In December 2017, Trump had announced the decision to move the US embassy from Tel Aviv to Jerusalem, which was officially opened in May 2018, and in 2020 he adopted the &#8220;<a href=\"https:\/\/www.bbc.com\/arabic\/middleeast-51300005\">Deal of the Century<\/a>&#8220;, claiming it aimed to achieve peace in the occupied Palestinian territories.<\/p>\n<p>In light of the policies of his previous administration, which included supporting the Israeli presence and ignoring Palestinian rights, questions are being raised about the impact of the new US administration&#8217;s orientations on the Cairo <a href=\"https:\/\/www.bbc.com\/arabic\/articles\/c9dle8ze6yqo\">negotiations<\/a> between the Palestinian National Liberation Movement &#8220;Fatah&#8221; and the Islamic Resistance Movement &#8220;Hamas&#8221; to form a new body to administer the Gaza Strip after the recent war.<\/p>\n<p>Researcher in American affairs Ali Al-Awar believes, speaking to <strong>Zawia3<\/strong>, that the Trump administration may seek to achieve calm in the Middle East during his second term, while supporting the establishment of a Palestinian state within a framework of regional normalisation and conditions consistent with the vision of Israeli Prime Minister Benjamin Netanyahu.<\/p>\n<blockquote>\n<p>This November, Cairo hosted <a href=\"https:\/\/www.bbc.com\/arabic\/articles\/c9dle8ze6yqo\">talks<\/a> between Fatah and Hamas to discuss mechanisms for a ceasefire in the Gaza Strip and achieving Palestinian reconciliation. The Egyptian <a href=\"https:\/\/www.almasryalyoum.com\/news\/details\/3297319\">proposal<\/a> included forming an administrative body for the Gaza Strip under the name &#8220;the Community Committee to Support the People of the Gaza Strip&#8221;, which would manage civil affairs, distribute humanitarian aid and reopen the Rafah crossing, as well as begin reconstructing what Israeli military operations have destroyed.<\/p>\n<\/blockquote>\n<p>According to the Palestinian Ministry of Health, the recent Israeli aggression has caused the <a href=\"https:\/\/24.ae\/article\/857030\/%D8%AD%D8%B5%D9%8A%D9%84%D8%A9-%D9%82%D8%AA%D9%84%D9%89-%D8%AD%D8%B1%D8%A8-%D8%BA%D8%B2%D8%A9-%D8%AA%D9%82%D8%AA%D8%B1%D8%A8-%D9%85%D9%86-44-%D8%A3%D9%84%D9%81%D8%A7%D9%8B\">killing<\/a> of 43,665 Palestinians, a large proportion of them children and women, and the injury of 103,076 others, in addition to ten thousand people missing. The talks addressed mechanisms for administering the Strip in the coming phase, as the Palestinian government proposed assuming responsibility for administration, while the Hamas delegation proposed forming an administrative committee made up of independent technocratic figures.<\/p>\n<p>He adds that the disagreement on this point prevented a final agreement from being reached, prompting the two sides to return to internal consultations with their leaderships to continue the discussion at a later stage.<\/p>\n<p>Nasrallah says that Fatah is waiting to reach understandings with Hamas on the administration of the Gaza Strip, with the aim of holding a meeting bringing together all Palestinian factions at the level of secretaries-general, seeking to seize the opportunity to unify Palestinian ranks and confront the challenges obstructing the national path. He considers that guaranteeing the implementation of any agreement requires political will and working according to the supreme national interest, away from regional agendas and rivalries. Meanwhile, researcher in political science and international relations Hossam Eissa believes that escalation could lead to waves of displaced people flowing into Egypt, increasing economic and social burdens.<\/p>\n<blockquote>\n<p>The Egyptian Ministry of Foreign Affairs <a href=\"https:\/\/www.almasryalyoum.com\/news\/details\/3226539\">pointed<\/a>, in a statement issued last July, to the need for the Security Council and international powers to shoulder their responsibilities to halt the dangerous escalation in the Middle East, warning against the situation spiralling out of control. The statement noted that continued escalation undermines international and regional efforts to achieve calm, stressing the importance of putting an end to the humanitarian suffering of the Palestinian people in the Gaza Strip.