The increase prompted student demands for a reduction in fees.

On 25 August 2026, Al-Azhar University announced a 50% reduction in postgraduate fees for the core colleges of the Sharia and Arabic sectors and for the theoretical colleges, in consideration of students’ circumstances and in support of scientific research. But the fees did not return to what they had been before the increase decision.

Article 169 of Universities Organisation Law No. 49 of 1972 stipulates that “education is free for citizens of the Republic at the various university stages. With the exception of the branches abroad of universities subject to this law, students who are not citizens of the Republic pay the tuition fees specified in the executive regulations, provided that the proceeds of these fees are allocated to the educational service at the university in which they are enrolled, and all students pay the fees determined by the executive regulations in return for the various student services, provided that the proceeds of each such fee are allocated to the service for which it is paid”. This text concerns the universities subject to the Universities Organisation Law; Al-Azhar University, however, has a special legislative framework governed by Law No. 103 of 1961, and it is therefore not correct to assume that the same provisions automatically apply to it.

Lawyer Bassam Abu Gazia tells Zawia3 that postgraduate fees at present contradict two main parts of Article 169 of the Universities Organisation Law, namely “education is free for citizens of the Republic” and “allocating each fee to the service for which it is paid”. This is a legal assessment offered by the lawyer, not a court ruling invalidating all the fees mentioned in the testimonies.

Postgraduate fees have seen increases over the years. Tanta University documents a decision on 27 March 2014 raising postgraduate fees at the Faculty of Nursing, then a decision in June of the same year increasing the fees of the Faculty of Commerce. As for the circulating example of Ain Shams Commerce in 2016, the link attached to it points to an increase in the fees of the English section at the bachelor’s stage, not to a documented decision increasing postgraduate fees in September. Likewise, the Kafr El-Sheikh University page referred to in the report’s material does not make it possible to verify the details of a decision attributed to December 2016 concerning the fees for 2017/2018. In October 2018, Matrouh University announced a reduction in postgraduate fees in response to students’ petitions; the reduction was described at the time as 40%, while the price per hour given in the news item changed from EGP 300 to EGP 200, i.e. about 33.3%. This shows the need to distinguish between the headline of a decision and the financial item being calculated.

Among the most recent decisions mentioned in the report is the Al-Azhar University decision, under which diploma fees rose from EGP 750 to EGP 4,000, and master’s fees to EGP 5,000 instead of EGP 1,500, while doctorate fees reached EGP 7,000 compared with EGP 2,000 previously, before the university decided to cut the new fees by 50% for the Sharia, Arabic and theoretical colleges.

إنفوجراف: أعداد الطلاب المقيدين بالدراسات العليا (دبلوم، ماجستير، دكتوراه) يتجاوز 232 ألف طالب/ة

The 2018 total follows Table 189 in the 2018 bulletin of the Central Agency for Public Mobilisation and Statistics (240,335), while Table 162 in the same bulletin gives a total of 238,963 for the three stages. Both figures have been kept as they appear; the difference exists between the two source tables.

In a previous report, Zawia3 addressed the crisis of declining demand for postgraduate studies amid the rising costs of master’s degrees and doctorates, the conflict between study and work, and weak employment opportunities after obtaining the degrees, in addition to what were described as administrative and academic obstacles. The report pointed, for the period it covered, to a decline in the attainment of higher degrees, based on official data, while specialists considered high cost, weak professional return and the migration of talent abroad to be among the most prominent reasons why some refrain from completing postgraduate studies. A decline in an earlier period does not mean that the trend necessarily continued; the Central Agency for Public Mobilisation and Statistics announced that the number of holders of higher degrees reached about 122,900 in 2024, compared with 100,500 in 2023, an increase of 22.2%. These are the numbers of those who obtained degrees, not the numbers of those enrolled shown in the graphics.

<circle cx="1718" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="1718" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/><circle cx="1930" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="1930" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/><circle cx="2142" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="2142" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/><circle cx="2354" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="2354" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/><circle cx="2566" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="2566" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/>

Hardship for the Sake of a Degree

The cost of obtaining a master’s degree is not limited to tuition fees, as a master’s researcher who declined to be named tells Zawia3; rather, the expenses, according to the researcher, extend to fees for registering the research plan, training courses, language tests and digital transformation, as well as other expenses that arise during the stages of preparing and defending the thesis.

