the cost of the first phase<\/a> at about $50 billion, telling a February press conference that the group was awaiting an official announcement allowing Egyptian companies to enter Gaza and support Palestinians there.<\/p>\n<p>Founded by Sinai businessman Ibrahim El Argani, the group has <a href=\"https:\/\/www.aajeg.com\/economy\/%D8%A7%D9%84%D8%B9%D8%B1%D8%AC%D8%A7%D9%86%D9%8A-%D8%AC%D8%B1%D9%88%D8%A8-%D8%A5%D9%85%D8%A8%D8%B1%D8%A7%D8%B7%D9%88%D8%B1%D9%8A%D8%A9-%D8%A7%D9%82%D8%AA%D8%B5%D8%A7%D8%AF%D9%8A%D8%A9-%D9%85%D8%B5%D8%B1%D9%8A%D8%A9-%D8%AA%D9%85%D8%AF%D9%91%D8%AF%D8%AA-%D8%A5%D9%84%D9%89-%D8%A7%D9%84%D8%AE%D8%A7%D8%B1%D8%AC\">expanded rapidly<\/a> from a local enterprise into a business network spanning several major sectors. Its first company was established in 2010. Its interests now include imports and exports, logistics, property development, construction, transport, agricultural development and ready-mix concrete.<\/p>\n<p>With approximately <a href=\"https:\/\/www.facebook.com\/almawkef.almasry\/photos\/%D9%85%D8%A7-%D9%86%D8%B9%D8%B1%D9%81%D9%87-%D8%B9%D9%86-%D8%A5%D9%85%D8%A8%D8%B1%D8%A7%D8%B7%D9%88%D8%B1%D9%8A%D8%A9-%D8%A7%D9%84%D8%B9%D8%B1%D8%AC%D8%A7%D9%86%D9%8A-%D9%84%D9%84%D9%86%D9%81%D9%88%D8%B0-%D9%88%D8%A7%D9%84%D8%AB%D8%B1%D8%A7%D8%A1-%D8%A7%D9%84%D8%B3%D8%B1%D9%8A%D8%B9-%D9%85%D8%B9-%D8%A7%D9%84%D8%B5%D8%B9%D9%88%D8%AF-%D8%A7%D9%84%D9%85%D8%B3%D8%AA%D9%85%D8%B1-%D9%84%D8%A5%D8%A8%D8%B1%D8%A7%D9%87%D9%8A%D9%85\/736990585213092\/?_rdr\">16 subsidiaries<\/a> in Egypt, its rapid rise and growing influence have prompted questions about its revenues and profits, particularly given its connections to Egyptian state bodies. In recent years it has also <a href=\"https:\/\/alamatonline.com\/%D8%A5%D9%85%D8%A8%D8%B1%D8%A7%D8%B7%D9%88%D8%B1%D9%8A%D8%A9-%D8%A7%D9%84%D8%B9%D8%B1%D8%AC%D8%A7%D9%86%D9%8A-%D8%B1%D8%AC%D9%84-%D8%A7%D9%84%D8%B3%D9%8A%D8%B3%D9%8A-%D8%A7%D9%84%D8%A7%D9%82%D8%AA\/\">expanded abroad<\/a>, pursuing projects in Libya, Saudi Arabia, the United Arab Emirates and China. Hala, a company owned by El Argani, reportedly charged Palestinians as much as $5,000 per person to leave Gaza; reports also cited charges of $10,000 for a goods truck.<\/p>\n<p>In June 2024, El Argani <a href=\"https:\/\/arabic.rt.com\/middle_east\/1576084-%D8%A7%D9%84%D8%B9%D8%B1%D8%AC%D8%A7%D9%86%D9%8A-%D9%8A%D9%81%D8%B3%D8%B1-%D9%84%D9%80-%D9%86%D9%8A%D9%88%D9%8A%D9%88%D8%B1%D9%83-%D8%AA%D8%A7%D9%8A%D9%85%D8%B2-%D8%B3%D8%A8%D8%A8-%D8%AF%D9%81%D8%B9-%D8%A7%D9%84%D9%81%D9%84%D8%B3%D8%B7%D9%8A%D9%86%D9%8A%D9%8A%D9%86-%D8%A3%D9%85%D9%88%D8%A7%D9%84%D8%A7-%D8%B6%D8%AE%D9%85%D8%A9-%D9%85%D9%82%D8%A7%D8%A8%D9%84-%D8%AF%D8%AE%D9%88%D9%84-%D9%85%D8%B5%D8%B1\/\">acknowledged that Hala charged Palestinians<\/a> wishing to leave Gaza, describing it as a tourism company \u201clike any company at the airport.\u201d He said it had been established in 2017 to serve Palestinian travellers crossing into Egypt through Rafah. He maintained that the fee was $2,500 for adults and that children were not charged.