<\/p>\n<\/blockquote>\n<p>For his part, researcher in foreign relations Ahmed El-Masry believes that international political and military events are reflected in the escalation of Israeli policies, such as forced displacement and the expansion of settlements. He points out that the Palestinian resistance still has the ability to inflict heavy losses on the occupation, which makes it difficult to judge the future of the situation in Gaza. He also warns that statements by Israeli politicians such as Knesset member Bezalel Smotrich about annexing the West Bank could ignite a new Palestinian intifada.<\/p>\n<p>In an exclusive interview with <strong>Zawia3<\/strong>, Hamas leader and media adviser Taher El-Nounou affirms that the US administration had agreed to the Egyptian-Qatari <a href=\"https:\/\/www.bbc.com\/arabic\/articles\/cd13v3ln8peo\">proposal<\/a> for a ceasefire in Gaza, but Israel thwarted it. He says: &#8220;We are not setting conditions; rather, we are talking about legitimate demands of the Palestinian people, which include a comprehensive ceasefire, the occupation&#8217;s complete withdrawal from Gaza, the start of reconstruction and the beginning of a prisoner exchange. There was US approval of this proposal last June, but the occupation refused to deal with it and continued its military operations, including the <a href=\"https:\/\/ar.wikipedia.org\/wiki\/%D8%A7%D8%BA%D8%AA%D9%8A%D8%A7%D9%84_%D8%A5%D8%B3%D9%85%D8%A7%D8%B9%D9%8A%D9%84_%D9%87%D9%86%D9%8A%D8%A9\">assassination<\/a> of Ismail Haniyeh, which stopped the negotiations completely.&#8221;<\/p>\n<p>El-Nounou adds that there is an urgent need for Arab states and international organisations to intervene to ensure humanitarian aid enters Gaza. He explains that the occupation imposes severe restrictions on the entry of basic supplies, which exacerbates the humanitarian crisis. He points out that the occupation allows fewer than 20 trucks to cross every two days, while the Strip needs 50 trucks a day to meet basic needs. He also accuses the occupation of using food and water as a pressure card against Palestinians, in clear violation of international humanitarian principles.<\/p>\n<p><strong>Recommended reading:<\/strong> <a href=\"https:\/\/zawia3.com\/newsletter-19\/\">Is Egypt Building a Buffer Security Zone to Receive Palestinians?<\/a><\/p>\n<p>Tel Aviv is intensifying its military operations in the region, targeting southern Lebanon, Syria and Iran, in a continuous escalation that has resulted in heavy human and material losses. According to <em>S&amp;P Global Ratings<\/em>, the widening of the conflict in the Middle East poses a risk to the sovereign ratings of the region&#8217;s countries, reflecting the economic and political repercussions of this conflict.<\/p>\n<blockquote>\n<p>In Lebanon, the <a href=\"https:\/\/www.bbc.com\/arabic\/articles\/c15444wnykwo\">Ministry of Health<\/a> announced that the total number of victims had risen to 2,653 killed and 12,360 wounded since the start of the fighting between Hezbollah and Israel in October last year. Meanwhile, the Syrian Observatory for Human Rights documented the killing of 250 military personnel and 30 civilians, including two children and eight women, and the injury of 176 others as a result of Israeli strikes on sites in Damascus, Daraa, Aleppo and Latakia. In Iran, Israeli attacks <a href=\"https:\/\/archive.ph\/20240802021044\/https:\/\/abc7.com\/israel-gaza-updates-israeli-missiles-hit-a-site-in-iran\/14691392\/\">focused<\/a> on military sites in cities such as Tehran, Khuzestan and Qahjavarestan.<\/p>\n<\/blockquote>\n<p>For his part, Taher El-Nounou explains that Iranian support for Hamas remains pivotal in confronting the Israeli occupation, noting that Tehran provides this support without preconditions. Lebanon&#8217;s Hezbollah, which is influenced by the Iranian Revolutionary Guard, also supports the Palestinian resistance in Gaza and has continued to escalate against Tel Aviv since the outbreak of the war last October. Hezbollah announced that its military operations had resulted in the killing of 90 Israeli soldiers and the injury of 750 others, and the destruction of 38 Merkava tanks and four military bulldozers, while Tel Aviv claims it has killed more than two thousand of the party&#8217;s fighters.<\/p>\n<p>Al-Awar believes that Hezbollah has regained its strategic and military balance, which has led to its repeated targeting of areas in Tel Aviv and Haifa, causing internal pressure on Benjamin Netanyahu&#8217;s government to mount. He adds that these developments may push the Israeli occupation to negotiate a political solution with Lebanon, which could open the door to a new phase of calm in the Middle East whose effects would extend to Gaza, despite the continued policy of assassinations pursued by Tel Aviv in the region.