Over the following two years, he became involved in disputes over detained journalists, the laws governing the profession, working conditions and the services the syndicate provides.<\/p>\n<p>In this interview with Zawia3, conducted ahead of the 2025 syndicate election, El-Balshy reviews his first term and sets out his priorities. He discusses efforts to secure journalists\u2019 release and support their return to work, negotiations over the professional allowance, disputes over membership, and the place of politics and protest within the syndicate.<\/p>\n<blockquote>\n<p>\u201cThere can be no free press without a free environment,\u201d El-Balshy says. For him, defending journalists\u2019 working conditions also means defending the rights of the people they report on.<\/p>\n<\/blockquote>\n<div style=\"position:relative;padding-bottom:56.25%;height:0;max-width:100%;margin:28px auto\"><iframe title=\"Zawia3 interview with Khaled El-Balshy\" src=\"https:\/\/www.youtube.com\/embed\/aXu799spP34\" style=\"position:absolute;top:0;left:0;width:100%;height:100%;border:0\" allowfullscreen><\/iframe><\/div>\n<h2>How do you see the difference between this election and the previous one?<\/h2>\n<p>Elections are always a competition to deliver programmes and meet the general assembly\u2019s demands. That is the basic principle. Last time, I was putting myself before the general assembly for the first time as a candidate for president, and some people voted for me with reservations.<\/p>\n<p>This time, I have the experience of the past two years behind me, open to scrutiny and assessment. In the previous election, neither candidate had served as president. This time, the contest is between the current president and a former president\u2014between two substantial experiences.<\/p>\n<p>That is the main difference as I see it. Ultimately, though, the decision belongs to the general assembly. We had to open every file at once. One task was to restore the syndicate as a home for journalists, and I believe we achieved that. Another was to restore it as an active force in Egypt\u2019s political and trade union life. I believe we did that too.<\/p>\n<p>We also took up the detention of journalists, professional development, the syndicate\u2019s own development and member services. Those issues remain open and will always be priorities.<\/p>\n<p>We cannot discuss the profession without discussing freedom, better conditions and journalists\u2019 ability to work in the street. Nor can we separate journalists\u2019 economic circumstances from freedom. These issues lead into one another.<\/p>\n<p>A profession also needs a strong syndicate. I believe ours has regained a real and influential role in society. We opened service projects, including the housing development, and there are other projects within the syndicate that I want to complete.<\/p>\n<p>But the profession, its freedoms and journalists\u2019 economic conditions remain central. Part of that crisis comes from the legal conditions we face and the laws governing the profession, alongside a prolonged decline in the performance of both journalism and the syndicate.<\/p>\n<p>Reforming the framework in which journalism operates has become essential. We engaged with that over the past year, whether through our objections to the new Criminal Procedure Bill or through the clear defects in the laws regulating the press and media.<\/p>\n<p>Despite strong warnings about the laws passed in 2018, the syndicate leadership at the time announced that they were the best laws in the history of the press. They even compared the outcome to the struggle over Law No. 93, presenting it as a remarkable achievement. I found that strange because the objections were already clear, and we are now paying the price.<\/p>\n<p>We now have alternatives and specific proposed wording to discuss. Everyone talks about restoring the standing of the syndicate membership card, but the law itself undermined that standing by restricting journalists\u2019 ability to report or photograph in the street on the strength of that card.<\/p>\n<p>It also opened the door to blocking websites in the name of national security. In my view, national security means protecting the profession, the people who earn their living through it and their freedoms.<\/p>\n<p>Journalism must be freed from restrictions, especially those on work in the street. The board has tried to take practical steps, but clear responsibilities remain. We need a profession capable of expressing people\u2019s concerns, speaking to all sides rather than only one, and reflecting society so that society takes an interest in it again.<\/p>\n<blockquote>\n<p>\u201cOver the past two years, people have begun to see the syndicate as a voice for them again. What remains is to restore their view of journalism itself as a voice for them.\u201d<\/p>\n<\/blockquote>\n<p>That has economic consequences too. Over many years, the general assembly has come to understand that it belongs to everyone and comes from the collective strength of the assembly.<\/p>\n<p>The irony is that some use it as an electoral card while outside the presidency, even though it increased twice during the previous term. Throughout the past two years, the syndicate has continued seeking an increase.