<\/p>\n<blockquote>\n<p>An <a href=\"https:\/\/www.middleeasteye.net\/news\/egypt-firm-palestinians-fleeing-war-gaza\">analysis published by Middle East Eye<\/a> in early May 2024 estimated that Hala had collected around $118 million in fees between February and April 2024 from Palestinians seeking to escape Israel\u2019s war on Gaza.<\/p>\n<\/blockquote>\n<p>Figures <a href=\"https:\/\/alsifr.org\/alarjani-emperor\">based on passenger lists<\/a> put the company\u2019s estimated receipts at at least $21 million in February, $38.5 million in March and $58 million in April. These are estimates of revenue collected, rather than established net profits after costs.<\/p>\n<p>The original reporting also <a href=\"https:\/\/www.facebook.com\/Arabicpost\/posts\/%EF%B8%8F-%D8%B4%D8%B1%D9%83%D8%A9-%D8%A7%D9%84%D8%B9%D8%B1%D8%AC%D8%A7%D9%86%D9%8A-%D8%AE%D9%81%D8%B6%D8%AA-%D8%B1%D8%B3%D9%88%D9%85-%D8%AF%D8%AE%D9%88%D9%84-%D8%A7%D9%84%D8%B4%D8%A7%D8%AD%D9%86%D8%A7%D8%AA-%D8%A7%D9%84%D8%AA%D8%AC%D8%A7%D8%B1%D9%8A%D8%A9-%D8%A5%D9%84%D9%89-%D8%BA%D8%B2%D8%A9-%D9%85%D9%86-60-%D8%A3%D9%84%D9%81-%D8%A5%D9%84%D9%89-20-%D8%A3%D9%84%D9%81-%D8%AF%D9%88\/1051955466972766\/\">cited an international charity\u2019s account<\/a> that, in January 2024, it had been required to pay $5,000 for every aid truck entering Gaza through Rafah. The charity attributed the charges to Abnaa Sinai and described them as a \u201cdisguised bribe.\u201d<\/p>\n<p>As reconstruction discussions gathered momentum, El Argani\u2019s businesses <a href=\"https:\/\/thelenspost.com\/%D8%A5%D8%B9%D8%A7%D8%AF%D8%A9-%D8%A5%D8%B9%D9%85%D8%A7%D8%B1-%D8%BA%D8%B2%D8%A9-%D9%83%D9%8A%D9%81-%D8%AA%D8%AA%D8%AD%D9%88%D9%84-%D8%A7%D9%84%D9%85%D8%A3%D8%B3%D8%A7%D8%A9-%D8%A5%D9%84\/\">returned to the spotlight<\/a> over contracts to supply equipment and prefabricated housing units, amid reports alleging that prices charged were far above their actual value.<\/p>\n<p>Through Abnaa Sinai, the group had already <a href=\"https:\/\/www.aajeg.com\/economy\/%D8%B4%D8%B1%D9%83%D8%A9-%D8%A7%D9%84%D8%B9%D8%B1%D8%AC%D8%A7%D9%86%D9%8A-%D8%AD%D8%B5%D8%AF%D8%AA-88-%D9%85%D9%84%D9%8A%D9%88%D9%86-%D8%AF%D9%88%D9%84%D8%A7%D8%B1-%D8%B9%D8%A8%D8%B1-%D8%A5%D8%AE%D8%B1%D8%A7%D8%AC-%D8%A7%D9%84%D9%81%D9%84%D8%B3%D8%B7%D9%8A%D9%86%D9%8A%D9%8A%D9%86-%D9%85%D9%86-%D8%BA%D8%B2%D8%A9\">participated in work in Gaza<\/a> following the 2021 war, as well as in earlier projects in 2014. It has nevertheless faced accusations of exploiting the crisis for financial gain at Palestinians\u2019 expense.<\/p>\n<p><a href=\"https:\/\/assafirarabi.com\/ar\/63428\/2025\/02\/16\/%D9%85%D8%A7-%D8%A8%D8%B9%D8%AF-%D8%AD%D8%B1%D8%A8-%D8%BA%D8%B2%D8%A9-%D8%A7%D9%84%D9%85%D9%88%D9%82%D9%81-%D8%A7%D9%84%D9%85%D8%B5%D8%B1%D9%8A-%D8%A8%D9%8A%D9%86-%D8%B1%D9%81%D8%B6-%D8%A7%D9%84\/\">Reports published in February 2025<\/a> alleged that Abnaa Sinai restricted imports of prefabricated units from outside Egypt, forcing supply through Egyptian companies. They said the price of a single unit had risen from $2,000 to $10,500, more than five times the earlier price.