The new political initiative brings together politicians, businesspeople and religious figures, while organisers travel across governorates collecting the notarised authorisations needed to establish it.<\/p>\n<p>The party\u2019s <a href=\"https:\/\/web.facebook.com\/ElgabhaElwatanya\">official Facebook page<\/a> documents a busy launch campaign: collecting signatures, founders <a href=\"https:\/\/web.facebook.com\/ElgabhaElwatanya\/posts\/pfbid0wrZfhUd1huh8hn3PDavjH8njadimq1ZaT1dVrNBGuFxeuENzkWCRK4d3TyfYMR3Rl\">attending Christmas celebrations<\/a> and festive processions through central Cairo.<\/p>\n<p>That public activity contrasts with the obstacles facing opposition organisers. Tantawi was also barred from parliamentary candidacy for five years. Twenty-one other campaign members received one-year prison sentences.<\/p>\n<p>The case concerned printing and circulating election-related papers without permission after the campaign invited supporters to sign informal endorsement forms. Its composition suggests an attempt to reach different constituencies through already established public personalities.<\/p>\n<p>Prominent figures include State Information Service chair Diaa Rashwan, former House Speaker Ali Abdel Aal, former Parliamentary Affairs Minister Alaa Fouad, former Local Development Ministers Adel Labib and Mahmoud Shaarawy, and Lieutenant General Mohamed Tarek.<\/p>\n<p>Academics include former Zagazig University president Osman Shaalan and Ahmed Saeed Shalaby, head of Cairo University\u2019s architecture department. Their presence adds an academic component to a party still developing its programme.<\/p>\n<p>Business figures such as House Deputy Speaker Mohamed Abou El Enein, Essam Ibrahim Gomaa al-Argani, Kamel Abu Ali and Ayman El-Gamil bring connections to the private sector and potential financial support ahead of parliamentary elections.<\/p>\n<p>The roster also includes parliamentarians Dalia al-Saadani, Mahmoud Mosallam and Soliman Wahdan. Yostina Rami and Ahmed al-Hamamsy represent the youth parties\u2019 coordination group. Other founders have backgrounds in women\u2019s representation, culture, the arts, media and local services.<\/p>\n<p>Religious figures include former Grand Mufti Shawki Allam, Sufi leader Sayed al-Idrisi and Sheikh Fayez Abu Harb. Their participation could help the party reach socially conservative communities, including in rural areas.<\/p>\n<p>Sinai businessman Ibrahim al-Argani, who heads the Union of Arab Tribes, is absent from the announced founding body. His public role receded after criticism surrounding a meeting on December 4, 2024, and the initiative\u2019s name changed from the National Union of Egypt to the National Front Party.<\/p>\n<p>Sources familiar with the initiative tell Zawia3 that he nevertheless continues to attend meetings and remains a major financial backer. They attribute his withdrawal from the public-facing role to controversy and disagreements within state institutions. Abdel Rahman traces that position to Sisi\u2019s first presidential campaign in 2014, when he sought to distance himself from claims that any particular political organisation could speak on his behalf.<\/p>\n<p>The political scientist believes this reflects a lesson drawn from Hosni Mubarak\u2019s National Democratic Party: a ruling party can become associated with its members\u2019 private interests and scandals, exposing the president to their political cost.<\/p>\n<p>He points to the relationship with the parliamentary majority party, Mostaqbal Watan, or Nation\u2019s Future. What matters, he argues, is less the number of seats a loyalist party holds than whether it can exercise power independently of the presidency.<\/p>\n<blockquote>\n<p>Abdel Rahman sees the National Front as a newly assembled network of interests seeking its share of the next parliament\u2019s pro-government seats, rather than an alternative source of political authority.<\/p>\n<\/blockquote>\n<p>He cites al-Argani\u2019s growing prominence during the Gaza war and Rashwan\u2019s role in the National Dialogue as examples of figures whose recent visibility has strengthened the network. Loyalist parties, in this reading, compete with one another for a larger allocation of parliamentary representation while remaining dependent on the same centre of power.<\/p>\n<p>Amr Hashem Rabie, a researcher at the Al-Ahram Center for Political and Strategic Studies, compares the initiative with Mostaqbal Watan, established in 2014. He describes that party\u2019s rise as supported by security institutions and highlights its role in parliamentary elections and mobilising support for the authorities.<\/p>\n<p>Rabie believes the National Front could compete with, or eventually displace, Mostaqbal Watan. He questions the new initiative\u2019s assertion that it does not seek power, arguing that political parties ordinarily aim to represent social interests and influence government policy.<\/p>\n<p>Building a strong party, he says, requires a broad popular base, leaders rooted in their communities, independence from political and security influence, and transparent finances.