In a Saturday <a href=\"https:\/\/www.facebook.com\/MFAEgypt\/posts\/1187434130233098\/\">Foreign Ministry statement<\/a>, Cairo rejected recognition of parallel entities and unlawful secession, reaffirming support for Somalia\u2019s unity, sovereignty and territorial integrity.<\/p>\n<p>Somali President Hassan Sheikh Mohamud <a href=\"https:\/\/akhbarelyom.com\/news\/newdetails\/4748845\/1\/%D8%A3%D9%88%D9%84-%D8%B1%D8%AF-%D9%85%D9%86-%D8%A7%D9%84%D8%B1%D8%A6%D9%8A%D8%B3-%D8%A7%D9%84%D8%B5%D9%88%D9%85%D8%A7%D9%84%D9%8A-%D8%B9%D9%84%D9%89-%D8%A7%D8%B9%D8%AA%D8%B1%D8%A7%D9%81-%D9%86%D8%AA%D9%86\">described the recognition<\/a> as a departure from internationally accepted diplomatic and legal rules. Hargeisa is its capital and largest city. He places the decision within ongoing regional competition for influence.<\/p>\n<p>Previous regional experience, he says, shows how such moves can affect conflicts. He refers to earlier allegations of military and logistical support reaching Sudan\u2019s Rapid Support Forces through northern Somali locations, including <a href=\"https:\/\/ar.wikipedia.org\/wiki\/%D8%A8%D9%88%D8%B5%D8%A7%D8%B5%D9%88\">Bosaso<\/a> and <a href=\"https:\/\/ar.wikipedia.org\/wiki\/%D9%85%D8%B7%D8%A7%D8%B1_%D8%A8%D8%B1%D8%A8%D8%B1%D8%A9\">Berbera airport<\/a>. These remain allegations attributed to the researcher; Bosaso is in Puntland, a separate region, and should not be confused with Somaliland.<\/p>\n<blockquote>\n<p>Jisoud warns that recognition could affect Sudan\u2019s war and put pressure on Egypt and Saudi Arabia by threatening vital maritime routes and regional navigation.<\/p>\n<\/blockquote>\n<p>He fears that support for secessionist entities could encourage fragmentation in Sudan and deepen divisions inside Somalia, escalating tensions between supporters and opponents of separation.<\/p>\n<p>Any military or intelligence expansion in these waters could carry long-term security and economic costs for surrounding states, he argues.<\/p>\n<p>The decision has also been interpreted through the Gaza war and proposals to displace Palestinians. These accounts did not establish an agreed relocation plan.<\/p>\n<p>Trump <a href=\"https:\/\/www.skynewsarabia.com\/world\/1842692-%D8%AA%D8%B1%D8%A7%D9%85%D8%A8-%D9%8A%D8%AD%D8%AF%D8%AF-%D9%85%D9%88%D9%82%D9%81-%D8%A7%D9%94%D9%85%D9%8A%D8%B1%D9%83%D8%A7-%D8%A7%D9%84%D8%A7%D8%B9%D8%AA%D8%B1%D8%A7%D9%81-%D8%A8%D9%80%D8%A7%D9%94%D8%B1%D8%B6-%D8%A7%D9%84%D8%B5%D9%88%D9%85%D8%A7%D9%84\">declined to follow Israel\u2019s recognition<\/a> in an interview published that Friday. In his assessment, a potential presence near Bab El Mandeb, the southern entrance to the Red Sea, is a strategic objective.<\/p>\n<p>Such a position could also provide Israel with a maritime route towards Iran along Yemen\u2019s coast and through the Arabian Sea, without traversing other states\u2019 territories, Hassan says.<\/p>\n<p>He interprets the move as an effort to present Israel as a major regional power able to impose new realities without regard to international law or Arab and African objections.<\/p>\n<p>Hassan considers recognition an assault on the territorial integrity of a member of the Arab League, African Union and Organisation of Islamic Cooperation. He calls for a stronger Arab response at foreign-minister level rather than only permanent representatives.<\/p>\n<p>He asks whether the decision might encourage Ethiopia or other actors to take similar steps. Ethiopia had pursued access to Berbera and possible recognition through its January 2024 memorandum with Somaliland, provoking objections from Somalia.<\/p>\n<p>Mediation later led Ethiopia and Somalia to the <a href=\"https:\/\/www.mfa.gov.tr\/etiyopya-federal-demokratik-cumhuriyeti-ve-somali-federal-cumhuriyeti-nin-ankara-bildirisi.en.mfa\">December 11, 2024 Ankara Declaration<\/a>, which affirmed Somalia\u2019s sovereignty and envisaged negotiation over Ethiopian access to the sea under Somali sovereign authority.