<\/p>\n<p>El-Nounou believes that the confrontation between Hezbollah and Tel Aviv serves the Palestinian cause, as it weakens the Israeli occupation and strengthens the resistance of Arab peoples, given the nature of the continuing hostility between the two sides.<\/p>\n<p>Regarding political assassinations targeting resistance leaders, El-Nounou denies the existence of an internal breach within Hezbollah&#8217;s ranks after the assassination of its former secretary-general Hassan Nasrallah. He points out that investigations have not so far proven a security breach, but he attributes the success of Israeli operations to technological and intelligence progress. He adds that Hezbollah has been able to restore its cohesion on the ground and has rearranged its ranks by choosing Sheikh Naim Qassem as its new leader, which confirms the continuity of the resistance despite the challenges.<\/p>\n<p>As for the assassination of Hamas leader and head of its political bureau Yahya Sinwar, El-Nounou denies that his killing took place in a planned operation, asserting that he was killed during a field confrontation with occupation forces. According to what the newspaper quoted from Arab officials involved in the mediation efforts, Sinwar rejected the offer and replied: &#8220;I am not under siege, I am on the land of Palestine.&#8221;<\/p>\n<p>In a related context, Taher El-Nounou points out that talk of a &#8220;deal to kill Sinwar to pass the Cairo negotiations&#8221; is no more than a rumour aimed at defamation, affirming, speaking to <strong>Zawia3<\/strong>, that Hamas does not trade its men, and that these allegations are an attempt to divert attention from the heroic role Sinwar played and his impact on changing the media mood. El-Nounou believes that these claims also aim to damage Egypt&#8217;s reputation and to claim the existence of plans that contradict its official position.<\/p>\n<p>Informed security <a href=\"https:\/\/asharq.com\/politics\/105419\/%D9%85%D8%AD%D8%A7%D8%AF%D8%AB%D8%A7%D8%AA-%D8%A8%D9%8A%D9%86-%D9%81%D8%AA%D8%AD-%D9%88-%D8%AD%D9%85%D8%A7%D8%B3-%D9%81%D9%8A-%D8%A7%D9%84%D9%82%D8%A7%D9%87%D8%B1%D8%A9-%D9%84%D8%A8%D8%AD%D8%AB-%D9%88%D8%B6%D8%B9-%D8%BA%D8%B2%D8%A9-%D8%A8%D8%B9%D8%AF-%D8%A7%D9%84%D8%AD%D8%B1%D8%A8\/%20https:\/\/www.ajnet.me\/news\/2024\/11\/2\/%D9%85%D8%B5%D8%AF%D8%B1-%D9%85%D8%B5%D8%B1%D9%8A-%D9%81%D8%AA%D8%AD-%D9%88%D8%AD%D9%85%D8%A7%D8%B3-%D8%AA%D8%A8%D8%AD%D8%AB%D8%A7%D9%86-%D8%A8%D8%A7%D9%84%D9%82%D8%A7%D9%87%D8%B1%D8%A9\">sources<\/a> stated that the meetings between Fatah and Hamas held under Egyptian sponsorship take place without direct interference in decisions, with Cairo stressing its aim of unifying Palestinian ranks and alleviating the suffering of the Palestinian people, through proposals that include forming a community committee to administer the affairs of the Gaza Strip.<\/p>\n<blockquote>\n<p>Last October, American and Israeli media <a href=\"https:\/\/www.bbc.com\/arabic\/articles\/cly2xr40rp8o\">covered<\/a> reports about an &#8220;Egyptian initiative&#8221; aimed at achieving a temporary truce in the Gaza Strip, which included an exchange of prisoners and hostages between the Israeli and Palestinian sides. Although the Israeli security establishment approved the initiative, Israeli Prime Minister Benjamin Netanyahu and his two government ministers, Bezalel Smotrich and Itamar Ben-Gvir, rejected the proposal, according to Israel&#8217;s Channel 12. The channel indicated that Netanyahu directed Shin Bet chief Ronen Bar to go to Egypt to discuss amendments to the initiative, in line with the policy of &#8220;negotiations under fire&#8221;.<\/p>\n<\/blockquote>\n<p>Speaking to <strong>Zawia3<\/strong>, the Palestinian leader affirms that Israel continues to commit war crimes against Palestinians in Gaza, calling on the international community to intervene to stop the aggression. He points out that the occupation controls everything related to the Strip, which limits the impact of international organisations&#8217; efforts to provide humanitarian aid. He adds: &#8220;Control of the crossings, such as the Rafah crossing, must be under Egyptian-Palestinian supervision, with the need for an international will that obliges the occupation to allow aid in.