{"id":17413,"date":"2025-07-17T16:27:26","date_gmt":"2025-07-17T14:27:26","guid":{"rendered":"https:\/\/zawia3.com\/?p=17413"},"modified":"2026-10-08T00:29:49","modified_gmt":"2026-10-07T22:29:49","slug":"we","status":"publish","type":"post","link":"https:\/\/zawia3.com\/en\/we\/","title":{"rendered":"A Single Point of Failure: Telecom Egypt and the Risks to Digital Transformation"},"content":{"rendered":"<p>Egypt did not need a cyberattack to experience a major digital disruption. A fire at the Ramses telephone exchange on the evening of Monday, 7 July 2025, was enough to interrupt communications across a wide range of services and bring an old warning back into focus: too much depends on shared infrastructure.<\/p>\n<p>Internet and telephone users were affected, while banking, electronic payments and other connected services experienced disruption. The scale of the incident raised questions about how effectively critical services could continue when a major telecommunications hub failed.<\/p>\n<p>The National Telecom Regulatory Authority (NTRA) <a href=\"https:\/\/www.tra.gov.eg\/en\/containment-of-ramses-exchange-fire-and-gradual-restoration-of-services\/\">said on 7 July<\/a> that the fire had been contained and traffic was being rerouted through other exchanges, including El-Roda. It described partial disruption to fixed internet and mobile voice and data services, and said emergency services remained operational, with alternative contact numbers provided for affected areas.<\/p>\n<p>Those statements matter when assessing the incident: it was a severe, widespread disruption, not evidence that every Egyptian network or emergency service had ceased functioning. Nevertheless, the dependence of different operators and services on common infrastructure made the consequences extend well beyond the building where the fire began.<\/p>\n<p>That is the danger captured by the term \u201csingle point of failure\u201d: a critical component whose failure can disable a wider system if effective alternatives are unavailable.<\/p>\n<p>Telecom Egypt, which markets retail services under the WE brand, occupies a dominant position in fixed telecommunications infrastructure and supplies wholesale connectivity to other operators. On page 41, it described heavy reliance on Telecom Egypt\u2019s fixed infrastructure as a \u201ctextbook single point of failure\u201d.<\/p>\n<p>The report said a failure of that network could significantly affect other internet and mobile providers\u2019 ability to maintain operations. It recommended reducing dependence by enabling alternative operators to access, deploy and use other fibre routes, improving redundancy and resilience.<\/p>\n<p>This was a warning about infrastructure concentration, not a finding that all national communications passed through the Ramses building or a prediction of the specific 2025 fire. The distinction is essential: ownership concentration, physical route diversity and disaster recovery are related, but they are not the same measure.<\/p>\n<p>The report also noted that Etisalat Misr held an international voice-gateway licence. Telecom Egypt\u2019s dominant role should therefore not be simplified into a claim that it was the only licensed international gateway of any kind.<\/p>\n<p>For MP and engineer Maha Abdel Nasser, the Ramses incident demonstrates the risks of concentrating too many important services in one operational location. Speaking to Zawia3, she calls that approach an outdated technical philosophy.<\/p>\n<p>\u201cDepending entirely on one centre of this size is dangerous. Any failure causes an almost complete collapse in service, as we have seen. This is not infrastructure worthy of a country planning a genuine digital transformation,\u201d she says.<\/p>\n<p>Abdel Nasser calls for critical functions to be distributed across multiple, geographically separate data centres, with systems able to take over automatically during an emergency. Her aim is continuity of service rather than a scramble to rebuild connections after a breakdown.<\/p>\n<blockquote>\n<p>\u201cDisaster recovery centres need to operate in parallel, not merely exist as static backup copies. They must be active and able to intervene immediately when a fault occurs.\u201d<\/p>\n<\/blockquote>\n<p>She questions why Ramses continued to carry such a heavy operational burden when newer infrastructure, including facilities in the New Administrative Capital, could support a more distributed system. Any transfer of functions, she stresses, would need to be phased without putting existing services at risk.<\/p>\n<p>Abdel Nasser proposes an urgent national programme to secure critical telecommunications infrastructure, with coordination between the communications, defence and finance ministries. Its <a href=\"https:\/\/ir.te.eg\/IRMedia\/Financial_Information\/2018\/Financial_Information79b8f1d8-8b87-45af-b37e-d85897e2fcc1.pdf\">corporate history<\/a> describes the development of the state telephone and telegraph administration and its successor, the national telecommunications organisation. In 1998, that organisation was converted into the joint-stock company Telecom Egypt.