<\/p>\n<p>Hassan warns that fresh recognition could reshape influence in the Horn of Africa and affect Egyptian interests. Egypt has sought a stronger regional presence through support for Somalia, peacekeeping arrangements and bilateral military training.<\/p>\n<p>He also refers to circulating claims connecting recognition to Palestinian displacement and alleged US contacts with Somaliland. These claims, and his criticism of inconsistency in US statements, are his assessment rather than evidence of an agreed transfer of Gaza\u2019s population.<\/p>\n<blockquote>\n<p>Hassan warns that a future Israeli base at a coastal location such as Berbera could aggravate conflict between Somaliland and Somalia\u2019s federal government and draw in regional and international actors.<\/p>\n<\/blockquote>\n<p>Berbera is on the Gulf of Aden. Hargeisa, also mentioned in the original interview, is inland and is not a seaport.<\/p>\n<p>Ethiopia\u2019s <a href=\"https:\/\/www.ajnet.me\/news\/2024\/1\/4\/%D9%85%D9%8A%D9%86%D8%A7%D8%A1-%D8%A8%D8%B1%D8%A8%D8%B1%D8%A9-%D8%A8%D8%A4%D8%B1%D8%A9-%D8%AE%D9%84%D8%A7%D9%81%D8%A7%D8%AA-%D9%88%D9%81%D8%AA%D9%8A%D9%84-%D8%AA%D9%88%D8%AA%D8%B1\">January 2024 memorandum<\/a> with Somaliland sought commercial and military maritime access. Analysts interviewed see possible repercussions for Red Sea navigation and the Suez Canal if such arrangements develop.<\/p>\n<p>Egypt and Somalia <a href=\"https:\/\/sis.gov.eg\/ar\/%D8%B9%D9%84%D8%A7%D9%82%D8%A7%D8%AA-%D8%AF%D9%88%D9%84%D9%8A%D8%A9\/%D8%B9%D9%84%D8%A7%D9%82%D8%A7%D8%AA-%D8%AB%D9%86%D8%A7%D8%A6%D9%8A%D8%A9\/%D8%A7%D9%84%D8%B5%D9%88%D9%85%D8%A7%D9%84\/\">signed a military-cooperation protocol<\/a> in August 2024 to strengthen Somali institutions and support security and counterterrorism. A direct or indirect Israeli or Ethiopian presence would introduce another element into Egypt\u2019s security calculations, which have historically opposed the military presence of non-coastal states in these approaches.<\/p>\n<blockquote>\n<p>Hegazy calls for Egypt to build a common position with Saudi Arabia, Jordan, Yemen, Djibouti, Eritrea and Somalia: Red Sea security should be a regional responsibility.<\/p>\n<\/blockquote>\n<p>Diplomacy alone is insufficient, he says. These are her interpretations of the move\u2019s objectives.<\/p>\n<p>Potential Ethiopian\u2013Somaliland military or logistical cooperation could affect Egyptian interests, she says. Yet she considers a direct military conflict around Berbera theoretically possible but unlikely in the near term.<\/p>\n<p>In her assessment, the actors involved cannot readily sustain confrontation with Egypt, and Israel could not act alone without US approval and wider international support. She therefore views the current pressure primarily as political.<\/p>\n<p>Kira points to Egypt\u2019s military engagement with Somalia as a pre-emptive effort to protect its interests. She also describes Israel\u2019s substantial economic influence in Africa, arguing that it does not amount to an independent capacity for regional military dominance.<\/p>\n<p>Egypt had strengthened ties with key African states, including Eritrea, before October 7, 2023, she says. The US presence in Djibouti and Washington\u2019s wider priorities make an Egypt\u2013Israel war unlikely in her assessment.<\/p>\n<p>Regional-security and terrorism researcher Ahmed Sultan argues that Israeli ties with Somaliland predate October 7 and belong to a longer process of realigning Horn of Africa and Red Sea partnerships.<\/p>\n<p>He says discussion of Somaliland as a possible destination for Palestinians may have helped accelerate recognition, while Houthi pressure from northern Yemen encouraged Israel to strengthen regional intelligence and security positions.