Her concerns echo those of residents in El Marg, El Qalag, El Gabal El Asfar and Abu Zaabal following the publication of Prime Ministerial Decree No. 2449 of 2026, which provides for the expropriation of land and property for the El Marg road corridor across Cairo and Qalyubia governorates.

The interviews in this report were gathered for an article prepared in September 2026. Between the decree and promises to examine alternative routes, residents face three connected questions: which homes are actually affected, how much owners or occupants will receive, and when they will have the money before moving. Knowing that a project is planned for the area does not, by itself, allow a family to arrange its life after eviction.

Rehab, a homemaker and mother of three, says the building where she lives, containing 65 apartments, appears in the lists of properties overlapping with the corridor’s route. Her husband, who works abroad, had paid off their apartment only two years earlier. After years of saving, the family had finally secured what she describes as a chance of stability.

She recalls how the family spent its savings to buy the apartment as both a permanent home and a long-term investment. Since survey authority staff began marking properties for possible demolition, however, they have lived in uncertainty. Rehab says the markings were not confined to the first row of buildings overlooking the road, but sometimes reached the fifth row within the residential area. This is her account of the surveying work in her neighbourhood.

“We have received no clear information about compensation amounts or how they will be calculated. What people are talking about is social compensation of EGP 40,000 per room,” she tells Zawia3. She contrasts that figure with local property prices, mentioning EGP 1.5 million for property in El Khanka. “We also noticed that only three-quarters of the building’s area appeared in the lists published in the Official Gazette,” she adds. The amount circulating among residents is part of Rehab’s account, not a final compensation entitlement applicable to everyone affected.

Some residents cannot afford to rent another home if they must leave before receiving compensation, she says. Rents in the area can reach EGP 5,000 a month.

Rehab fears that demolition would force her away from El Khanka, where her relatives and friends live and her children attend school. She does not reject development. Rather, she hopes the corridor’s design can be reconsidered to minimise demolition and preserve as many homes as possible.

<circle cx="1718" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="1718" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/><circle cx="1930" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="1930" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/><circle cx="2142" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="2142" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/><circle cx="2354" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="2354" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/><circle cx="2566" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="2566" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/>

Homes, savings and social ties in the road’s path

Ahmed Sobhy’s family shares those fears. They live in El Qalag, a village in El Khanka district in Qalyubia, and discovered that their house, home to ten families, lies within the planned route. They worry that demolition would break up social ties established over decades.

“We are not against development. We are asking for an alternative route that saves the state the cost of demolishing homes, paying compensation and displacing families. Satellite images do not accurately reflect the area’s character or its social and population structure,” he tells Zawia3.

Ahmed says the issue is not simply receiving a sum of money. It is whether that amount reflects the value of the demolished property and can secure another home. Compensation for shops should also account for owners losing the customer base they have built over many years, he argues.

Some households have no savings to cover moving costs and temporary accommodation while they wait for compensation. He fears they could be forced to borrow money or temporarily end up on the street.

The two accounts show that relocation costs do not begin and end with buying a new apartment. In the intervening period, a household may need rent, a deposit and money to move its belongings while continuing to meet school, work and everyday expenses. Rehab’s reference to rents of EGP 5,000 a month explains why the timing of compensation matters as much as its amount, particularly for families that have exhausted their savings on their existing home.

<circle cx="1718" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="1718" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/><circle cx="1930" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="1930" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/><circle cx="2142" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="2142" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/><circle cx="2354" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="2354" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/><circle cx="2566" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="2566" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/>

What does the expropriation decree say?

Prime Ministerial Decree No. 2449 of 2026, issued on 17 August and published in Official Gazette issue 37 on 10 September 2026, designates the El Marg corridor as a public-benefit project. It authorises the direct taking of land and property required for the project on behalf of the General Authority for Roads and Bridges, according to the locations, areas, boundaries and apparent owners identified in the accompanying explanatory memorandum, plans, coordinates and schedules.

The decree cites Law No. 10 of 1990 on the expropriation of real estate for public benefit and its executive regulations, Local Administration Law No. 43 of 1979 and its regulations, and Presidential Decree No. 304 of 2024 delegating certain powers to the prime minister. It was issued following a submission by the transport minister.

The reference to “apparent owners” does not mean that every household in a multi-apartment building already knows its share of compensation. The inclusion of a building in the schedules, its recorded area and the identification of individual rights within it require examination of the documents for each case. Rehab’s complaint that only three-quarters of her building’s area was listed therefore raises a practical issue: whether the survey information used in valuation matches the circumstances her family describes.

Explanatory memorandum accompanying the decree, Official Gazette, 10 September 2026.

The memorandum, signed by Transport Minister Kamel El Wazir, explains that the corridor forms part of plans to connect urban communities on either side of Greater Cairo’s Ring Road. Individual entitlements are to be determined through the official procedures and schedules applicable to each case.

Adding the two estimates indicates the project’s preliminary compensation commitment, but does not establish what a particular apartment owner or tenant will receive. Nor does the memorandum present the total as money already paid. It cannot therefore be divided by an unknown number of rooms or households, or treated as a guarantee that an individual award will purchase a replacement home in the same neighbourhood.

Article 35 of Egypt’s Constitution protects private property and makes expropriation conditional on public benefit and fair compensation paid in advance in accordance with the law. This places both the timing and fairness of payment at the centre of the debate, alongside the project’s lawfulness. The appropriate avenue for objection, competent court and deadlines depend on the dispute and its documents. Publication of the decree does not make all disputes, from correcting survey records to challenging a valuation, one and the same issue.