Basic tuition fees amount to about EGP 2,000 per term at one of the postgraduate institutes affiliated with a public university, and he adds: the cost of registering the research plan reached EGP 5,000, including nearly EGP 3,800 for registration and about EGP 1,200 for other items related to the procedures.

Among the requirements whose cost the student bears is the “TOEFL” English language test, as the researcher says, and he notes that the cost of sitting the test for the first time in 2022 was about EGP 1,200, in addition to EGP 170 for the book, before he had to take the test again after the certificate expired, paying EGP 1,200 for the test and EGP 200 for the book. According to the figures he recounts, the price of the book rose by EGP 30, while the test fee did not change between the two times. These are the costs of the experience he described, not a general price for all language tests or for the international exam at every centre.

The postgraduate stage includes another set of training courses, among them courses in Arabic language, scientific research, statistics, entrepreneurship, international publishing and others, according to the researcher, and the cost of a single course ranges between EGP 100 and 150.

“The digital transformation course is the most important of all the courses,” the researcher asserts, explaining that it costs EGP 500 but requires good preparation for the exam, unlike the other courses, from which he did not see much benefit, according to his experience.

Calculating the expenses, the researcher found himself facing dozens of scattered financial items in addition to tuition fees, while other official and unofficial costs remain, among them the expenses of the procedures after completing the thesis, the defence and the formation of the committee.

إنفوجراف: جزء من حديث "زاوية ثالثة" مع باحث ماجستير

The source’s voice was altered for their protection.

<circle cx="1718" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="1718" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/><circle cx="1930" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="1930" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/><circle cx="2142" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="2142" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/><circle cx="2354" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="2354" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/><circle cx="2566" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="2566" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/>

Why Do They Reinvent Logic?

The journey of postgraduate study reveals financial and organisational burdens that go far beyond the usual tuition fees, as researcher Aya Ehab, who holds a master’s degree, tells Zawia3, and she notes that the day of the thesis defence alone cost her about EGP 10,000, apart from other expenses.

Yet what most astonished the researcher was having to book a hall inside the university to hold the defence, according to her account, as she asks: “Why is the researcher required to rent a hall inside the university?”, and she notes that the cheapest hall cost her about EGP 1,000, while the cost of the larger halls was more than EGP 2,000, whereas the rent for the best halls ranged between EGP 5,000 and 7,000.

The cost does not stop at booking the hall, according to Aya, as the researcher still has to bear other expenses on the day of the defence, among them the gowns worn by the members of the examining committee and by the researcher, equipping the hall with all the necessary supplies, the banner and flowers, in addition to other expenses the student bears according to their own choices, such as the cost of bottles of drinking water for the guests and hospitality such as sweets or canned drinks. This list combines what she described as required procedures with personal choices of hospitality, so not all of its items represent prescribed university fees.

All those costs do not include the expenses of the copies of the thesis that she submitted to the members of the examining committee, transport or clothing, as the researcher says, noting that these expenses came at a time when her financial and work circumstances were pressing, but she found no option other than to bear them, and Aya believes that some expenses are linked to procedures that the university is supposed to provide for the researcher.

Among the expense items Aya recounts is the researcher being charged the cost of “the defence banner” in a particular form and in specific colours according to the university’s new regulations, which made it a mandatory element, and its publication on the faculty’s website or official page, according to her account, which burdens the researcher with additional costs, and she adds that the cost of this has become double what it was before, after it turned from an option into an obligation. An independent copy of the new regulations she refers to was not available to verify this obligation.

The published regulations and rules to which the report referred do not establish the existence of a unified rule obliging all researchers to print a banner for the defence or to publish it on the faculty’s website. Nevertheless, a researcher may feel that a recurring procedure has become a practical condition for completing the defence. This differs from considering it a general legal obligation; repeated practice alone does not prove the existence of a binding text, and reference must be made to the decision of the institution concerned.