<\/p>\n<blockquote>\n<p>Sultan sees the move as part of wider strategic competition involving Israel and its allies on one side, and Egypt and other Arab states on the other.<\/p>\n<\/blockquote>\n<p>Military superiority alone cannot settle such competition, he argues, because Israel lacks the broader regional acceptance necessary for comprehensive dominance.<\/p>\n<p>The <a href=\"https:\/\/www.almasryalyoum.com\/news\/details\/4161478\">Arab and Organisation of Islamic Cooperation condemnation<\/a> indicates awareness that unilateral recognition does not itself settle Somaliland\u2019s wider legal status, Sultan says.<\/p>\n<p>He alleges that Israel already has intelligence capabilities in the territory, including signals and human intelligence used to monitor launches from northern Yemen. The report does not independently verify that claimed facility or its operations.<\/p>\n<p>Sultan warns recognition could provoke countermeasures from Egypt and Saudi Arabia. He notes that Ethiopia\u2019s pursuit of sea access predates Israel\u2019s decision and intersected with Somaliland\u2019s quest for recognition, although earlier arrangements faced regional opposition.<\/p>\n<p>He fears that an Israeli\u2013Ethiopian\u2013Somaliland alignment could destabilise regional balances and complicate East Africa\u2019s fragile security situation. In his view, Netanyahu seeks to become the dominant actor shaping regional maps and deciding recognition according to Israeli security interests.<\/p>\n<p>El Awar says such a foothold could protect trade routes, monitor Yemen and possibly disrupt vessels suspected of supplying weapons to the Houthis.<\/p>\n<p>He cites a figure of roughly 99% of Israeli foreign trade in discussing maritime dependence. That should not be interpreted as evidence that 99% follows a single route through India, Bab El Mandeb and Suez; the original interview conflates reliance on sea transport with the route taken by individual shipments.<\/p>\n<p>He believes Netanyahu is promoting intelligence expansion, alongside military power, as the means to shape a \u201cnew Middle East.\u201d<\/p>\n<p>Palestinian- and Israeli-affairs specialist Ibrahim El Darawi takes a different view. He considers unilateral recognition to have little wider political or legal value without broader recognition or a change in the UN framework.<\/p>\n<p>He credits Cairo and Arab partners with building diplomatic opposition and sees Washington\u2019s reluctance to follow Israel as evidence of an important difference between US and Israeli positions.<\/p>\n<p>El Darawi interprets the move as a search for alternatives to proposals for Palestinian displacement after Egypt opposed transfer into Sinai. He argues that Palestinian rejection remains a central obstacle.<\/p>\n<p>He also believes efforts to expand the Abraham Accords have been limited by continued occupation and the absence of a sovereign Palestinian state. He sees US thinking as moving closer to Egypt\u2019s approach following the Sharm El Sheikh meeting; this is his political assessment.<\/p>\n<p>El Darawi dismisses claimed justifications involving the Houthis or an African foothold as ambitions of Israel\u2019s far right. He argues that the international community increasingly recognises the exclusionary implications of policies built around displacement.<\/p>\n<p>Recognition places maritime security, state unity, regional influence and Egypt\u2019s and Saudi Arabia\u2019s interests within the same contest. The experts interviewed differ over its practical value and the likelihood of conflict, but agree that the decision belongs to a broader accumulation of moves around the Red Sea and Horn of Africa.<\/p>\n<p>At the report\u2019s December 2025 publication date, direct military escalation remained a scenario rather than an established outcome.