<\/p>\n<p>We received official government correspondence concerning an increase following our meetings, letters and negotiations. There were instructions from the presidency and prime minister\u2019s office to the finance minister to examine the syndicate\u2019s full demands. We have those letters.<\/p>\n<p>I therefore do not understand turning the allowance into an electoral weapon. I have been careful to keep it separate from the election because it is wrong to exploit people\u2019s needs and economic circumstances as part of a campaign.<\/p>\n<p>I am the current president. I contacted the government in that capacity, not to create a bargaining chip for an election. This is government money, not money from my pocket or anyone else\u2019s.<\/p>\n<p>What I know is that an announcement appeared and was then removed. I am almost certain an increase is coming, at a level close to what we requested, because it is the general assembly\u2019s right. But it should not be used in the election.<\/p>\n<p>If I wanted to use it that way, I could have released the correspondence and details from the outset. Statements were made and then prevented from circulating or removed. Why has amending it not been included in the legislative work?<\/h2>\n<p>We have discussed the laws governing the media. On the syndicate law, our position is that specific amendments to specific provisions should first be presented to a fully convened general assembly for approval.<\/p>\n<p>The journalistic community must be involved. What has happened with several laws\u2014including the Criminal Procedure Bill, the Medical Liability Bill still being negotiated, and earlier press laws\u2014has created anxiety among a broad section of journalists. That concern must be taken seriously.<\/p>\n<p>Any amendment must pass through the general assembly and be protected by its collective strength. No other party should make changes on its behalf. Most of the law\u2019s provisions protect journalism, although some need development, including membership, possibly elections, and provisions concerning pensioners, alongside the general conference\u2019s recommendations.<\/p>\n<p>There have been steps in that direction. But we also face other important laws, especially those restricting journalists\u2019 work in the street. A journalist being unable to cover an incident or take photographs without permission undermines the profession, the syndicate and its card.<\/p>\n<p>How is a journalist supposed to know in advance that an incident will occur and obtain permission to cover it? Giving officials with enforcement powers broad discretion over that work is dangerous. A citizen can film on a phone, while a journalist carrying a camera is asked for a permit.<\/p>\n<p>Those restrictions, and provisions concerning state-owned press organisations, must be major priorities because they limit our ability to work. The question is how to address it. It requires considerable effort because it is part of a long legacy affecting journalism as a whole.<\/p>\n<p>Ownership is concentrated in state-owned newspapers, where recruitment stopped long ago, and in United Media Services. The syndicate fought a long battle to secure permanent appointments for temporary staff, despite those who called it impossible, but implementation is still pending.<\/p>\n<p>Only a small part of the press exists outside those two large groups. Many capable journalists have turned to that space to obtain employment that enables them to apply for membership. That has also created a trade around membership which we are trying to combat through changes to the rules.<\/p>\n<p>Freedom to establish publications has become essential to break up concentrated ownership and revive existing outlets so that they can employ journalists under clear conditions.<\/p>\n<p>There have also been significant changes to the admissions process, accompanied by significant objections. Training has become a core component: six substantive courses followed by examinations. We wanted a more institutional process involving general assembly members and specialists in assessment, as happened in photography, copy-editing and other fields.<\/p>\n<p>The committee now records its observations formally rather than offering passing opinions. These are important steps, but perhaps we made a serious mistake by dispersing responsibility.<\/p>\n<p>We wanted a diverse committee whose differences would strengthen its work. Instead, those differences became an obstacle, requiring difficult negotiations between colleagues. Some regard the procedures as making admission harder.<\/p>\n<p>We inherited a situation in which one committee had admitted almost everyone who came through, followed by a committee imposing strict rules. At the same time, some people want to join while others accuse the newspapers offering employment of trading in membership. Investigating complaints and checking newspapers\u2019 status takes time, creating further grievances. A committee that was not working harmoniously may have intensified the problem.<\/p>\n<blockquote>\n<p>\u201cWe have to acknowledge that there is a crisis.\u201d El-Balshy argues that general assembly representatives should be involved in assessment, while distinguishing that role from the final admissions decision.<\/p>\n<\/blockquote>\n<p>One major dispute concerned a colleague rejected by the specialist support committee, which said his work needed improvement. Perhaps the committee lost sight of the spirit of the law. But the negative professional assessment came from specialists drawn from the general assembly, even though the syndicate and admissions committee were held responsible.