<\/p>\n<p>He also emphasises the surrounding conditions: parties need freedom of movement and equal opportunities to participate. Under the <a href=\"https:\/\/constitutionnet.org\/sites\/default\/files\/republic_ii.pdf\">Political Parties Law<\/a>, establishing a party requires notarised signatures from at least 5,000 founding members across at least ten governorates, with no fewer than 300 from each. This detailed threshold is set by statute, not by the constitution itself.<\/p>\n<p>Witnesses interviewed by Zawia3 describe <a href=\"https:\/\/web.facebook.com\/reel\/606295195220485\">vehicle processions<\/a> with loudspeakers and party banners encouraging people to visit notary offices. Men and women participated in the mobilisation.<\/p>\n<p>The contrast with the Hope Current initiative is striking. After Tantawi announced its founding statement in January 2024, supporters seeking to register authorisations faced arrests and restrictions, according to the <a href=\"https:\/\/afteegypt.org\/research\/monitoring-reports\/2024\/11\/19\/38927-afteegypt.html\">Association for Freedom of Thought and Expression<\/a>.<\/p>\n<p>AFTE documented five people detained on April 6, 2024, in connection with authorisations for the proposed party; some had also joined a Palestine solidarity demonstration outside the Journalists Syndicate. Prosecutors brought charges including membership of a terrorist group and misuse of social media.<\/p>\n<p>The organisation also recorded procedural obstacles: notary offices refusing requests outside a citizen\u2019s home governorate, only two offices per governorate designated for party authorisations, and pressure on applicants that sometimes escalated to arrest.<\/p>\n<p>For Elham Eidarous, a representative of the founders of the Bread and Freedom Party, the key question is whether the National Front is independent. Does it genuinely represent social constituencies and intend to participate in competitive elections, or does it provide the appearance of pluralism?<\/p>\n<p>She describes the 2020 parliamentary elections as a political scandal in which meaningful choices were sharply restricted. Looking ahead to the next election, she fears the authorities may seek to avoid the appearance of a single dominant option without allowing real competition.<\/p>\n<p>Eidarous argues that the founders and political language suggest an initiative designed from above rather than built from a grassroots base. She questions the need for another loyalist organisation when several already exist.<\/p>\n<p>She also asks whether it will be allowed to compete independently or join another unified electoral alliance, like the National List that brought together pro-government parties and other participants in previous elections.<\/p>\n<p>The opposition, she says, wants proportional representation and equal opportunities for all parties. Those demands also require freedom to organise between elections.<\/p>\n<blockquote>\n<p>While the National Front organises publicly, Eidarous says Bread and Freedom supporters encounter hesitation and delays at notary offices, sometimes leaving without completing their authorisations.<\/p>\n<\/blockquote>\n<p>Against the restrictions imposed on assemblies, she sees that disparity as evidence of a managed political scene. In <a href=\"https:\/\/www.youtube.com\/watch?v=GFWV4ORFfmc\">public remarks<\/a>, al-Gazzar said it was not seeking a parliamentary majority for itself, but intended to contest the elections through a large national coalition with existing parties.<\/p>\n<p>Rabie interprets the initiative, alongside efforts to revive less active parties, as part of a rearrangement of the political landscape ahead of elections. In his view, restrictive laws and limited competition make the new party another instrument of the governing system.<\/p>\n<p>He connects that process to changes within the state\u2019s security leadership. Abbas Kamel moved from heading General Intelligence to serving as a presidential adviser and coordinator of security agencies in October 2024; he did not simply disappear from public office.<\/p>\n<p>Rabie raises the possibility of further constitutional changes as part of his political analysis. This remains speculation, not an announced constitutional amendment programme.<\/p>\n<p>Politician and human rights advocate Mostafa Shawki sees the new party as another sign that the limited opening associated with the National Dialogue is ending. He dates that opening to the Egyptian Family Iftar in April 2022 and argues that it faded after the dialogue\u2019s first round.<\/p>\n<p>Shawki expects the authorities to preserve winner-takes-all closed lists rather than introduce proportional representation. They lengthened presidential terms from four to six years, while retaining Article 140\u2019s general limit of two consecutive terms. A transitional provision extended the term that began in 2018 and allowed him to stand once more.<\/p>\n<p>The election for the term beginning in April 2024 was held in December 2023. The changes did not abolish presidential term limits altogether.<\/p>\n<p>The amendments also restored an upper chamber. They allowed the appointment of one or more vice-presidents, expanded presidential authority in judicial appointments and reserved at least a quarter of House of Representatives seats for women.<\/p>\n<p>The pro-government Support Egypt bloc initiated the amendments, which passed the House with 531 votes.
