The agency kept its long-term rating at B- and its short-term rating at B.<\/p>\n<p>The change in <a href=\"https:\/\/www.spglobal.com\/ratings\/en\/regulatory\/article\/-\/view\/sourceId\/13469925\">S&amp;P\u2019s 11 April assessment<\/a> was an outlook revision, not a downgrade of the rating itself. It nevertheless underscored the vulnerability of an economy carrying expensive debt and relying heavily on continued access to finance.<\/p>\n<p>The report linked Egypt\u2019s high debt-service costs to the tightening of monetary policy in March 2024, when the overnight deposit rate reached 27.25%, alongside exchange-rate liberalisation. Higher yields on Treasury bills and bonds increased the cost of servicing domestic debt, much of it issued with short maturities.<\/p>\n<p>Fitch also affirmed Egypt\u2019s long-term foreign-currency issuer default rating at B with a stable outlook. Its assessment balanced an improved foreign-exchange position against the size and cost of government debt.<\/p>\n<p>S&amp;P said the authorities\u2019 commitment to a flexible exchange rate and policies agreed under the International Monetary Fund programme supported the prospects for growth and fiscal adjustment through the financial years 2025\u20132028. But global trade tensions, tariffs and financial volatility weighed on that outlook.<\/p>\n<p>The agency projected average growth of 4.1% over those four financial years, with a gradual recovery driven by domestic demand, construction and tourism, alongside information technology, trade, agriculture and health care. It lowered its growth estimate to 3.5% for the current financial year, followed by 4%, 4.3% and 4.6% in the subsequent years.<\/p>\n<p>Fitch expected real GDP growth to recover to 4% in financial year 2025 from 2.4% in 2024, supported by improving confidence, and to reach 4.7% in 2026 as real incomes recovered. Those were forecasts available at the time of this report, rather than subsequent outcomes.<\/p>\n<p>Fitch also pointed to the government\u2019s commitment to the IMF programme, intended to restore macroeconomic and fiscal stability, while describing progress on structural reforms to improve competitiveness as limited.<\/p>\n<blockquote>\n<p>A stable sovereign outlook does not mean stable living conditions. Improvements in an assessment of the state\u2019s ability to repay debt can coexist with rising household costs, expensive credit and weak employment opportunities.<\/p>\n<\/blockquote>\n<p>That tension lies at the heart of the debate over Egypt\u2019s economic programme. Ratings focus on creditworthiness; they are not comprehensive measures of social welfare. Policies welcomed for easing foreign-currency shortages or restoring investor confidence can impose heavy immediate costs on lower- and middle-income households.<\/p>\n<p>The question for domestic investors also extends beyond whether the state can meet its next payment. A predictable regulatory environment and a credible long-term economic framework matter for decisions about production and investment. It indicates that the country currently retains the capacity to meet financial commitments but is vulnerable to adverse economic or financial developments. A stable outlook expresses an assessment of the likely direction of the rating; it is not a guarantee that it will remain unchanged.<\/p>\n<p>S&amp;P\u2019s B- long-term rating also signals substantial credit risk. Moving its outlook from positive to stable reduced the indication of a possible near-term improvement, while leaving the actual rating unchanged.<\/p>\n<p>Mohamed Ramadan, an economic researcher at the Egyptian Initiative for Personal Rights, tells Zawia3 that sovereign-rating reports are among the tools used by foreign investors, particularly those considering local debt instruments. They provide an assessment of the country\u2019s finances and its ability to make scheduled payments, including dollar obligations and debt service.<\/p>\n<p>Ramadan explains that agencies examine a range of economic and financial factors. Their methodologies differ, combining quantitative indicators with qualitative judgments rather than relying on a single figure. Ratings are therefore an input into investment decisions, not a complete account of an economy\u2019s performance.<\/p>\n<p>The <a href=\"https:\/\/www.spglobal.com\/ratings\/en\/regulatory\/article\/-\/view\/sourceId\/4765458\">plus and minus signs<\/a> within a rating denote relative standing inside a rating category. They must not be confused with the separate outlook. A B- rating, for example, may carry a positive, stable or negative outlook.