A study published by Diwan Al-Omran in June 2026 places these concerns in a broader context. It recorded approximately 525 projects involving the expropriation of 88,769 feddans between January 2021 and December 2025, and estimated that 136,519 households, approximately 546,000 people, were affected. These are the study’s estimates for that period, not a count of those affected by the El Marg corridor or by projects in 2026 alone.

<circle cx="1718" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="1718" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/><circle cx="1930" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="1930" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/><circle cx="2142" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="2142" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/><circle cx="2354" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="2354" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/><circle cx="2566" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="2566" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/>

A traffic study before the route is chosen

Hassan Mahdy, a roads professor at Ain Shams University, believes the El Marg, El Khanka and Abu Zaabal corridor could ease pressure on the Ring Road and the Cairo-Alexandria agricultural road by linking two major routes. It could improve travel within El Marg, El Khanka and the surrounding densely populated areas, but the benefit depends on how the road is operated.

He stresses that a transport and traffic study should precede the corridor’s final design. It should establish present and projected traffic volumes, the required road width and number of lanes, and the types of vehicles expected to use it. Where expropriation is necessary, demolition should be limited to what the project actually requires.

“The corridor is a traffic artery, but without sustained traffic enforcement, the problems of internal streets could move onto the new road, particularly as it passes through dense, unplanned areas. That could defeat the project’s basic purpose. Its success depends on ensuring that it operates according to its designated traffic function,” he tells Zawia3.

This perspective moves the discussion beyond drawing a line on a map to the road’s function after opening. Vehicle volumes and types, access to residential neighbourhoods and traffic management all affect whether the corridor achieves its purpose. These are planning and operational questions that compensation figures alone cannot answer, just as a traffic study cannot replace assessment of the social consequences for households whose homes lie in the route.

According to the route description in the original reporting, the corridor would extend approximately 13 kilometres from the Ring Road junction at New El Marg Square, alongside the El Marg-Shebin El Qanater railway, through El Khanka and El Gabal El Asfar, to the Ismailia agricultural road in Abu Zaabal. This describes the proposed project, rather than confirming that construction of a final alignment has begun across all these areas.

Discussion of the corridor is linked to plans to redevelop New El Marg Square and extend Cairo Metro Line 1 from New El Marg to Shebin El Qanater. These are separate transport projects, despite their geographical overlap. Discussing them together does not mean all their stages are being implemented simultaneously.

Mahdy believes extending Line 1 to Shebin El Qanater could reduce reliance on minibuses, easing congestion, pollution, emissions, noise and the risk of road crashes involving public transport. These are anticipated benefits in his assessment, not outcomes already achieved by an unfinished project.

He says transport projects must take the people who are supposed to benefit from them into account. “The state must look for mechanisms that provide a suitable alternative for people whose homes are affected, whether through compensation or alternative housing, appropriate to the circumstances of the affected households,” he says.

Comparing the costs of alternative routes requires technical and economic studies, he adds. It is not enough to assume that demolishing fewer buildings necessarily makes a route cheaper. As a general example of different metro construction methods, he estimates that an elevated alignment could cost two to two-and-a-half times as much as an at-grade one, while tunnelling could cost more and face complications involving utility networks. This comparison is not an approved financial estimate for alternative El Marg corridor alignments.

Illustrative layout supplied with the original reporting, with translated labels. She says they requested a fresh examination of the route and alternatives that would reduce demolition.

Abu Zeid, a National Front Party MP for Qalyubia, says the meeting lasted almost four hours and addressed compensation and the circumstances of affected residents. According to her account, compensation varies with the property’s legal status: tenants receive social compensation of EGP 60,000 per room, while a survey committee assesses the land and building when determining owners’ compensation.

The EGP 60,000 figure she cites differs from the EGP 40,000 Rehab says she has heard circulating among residents. Neither figure equals the market purchase price of a room or the compensation payable to all owners. In the MP’s account, the per-room amount concerns social compensation for tenants, distinct from the assessment of land and buildings when considering owners’ rights. Written publication of the rules and eligible groups would allow families to distinguish between their circumstances.

“During the meeting, the minister stressed that people would not be evicted before receiving the compensation due to them. Owners who disagree with the valuation have the right to object and go to court to seek their rights,” Abu Zeid tells Zawia3.

She says the minister informed the MPs that implementation of the El Marg-Abu Zaabal corridor had been deferred until 2030 because the ministry had other priorities and numerous projects across the governorates. This report attributes that date to her account of the minister’s remarks at the meeting. It does not present it as a published decision cancelling expropriation or suspending its effects.

She adds that the minister agreed to form a committee to visit the area and examine possible routes and engineering alternatives to minimise demolition. MPs had proposed changes to the alignment and ways to draw on related transport projects in the area to avoid as many homes and shops as possible.

Abu Zeid urges residents not to confuse the El Marg-Abu Zaabal corridor with the Ring Road widening project extending from El Salam towards the Cairo-Alexandria agricultural road. They are different projects, she says.

That distinction matters to residents who see roadworks or field surveys near their homes. Activity associated with widening the Ring Road does not, on its own, establish that construction of the El Marg-Abu Zaabal corridor has begun, or vice versa. Likewise, the postponement described by the MP does not automatically answer families’ requests to correct schedules or valuations for properties already included in the decree’s documents.

While the corridor is intended to improve links between densely populated areas and the road network, its implementation and consequences for households remain bound up with the final alignment and clear compensation mechanisms.

The published decree identifies the scope of the taking and preliminary compensation estimates. The MP, meanwhile, reports discussions about delaying construction to 2030 and examining alternatives that would reduce demolition. It remains essential to distinguish between the published legal instrument and statements about timing and possible alternative routes.

Alongside the implementation of public-benefit projects stand residents’ property rights and their entitlement to fair compensation. Making the route, transport studies and compensation arrangements available in a form people can understand and review remains crucial.