<\/p>\n<p>Estimates of Gaza\u2019s reconstruction needs vary. The <a href=\"https:\/\/news.un.org\/ar\/story\/2025\/03\/1139231\">United Nations estimated<\/a> that the territory contained more than 51 million tonnes of rubble, approximately 14 times the debris left by previous wars before October 2023. President Abdel Fattah El Sisi <a href=\"https:\/\/www.youtube.com\/watch?v=7kFo_i97Lco\">said in March<\/a> that reconstruction could cost as much as $90 billion. The <a href=\"https:\/\/www.cnbcarabia.com\/135171\/2025\/06\/03\/%D9%85%D8%A7-%D9%87%D9%8A-%D8%A7%D9%84%D8%B9%D9%82%D8%A8%D8%A7%D8%AA-%D8%A7%D9%84%D8%AA%D9%8A-%D9%82%D8%AF-%D8%AA%D8%B9%D8%B1%D9%82%D9%84-%D8%AE%D8%B7%D8%A9-%D9%85%D8%B5%D8%B1-%D9%84%D8%A5%D8%B9%D8%A7%D8%AF%D8%A9-%D8%A5%D8%B9%D9%85%D8%A7%D8%B1-%D8%BA%D8%B2%D8%A9-%D8%A8%D8%AA%D9%83%D9%84%D9%81%D8%A9-53-%D9%85%D9%84%D9%8A%D8%A7%D8%B1-%D8%AF%D9%88%D9%84%D8%A7%D8%B1%D8%9F\">Egyptian reconstruction plan<\/a> adopted by the Arab summit in Cairo envisaged about $53 billion over five years.<\/p>\n<p>Earlier <a href=\"https:\/\/www.alarabiya.net\/politics\/2024\/04\/29\/14-%D8%B9%D8%A7%D9%85%D8%A7-%D9%84%D8%A7%D8%B2%D8%A7%D9%84%D8%A9-%D8%A7%D9%84%D8%A3%D9%86%D9%82%D8%A7%D8%B6-%D8%A8%D8%BA%D8%B2%D8%A9-\">estimates reported in April 2024<\/a> suggested that clearing rubble could take 14 years and cost approximately $1.2 billion. Those projections predated the later estimate of more than 51 million tonnes and should be read in that context. Essam El Argani <a href=\"https:\/\/manassa.news\/news\/21733\">said on February 17<\/a> that 88 Egyptian construction companies were involved in reconstruction projects in Libya and that the number could increase to 150.<\/p>\n<p>Ibrahim El Argani <a href=\"https:\/\/manarlibya.com\/2024\/07\/18\/%D8%A7%D8%B3%D8%AA%D8%AB%D9%85%D8%A7%D8%B1%D8%A7%D8%AA-%D8%A7%D9%84%D8%B9%D8%B1%D8%AC%D8%A7%D9%86%D9%8A-%D9%81%D9%8A-%D9%84%D9%8A%D8%A8%D9%8A%D8%A7-%D8%A8%D9%8A%D9%86-%D8%AD%D9%81%D8%AA%D8%B1-%D9%88\/\">appeared in western Libya<\/a> on May 17, 2023, accompanying an Egyptian intelligence delegation that met Abdul Hamid Dbeibah, prime minister of the Government of National Unity. Discussions covered Egyptian projects under way in Libya, reflecting coordination at several levels between Cairo and Tripoli.<\/p>\n<p>His business activity also extended to eastern Libya. He <a href=\"https:\/\/www.facebook.com\/Lzmelk\/videos\/%D8%B1%D8%AC%D9%84-%D8%A7%D9%84%D8%A3%D8%B9%D9%85%D8%A7%D9%84-%D8%A5%D8%A8%D8%B1%D8%A7%D9%87%D9%8A%D9%85-%D8%A7%D9%84%D8%B9%D8%B1%D8%AC%D8%A7%D9%86%D9%8A-%D9%85%D8%B9-%D8%A7%D9%84%D9%85%D9%87%D9%86%D8%AF%D8%B3-%D8%A8%D9%84%D9%82%D8%A7%D8%B3%D9%85-%D8%AD%D9%81%D8%AA%D8%B1-%D9%81%D9%8A-%D9%84%D9%8A%D8%A8%D9%8A%D8%A7-%D9%84%D8%A5%D8%B9%D8%A7%D8%AF%D8%A9-%D8%A5%D8%B9%D9%85%D8%A7%D8%B1-%D9%88%D8%AA%D8%B7%D9%88%D9%8A%D8%B1\/1030780958643361\/\">met Belqasim Haftar<\/a>, son of military commander Khalifa Haftar, and signed contracts on July 7, 2024, for six projects, including new bridges in Derna and two in Ajdabiya. The projects formed part of efforts to restore infrastructure badly damaged by Storm Daniel in September 2023.