<\/p>\n<p>The distinction matters in Egypt\u2019s case: an agency can revise its view of the likely direction of creditworthiness without immediately changing the rating. Describing every adverse outlook change as a downgrade obscures what the agency actually decided.<\/p>\n<blockquote>\n<p>The central concern raised by critics is that policies intended to restore financial confidence can also make domestic borrowing more expensive, leaving the state dependent on repeatedly refinancing short-term debt.<\/p>\n<\/blockquote>\n<p>Exchange-rate adjustment and high interest rates can improve some aspects of the investment environment while increasing fiscal and social pressures elsewhere. In his view, a stable assessment can support investor confidence and access to external finance, whether through loans or bond issuance, and encourage direct and portfolio investment.<\/p>\n<p>Fitch\u2019s report nevertheless identified continuing weaknesses: a heavy interest burden relative to government revenue, large external financing requirements, volatile portfolio flows, inflation and geopolitical risks. It said Egypt had maintained the improvement in its foreign-exchange position achieved in early 2024, supported by the Ras El Hekma transaction and inflows into the local debt market.<\/p>\n<p>At a recent press conference, Carla Slim, Standard Chartered\u2019s economist for the Middle East, North Africa and Pakistan, estimated that around US$3 billion in short-term portfolio funds had left Egypt during the second week of April. She forecast an exchange rate of EGP 52 to the dollar by the end of 2025 and EGP 54 by the end of 2026. These were her estimates and projections at the time.<\/p>\n<p>Economic analyst Zohdy El Shamy describes \u201chot money\u201d as short-term capital that moves between countries in search of higher returns without a lasting commitment to the host economy. Such flows have played a significant role in Egypt in recent years, he says, but can reverse quickly when risks rise.<\/p>\n<p>Withdrawals can put pressure on foreign-currency availability and market stability. El Shamy argues that inflows may temporarily ease a financing crisis, but cannot substitute for a stronger and more diversified economy capable of absorbing shocks.<\/p>\n<blockquote>\n<p>Short-term capital can buy time. The sequence is important because a change in outlook and a change in the rating are different decisions.<\/p>\n<p>In November 2022, Fitch changed Egypt\u2019s outlook to negative while keeping the rating at B+. It subsequently <a href=\"https:\/\/your.fitch.group\/rs\/732-CKH-767\/images\/08242023-EU-20020_Fitch_On_The_Middle_East_Digital.pdf\">downgraded the rating to B in May 2023<\/a>, and then to B- in November 2023 with a stable outlook. In November 2024, it raised the rating back to B, citing improvements in the external position and economic policy.<\/p>\n<p>S&amp;P had maintained a B rating with a stable outlook in 2022. It lowered the rating to B- in October 2023 amid mounting funding pressures. In March 2024, it retained B- but <a href=\"https:\/\/sis.gov.eg\/en\/media-center\/news\/maait-egypt-aims-to-regain-highest-credit-rating-boost-confidence-in-economy\/\">revised the outlook to positive<\/a>. It returned that outlook to stable in April 2025.<\/p>\n<p>The broader debate is about what constitutes successful reform. A policy programme may improve access to finance and the likelihood of repayment while leaving unresolved questions about fair taxation, social protection and how adjustment costs are shared.<\/p>\n<p>Critics of the government\u2019s approach also point to limited public discussion of the programme\u2019s consequences and a lack of transparency around negotiations. They argue that fiscal reform remains incomplete without effective support for vulnerable households and changes to taxation that address the unequal distribution of economic burdens.<\/p>\n<p>Egypt\u2019s stable ratings therefore offer a narrower reassurance than the headline might suggest. They concern its capacity to meet financial obligations under the agencies\u2019 assumptions. Building a less fragile economy requires addressing the productive, institutional and social weaknesses that a stable outlook alone cannot resolve.<\/p>\n<p><em>Correction: The Arabic and English versions clarify S&amp;P\u2019s B- long-term rating, distinguish rating modifiers from outlooks, and correct the chronology of Fitch and S&amp;P decisions.