Aya does not see an exorbitant cost in the prices of some of the courses she took to complete the master’s requirements, such as the English language and scientific analysis courses, but she questions how far their content relates to the researcher’s needs, noting that the digital transformation course, which costs EGP 1,000, comprises seven subjects, and some of its content is genuinely useful, but some of the subjects are not related to scientific research, as she asserts.

Some skills such as “Word” and “Excel” are useful for the researcher, as Aya says, but she questions the point of obliging everyone to take the same content, saying that the needs of a researcher in the Faculty of Arts, for example, differ from the needs of a student in another specialisation. She believes it would be better for the university to determine the needs of each specialisation, and then provide what the researcher actually needs, instead of imposing a unified package of requirements on everyone.

إنفوجراف: الطلاب المقيدون بمراحل الدراسات العليا

The numbers are for enrolled students, not for degrees awarded. This remains his account of the services he encountered, and it does not mean that every academic assistance service uses the same method, or that outsourcing the preparation of a thesis to others is an acceptable substitute for original research work.

إنفوجراف: جزء من حديث "زاوية ثالثة" مع باحثة ماجستير

The source’s voice was altered for their protection.

The Nature Index data on which the report relied show an Egyptian presence in scientific publishing: researchers from Egypt were associated with 366 articles in the journals tracked by the index during May 2025 to April 2026, and Egypt ranked 46th globally and second in Africa according to the Share metric, which distributes the contribution to joint research among researchers and institutions. The index belongs to Springer Nature, but it does not measure publication in the journal Nature alone, nor does it count the entire Egyptian scientific output. Its time window also changes continuously; this report therefore retains the original period referred to, and does not mix it with more recent data.

<circle cx="1718" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="1718" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/><circle cx="1930" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="1930" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/><circle cx="2142" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="2142" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/><circle cx="2354" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="2354" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/><circle cx="2566" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="2566" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/>

Pay So You Can Pass

In 2016, Nadia Mahmoud was confronted with a demand from the supervisor of her thesis in the Department of Psychology at the Faculty of Arts at a public university that she give him two iPhones as a gift, with him assuring her that she would not get past the thesis preparation stage without this gift, according to her testimony to Zawia3.

Nadia comes from a well-off family, and she was able to come up with the money (EGP 30,000 in 2016), but, as she tells Zawia3, she could not bring herself to take that step, expressing her categorical refusal to obtain an academic degree through bribery, as she describes it.

Unlike Nadia, Saeed Zakaria, who holds a master’s degree in Arabic language from the Faculty of Arts at a public university, says that he had to pay EGP 20,000 to the supervisor of his master’s thesis so that “things would move along”, as he describes it, noting that this is a method followed with some supervisors at various universities. This is a testimony about his experience and his impression; the report did not verify the payment independently, and it is not sufficient on its own to generalise the accusation to universities or supervisors.

Saeed tells Zawia3 that the supervising professor does not ask the student directly, but uses the university’s postgraduate studies employee as an intermediary between himself and the student. Saeed paid the amount requested before the defence at the end of 2025, and the examining committee’s decision was issued awarding the thesis a grade of excellent with first-class honours and recommending that it be printed and exchanged between universities. Saeed adds that the day of the defence alone cost him EGP 38,000, for preparing the hall and decorating it with flowers, of which EGP 14,000 went on a “lunch” at a restaurant for the committee members after the defence.

In a separate incident dating back to 2017, social media circulated recordings attributed to Yassin Lashin, a professor at the Faculty of Mass Communication at Cairo University and head of the 30 June Party at the time, according to press coverage, which included accusations of sexual blackmail and of demanding money and gifts. Some coverage spoke of a woman being threatened with a weapon to force her to take off her clothes, while accounts differed over whether she was a student. Lashin denied the accusations at the time, and considered what was published a campaign against him. These details are therefore presented as accusations and press accounts at the time, not as facts established by a criminal judgment in the sources reviewed by the report.

On 5 July 2019, the decision of the Cairo University disciplinary board to dismiss Lashin from his post was announced, about two years after the investigations began. Newspapers quoted the university’s statement as saying that the decision was based on its investigations into accusations of offending university values and traditions. It is a university disciplinary decision; it ought not to be presented as a criminal conviction covering all the details circulated in the coverage.