<\/p>\n<p>El Argani\u2019s reconstruction activity in Libya had become prominent in early 2024, when he appeared in Derna alongside former Egyptian transport minister Hani Dahi to <a href=\"https:\/\/www.facebook.com\/Fawaselmedia\/posts\/%D9%85%D9%86-%D9%8A%D9%83%D9%88%D9%86-%D8%A5%D8%A8%D8%B1%D8%A7%D9%87%D9%8A%D9%85-%D8%A7%D9%84%D8%B9%D8%B1%D8%AC%D8%A7%D9%86%D9%8A-%D8%A7%D9%84%D8%B0%D9%8A-%D9%88%D9%82%D8%B9-%D9%82%D8%A8%D9%84-%D9%8A%D9%88%D9%85%D9%8A%D9%86-%D8%B9%D9%82%D9%88%D8%AF%D8%A7-%D9%84%D8%A5%D8%B9%D8%A7%D8%AF%D8%A9-%D8%A5%D8%B9%D9%85%D8%A7%D8%B1-%D8%AF%D8%B1%D9%86%D8%A9-%D9%88%D9%85%D8%AF%D9%86-%D8%A7%D9%84%D8%AC%D8%A8%D9%84-%D8%A7\/906115054888643\/\">announce bridge-building contracts<\/a> involving the UAE company Global Contracting. This could help explain the group\u2019s positioning.<\/p>\n<p>\u201cAt the same time, this rapid rise and growing influence cannot be separated from the political landscape,\u201d he says. \u201cThere is a clear pattern in Egypt of giving particular companies the opportunity to carry out major projects. We saw this previously with Arab Contractors, then Orascom, and now El Argani.\u201d<\/p>\n<blockquote>\n<p>\u201cRebuilding Gaza is not simply a construction project. It is an enormous undertaking that could cost more than $50 billion. Can a single company bear that financial and administrative burden?\u201d \u2014 Malek Adly<\/p>\n<\/blockquote>\n<p>Even Egypt\u2019s wealthiest companies could not shoulder such a sum alone, Adly argues. He expects reconstruction to involve a consortium rather than only El Argani Group.<\/p>\n<p>The scale of the projected cost also raises questions about funding. Even the region\u2019s richest businesspeople do not have that amount of immediately available cash, he says. The figures may be estimates, but a first-phase cost of $50 billion would logically require financing based on joint investments or international support.<\/p>\n<p>Adly also stresses the political dimension. Egypt\u2019s interest in rebuilding Gaza is humanitarian, but also relates to regional stability and opposition to displacement plans that could affect national security, particularly in Sinai. Answering it, he says, requires understanding conditions in the territory.<\/p>\n<p>\u201cWe are talking about an area of continuing military operations, full of mines and remnants of war,\u201d he says. In his assessment, these dangers would deter international construction companies regardless of the financial offers available. Insurance premiums for projects in unstable security environments could make reconstruction prohibitively expensive.<\/p>\n<p>\u201cNo Western or European company will risk entering Gaza knowing it could suffer enormous human and material losses,\u201d Khalil argues. He sees those risks as a major obstacle to reconstruction under the prevailing conditions.