<\/p>\n<p>Mobile operators entered the market and expanded their own networks, but continued to purchase important wholesale services from the incumbent. That relationship is central to the debate over whether retail competition has been matched by sufficient diversity in backbone infrastructure.<\/p>\n<p>Engineer and artificial-intelligence specialist Shehata El-Sayed tells Zawia3 that Ramses functioned as a major shared node. He estimates that it handled around 40% of the communications system, although he does not specify the denominator or provide an independently verified traffic measurement. The estimate should therefore not be read as an official national statistic.<\/p>\n<p>El-Sayed argues that dependence on a hub of that importance creates structural risk. He links it to Telecom Egypt\u2019s control of major terrestrial routes, cable-landing and transit infrastructure, and the services other companies rent to connect their own customers.<\/p>\n<p>In his view, weak infrastructure competition affects both reliability and prices. He says users may change provider without escaping the same underlying constraints.<\/p>\n<p>\u201cIf a customer decides to move from Telecom Egypt to another provider, they encounter many obstacles, including interruption of the line and difficulty activating the new service,\u201d he says. The result, he argues, can be a period in which neither the old nor the new provider delivers a dependable connection.<\/p>\n<p>El-Sayed also believes that the structure discourages new entrants, innovation and investment. He describes the transition from copper connections to fibre as too slow, even while acknowledging improvements in parts of the network.<\/p>\n<p>The existence of modern cloud facilities and advanced data centres does not resolve those problems on its own, he says. They must be connected to an underlying network designed to survive failures.<\/p>\n<blockquote>\n<p>Advanced data centres cannot substitute for diverse routes and functioning backup systems when a damaged network node can still interrupt access to essential services.<\/p>\n<\/blockquote>\n<p>El-Sayed points particularly to emergency services, banks and hospitals. For these users, continuity cannot depend on a single untested fallback or on manual intervention after an incident has already spread.<\/p>\n<p>\u201cEgypt\u2019s network infrastructure needs comprehensive and urgent development. The Digital Egypt platform has also brought a growing range of government transactions online.<\/p>\n<p>Those developments make reliable connectivity more important, not less. As citizens, businesses and public agencies depend increasingly on electronic services, a network interruption can affect access to money, documents, appointments and assistance.<\/p>\n<p>Mohamed El-Taher, a technology researcher at Masaar, tells Zawia3 that the Ramses fire exposed weaknesses in the country\u2019s digital system. He considers dependence on concentrated operational infrastructure a threat to the continuity of the transformation itself.<\/p>\n<p>El-Taher argues that genuine progress should not be measured simply by the number of government apps. It begins with strong, distributed and secure infrastructure.<\/p>\n<p>\u201cInfrastructure is not only about internet speed. It means having a network capable of absorbing shocks and responding quickly to emergencies. That cannot be achieved through dependence on one centre without alternatives or effective protection plans,\u201d he says.<\/p>\n<p>He also points to geographical inequality. Governorates outside Cairo, he argues, face weaker coverage and less consistent connections, limiting their residents\u2019 ability to benefit from services that are increasingly designed around being online.<\/p>\n<blockquote>\n<p>\u201cAs long as infrastructure is concentrated in Cairo and economically important areas, digital transformation will remain a limited project serving particular groups rather than a means of achieving digital equality.\u201d<\/p>\n<\/blockquote>\n<p>El-Taher considers opening infrastructure access and enabling new competitors important steps towards better service and prices more consistent with people\u2019s incomes. He links competition to digital inclusion, not merely to a larger choice of retail brands.<\/p>\n<p>\u201cAny discussion of digital transformation is incomplete without fair, distributed and resilient infrastructure. Without that, the project remains a slogan rather than a reality,\u201d he says.<\/p>\n<p>The Ramses fire has therefore raised a question larger than how quickly one exchange can be repaired. It concerns the architecture of a national system: whether critical traffic can take genuinely independent routes, whether recovery arrangements are tested, and whether users in every governorate can depend on the services being moved online.<\/p>\n<p>The experts interviewed agree that investment in new platforms must be accompanied by investment in continuity, geographical distribution and accountable network management.