<\/p>\n<p>There are also problems with some newspapers\u2019 legal status and how they regularise their position. Other disputes concern admissions appeals and grievance decisions issued without committee members present. We entered lengthy negotiations and complained to the Ministry of Justice. We did not set out to create a separate set of rules for digital journalism; we discussed associate membership. Because the associate register was not activated, a route developed for admitting a number of associates each year through the grievance committee.<\/p>\n<p>A large section of people working in journalism remains outside syndicate coverage, even though we have consistently sought to protect both members and non-members, especially in detention cases.<\/p>\n<p>The temporary-staff dispute, for example, includes both members and non-members, and we defended everyone\u2019s rights. We wanted to extend the umbrella of protection to all those working in the profession under rules set by the general assembly.<\/p>\n<p>Some tried to turn that into a quarrel. Our aim was for the syndicate to protect the profession and everyone genuinely working in it, which also helps distinguish practitioners from outsiders. How can this be resolved?<\/h2>\n<p>We raise this constantly. The syndicate\u2019s position has developed from defending blocking as a national-security measure to demanding changes to the rules that permit it and grant enforcement officials such powers.<\/p>\n<p>We made those demands at the National Dialogue and on every relevant occasion. We also negotiated over individual blocked websites. Some cases were partially resolved; some sites were unblocked, while others remained blocked.<\/p>\n<p>There is another problem when a site tries to regularise its status and obtain a licence from an authority involved in blocking it, yet is told it cannot operate because it is not legal. That framework needs reconsideration and should not depend on an enforcement official\u2019s discretion.<\/p>\n<p>We oppose confiscation and blocking. Within the restrictions we currently face, we insist at least that such action should require a judicial decision rather than the will of an administrative official.<\/p>\n<p>We received nine complaints over the previous year. Some were resolved, some sites were unblocked and then blocked again, requiring further negotiations, and others remained blocked.<\/p>\n<blockquote>\n<p>\u201cPress freedom reveals crises; it does not create them. When it exposes a crisis, it shines a light and sounds an alarm so that action can be taken.\u201d<\/p>\n<\/blockquote>\n<p>The rules on blocking, and the state\u2019s understanding of press freedom itself, require a complete reassessment. Freedom is part of protecting national security, not its opposite. We also intervened for a female colleague detained in Saudi Arabia whose detention had not been publicly known.<\/p>\n<p>There were more than 15 other cases in which direct intervention resolved a short detention quickly. We seemed to have reached an understanding that there would be an exit from prison without a revolving door bringing new colleagues in.<\/p>\n<p>Then, about two months into the second year, arrests resumed. We entered negotiations, but progress took a long time and the situation stalled.<\/p>\n<p>Across the two years, the syndicate helped secure the release of 11 colleagues, as well as the colleague in Saudi Arabia and around 15 people held for brief periods of a day or two. One woman, unfortunately, was only released after completing her sentence despite our requests for her release.<\/p>\n<p>We hope to return to a single door leading out, rather than a revolving door. But our work is not limited to release. We also sought rehabilitation and opportunities for colleagues to return to employment.<\/p>\n<p>We could not secure jobs for everyone because appointments depend on the employing organisations. Six colleagues obtained positions through cooperation with the committee supporting the reintegration of former detainees and journalists involved in that work.<\/p>\n<p>We arranged other support to help colleagues get through the transition, including financial assistance from the state and a press company, and allocated money for psychological support. Last year we obtained EGP 1.2 million for rehabilitation.<\/p>\n<p>We have also supported detained colleagues through legal representation, events hosted with their families and a comprehensive list submitted to the relevant authorities requesting release.<\/p>\n<p>Following a general assembly decision, monthly financial support rose from EGP 2,000 to EGP 6,000. It is not enough, of course, but it is emergency assistance.<\/p>\n<p>The syndicate has moved from saying that there are no detained journalists, or describing them simply as criminal detainees, to presenting a list of 24 colleagues whose release we demand. Different authorities acknowledge that list, and official television carries the syndicate president\u2019s demands for detained journalists\u2019 release.<\/p>\n<p>These are important steps. There has also been progress on rehabilitation, returning some colleagues to work, improving detention conditions and restoring visits. Some think I have been too accommodating; others think the syndicate has regained its role.