<\/p>\n<p>In his view, this helps explain why Egypt and China are emerging as principal participants. He argues that they approach the issue of potential human losses differently from Western companies. The partnership between El Argani Group and a Chinese company that has undertaken major projects in Egypt\u2019s New Administrative Capital, announced in the presence of the Egyptian housing minister, therefore carries wider significance.<\/p>\n<p>Khalil maintains that major American and European companies would find the insurance costs alone sufficient to undermine a project\u2019s commercial viability in an active war zone. These are his assessments of the risks and incentives facing potential contractors.<\/p>\n<blockquote>\n<p>\u201cWe cannot continue in a cycle of destruction and reconstruction without real guarantees that the same thing will not happen again. What guarantees that what is rebuilt will not be destroyed months or years later?\u201d \u2014 Talat Khalil<\/p>\n<\/blockquote>\n<p>For Khalil, reconstruction must be linked to a clear political framework rather than treated solely as a commercial or economic operation. The essential guarantee, he says, is a just and lasting political settlement that establishes an independent Palestinian state in accordance with United Nations resolutions and prevents renewed displacement, killing and destruction.<\/p>\n<p>\u201cWe cannot accept a situation in which Israel, America and Europe continue supporting military operations that destroy the entire territory, followed by talk of reconstruction without political guarantees,\u201d he says. There must be a clear international commitment against renewed destruction; otherwise, reconstruction risks becoming only a temporary interval before another round of bombardment.<\/p>\n<p>\u201cThis is not simply a humanitarian crisis. It is first and foremost a political issue,\u201d Khalil adds. Without a clear political framework before rebuilding starts, he warns, the same catastrophe could recur within a few years.<\/p>\n<p>Egypt has substantial leverage, he argues, and should use it to ensure that reconstruction follows a clear political vision. The central issue is not whether an Egyptian, Chinese or foreign company undertakes the work. It concerns Palestinians\u2019 future and the need for lasting solutions that prevent further destruction.<\/p>\n<p>\u201cThis is not just about constructing new buildings. It is a question of existence and rights that must be resolved politically before any construction work is discussed,\u201d he says. Without that, the billions spent on rebuilding could ultimately be wasted.<\/p>\n<p>From controversy over Rafah crossing fees to ambitions for rebuilding Gaza, Ibrahim El Argani and his business group remain significant actors in the region\u2019s reconstruction landscape. As their interests expand from Libya to China, a central question persists: does this influence represent a strategic partnership for Egypt, or an investment in Palestinian suffering for enormous financial gain?