إنفوجراف: ترتيب المؤسسات البحثية وفق تصنيف سيماجو 2026 محليًا وعالميًا

The original selection comprises 90 institutions. He pointed out that renting the defence hall alone cost him EGP 3,000, and adds: “The amount is not a rental fee for the hall; rather, I was asked to sign a declaration that the amount was a donation to the faculty.” He states that the day of the defence cost him more than EGP 40,000, including the committee’s lunch, which cost him EGP 15,000.

Regarding supervisors, Gomaa says that the nature of the dealings differs from one supervisor to another, as he says some supervisors do not ask for anything in return for what they provide to the researcher, while others demand a certain “price”, as he describes it, for finishing the thesis and obtaining the degree. Gomaa criticises what he described as the transformation of postgraduate research into merely “administrative” requirements for obtaining the degree, downplaying the scientific value of some of it, and noting that some consider it papers that only need to be completed and put in order, without scientific research that adds to knowledge. These remain accusations and observations that the report attributes to their author; they do not represent a judgment on all faculty members or a statistical estimate of how widespread these practices are.

إنفوجراف: جزء من حديث "زاوية ثالثة" مع باحث ماجستير

The source’s voice was altered for their protection.

He also believes that the growing numbers of foreign researchers at universities who pay fees in dollars, as he describes it, give universities the option of neglecting the Egyptian researcher, attributing this to the “dollar” being more important than the researcher, as he sees it. The Count metric differs from the Share metric, and covers journals tracked by the index, not the journal Nature alone.

The researcher who declined to be named believes that obtaining the academic degree remains worthwhile for some groups, especially for those working at institutions that offer financial incentives to degree holders, and he believes that obtaining it is linked to a salary increase, noting that the increase for a master’s is EGP 350, compared with EGP 700 for a doctorate, and he claims that the “financial incentive” pushes employees to enrol in postgraduate studies, and he believes it is the only reason. The figures mentioned concern the incentives the researcher knows of in the context of his work, and the report does not present them as unified amounts prescribed for all workers. Likewise, considering the financial incentive the only motive is the opinion of the person giving the testimony, and Aya’s experience, which affirms the value of learning and research, differs from it.

The researcher spends a long time registering the thesis proposal, obtaining approvals, handling correspondence and completing procedures, amid slow transactions and weak use of technology in managing postgraduate files, as an academic professor who declined to be named tells Zawia3.

The researcher’s experience also differs from one department to another and from one supervisor to another, amid weak supervision, the limited time allotted to the researcher and the absence of guidance when choosing the research topic, according to the academic professor, who adds that theses may take years, with money spent on them, and then fail to find their way into application. The research literature attached to the report discusses problems of supervision and of society’s benefit from research, but the findings of each study remain tied to its methodology and sample, and do not prove that all theses fail to find their way into application.

In addition, according to the academic, the researcher bears the cost of producing research that is supposed to serve knowledge and society amid limited funding resources and limited material and moral incentives, noting that some customary practices at universities have turned into a practical obligation despite the absence of a regulatory text requiring them. A study of the reality of postgraduate studies at Aswan University, published in 2024, examines the views of a sample of 865 students; its findings should therefore be read within their scope, not automatically generalised to all Egyptian universities.

Studies discuss the differing opinions of reviewers and the multiplicity of evaluation criteria, and what this may lead to in terms of delays in completing studies, disparities in their evaluation and an effect on its neutrality, in addition to the difficulty researchers face in accessing databases, references and paid field data, which raises the cost of research and delays it. Studies also point to shortcomings in creative thinking, independence and scientific dialogue, as well as the failure of courses to prepare researchers to conduct research independently. The literature used includes studies from different periods, universities and countries; its use is explanatory, and it is not a recent, unified survey of all higher education institutions in Egypt.

Egyptian scientist Essam Heggy tells Zawia3 that the stifling of the field of scientific research, researchers not choosing the titles of their own research and their distance from addressing new developments through scientific research are driving the scientific field towards certain death.

The issue does not stop at El-Ashmawy’s call not to waste one’s life on postgraduate studies.