<\/p>\n<p>We must distinguish politics from partisanship. Journalism is political: reporting on people\u2019s conditions and defending freedoms are political activities. What matters is that the syndicate does not become partisan. We leave our party affiliations at its door.<\/p>\n<p>Our role on Palestine was political and supportive of the Palestinian cause. I believe it presented a different image of Egypt and expressed the country\u2019s position, including support for the state\u2019s opposition to displacement. We brought other syndicates together around that position. That is a restoration of the syndicate\u2019s role.<\/p>\n<p>As a board, we approached disputes in a spirit open to everyone. A president succeeds by representing all journalists, not a particular group.<\/p>\n<p>The general conference was an example. We wanted all sides represented in attendance and committees. I was criticised by supporters for including familiar older figures, and by others for including newer ones. We also brought in people from outside the board to avoid influencing the elections.<\/p>\n<p>For the syndicate\u2019s awards, we invited an advisory committee of former presidents and senior journalists. The conference had a board of trustees, and we did not exclude four board members from committees as had happened previously. Everyone worked within their committees. How do you see them?<\/h2>\n<p>The steps\u2019 symbolism is part of journalism\u2019s own symbolism. When people come to the syndicate\u2019s steps, they are coming to the press. The recurring chant, \u201cWhere is the press?\u201d, reflects their search for someone to express their concerns.<\/p>\n<p>The steps are part of the syndicate\u2019s identity, not a threat to anyone. The problem is with those whose view of freedom is too narrow to accommodate that space. But this does not mean overusing it.<\/p>\n<p>Looking back over the past two years, the steps presented an honourable image of Egypt on Palestine. An early mobilisation followed the Al-Ahli hospital tragedy. Some events moved beyond the usual boundaries, and we held discussions with the authorities, which showed understanding.<\/p>\n<p>When demonstrators were arrested, most of them not journalists, we intervened and they were released a day or two later. Some provisions directly concerned journalism, but we could not limit ourselves to those clauses. Criminal procedure is the framework of justice.<\/p>\n<p>If procedures are inadequate or people do not feel they can obtain justice, journalism suffers. People speak to journalists. If doing so exposes them to punishment, that affects the profession.<\/p>\n<blockquote>\n<p>\u201cIt is not enough for the journalist to be free while the source suffers.\u201d<\/p>\n<\/blockquote>\n<p>There can be no free press without a free environment in which people can act and express themselves. If parties cannot function or the wider climate is restrictive, journalists cannot represent people who are themselves afraid to speak.<\/p>\n<p>That is why we engaged with the whole issue: to defend people\u2019s rights and freedoms and a justice framework worthy of everyone. We also wanted social dialogue around laws. Journalism is part of that dialogue, and the syndicate is a platform for it.<\/p>\n<p>We succeeded in changing provisions concerning the press: one clause was removed, another improved substantially and a third amended partially in journalism\u2019s favour. We hoped for deeper changes. Immediate measures include increasing the allowance and negotiating with newspapers and other organisations to apply or raise minimum wages and improve workplace conditions.<\/p>\n<p>The longer track concerns developing journalism so that it can represent people and attract a wider audience. A profession without freedom does not reflect people, so they do not buy its content, especially when their own finances are worsening. Freedom is not the only factor, but it is a central one.<\/p>\n<p>Responsibility is shared. The state said Egypt faced exceptional circumstances. If that period has ended, the restrictions imposed on journalism must be reconsidered. Journalism paid a price, including in circulation, and the state should help resolve both the immediate and structural economic crisis.<\/p>\n<p>We negotiated wages at several workplaces and achieved results in nine. We also negotiated an allowance increase and changes to eligibility rules with the Supreme Council for Media Regulation. What remains is for the Finance Ministry to provide the necessary allocations.<\/p>\n<p>We have discussed tax deductions from the allowance at several institutions too. State-owned journalism is a source of professional experience; much of the private press grew out of it. It can also provide balance, but its institutions need different economic management.<\/p>\n<p>Giving permanent appointments to temporary staff was a major part of our proposal, to bring new blood into those organisations. We discussed a comprehensive development programme with the National Press Authority and announced that work.<\/p>\n<p>The programme included distribution and advertising reform, freeing advertising from control by particular bodies and ensuring fairer allocation. Those issues were discussed clearly with the authority.<\/p>\n<p>Public attention focused on temporary appointments, but that announcement was part of a wider package.