&#8221;<\/p>\n<p>Nasrallah explains that conditions in Gaza have become catastrophic with the destruction of hospitals and health centres as a result of the continuous bombardment. He says: &#8220;The necessary health services for the wounded and sick cannot be provided except by stopping the aggression and allowing medicines to be provided and the injured to be transferred for treatment outside the Strip.&#8221;<\/p>\n<p>On the political efforts, Nasrallah stresses the importance of continued Palestinian and Arab coordination to pressure Israel to improve the humanitarian situation and open the crossings. He affirms that settlement represents the biggest obstacle to establishing an independent Palestinian state, as Tel Aviv exploited the Oslo Accords for settlement expansion, leading to the confiscation of vast areas of Palestinian land.<\/p>\n<p>Nasrallah stresses the need for all Palestinian factions, not just Fatah, to adopt unified strategies to confront this expansion. He proposes forming national committees to protect the Palestinian villages surrounding settlements, such as Huwara, Qusra and Burin, which have been subjected to repeated attacks by armed settlers backed by the Israeli occupation army. He believes that normalisation deepens internal Arab division and weakens the Palestinian position, as some political regimes consider normalisation a priority at the expense of the Palestinian cause. He explains that this trend marginalises joint efforts to resolve the Palestinian cause and increases Israeli attacks, leading to rising tensions in the region.<\/p>\n<p>Regarding Saudi-Iranian relations, Al-Awar notes that recent developments between the two countries point to a new phase of calm and stability, which could positively affect the situation in Gaza, as the Saudi position affirmed its description of what is happening in the Strip as &#8220;genocide&#8221;, while stressing respect for the sovereignty of the Islamic Republic of Iran. Al-Awar believes this shift in relations could contribute to strengthening international efforts to achieve stability in the region.<\/p>\n<p>Nasrallah points out that the normalisation of some Arab states with Tel Aviv strengthens the Israeli occupation at the expense of the Palestinian people and their cause. He explains that this normalisation gives Tel Aviv the ability to single out the Palestinian people, in the absence of a unified Arab position. He stresses the importance of adhering to the provisions of the Arab Peace Initiative in full, without making concessions that serve the occupation.<\/p>\n<p>Nasrallah believes that the upcoming Arab-Islamic summit in Saudi Arabia could be an opportunity to unify Arab and Islamic efforts in support of the Palestinian cause, stressing that Palestine remains the central cause of the Arab and Islamic nation. He points out that recent developments in the corridors of the United Nations, such as the issuance of the advisory opinion of the International Court of Justice in The Hague and the rising number of countries recognising the State of Palestine, have contributed to strengthening Palestine&#8217;s standing within the United Nations General Assembly, opening the way for more political and diplomatic support for the Palestinian cause.<\/p>\n<blockquote>\n<p>With escalating Israeli attacks, establishing an independent Palestinian state remains a basic demand of the Palestinian factions. But continued internal division and Israeli settlement practices make achieving this goal more difficult.<\/p>\n<\/blockquote>\n<p>In this context, Nasrallah believes that the continued practices of the Israeli occupation on Palestinian land obstruct any horizon for establishing an independent state, adding: &#8220;The extreme right-wing escalation in Israel denies Palestinian rights, which makes the future relationship tainted with tension and conflict.&#8221; He affirms: &#8220;We will continue the national struggle under the leadership of the Palestine Liberation Organization, drawing our strength from the will of our people and the support of the free people of the world; the occupation, despite its strength, will ultimately end.&#8221;<\/p>\n<p>Observers believe that the future of the Palestinian cause is largely linked to changes in international and regional policy, which requires strengthening reconciliation between the Palestinian parties to confront common challenges. In this framework, Cairo plays an important role by hosting negotiations and supporting calm efforts, and although its positive role is praised, it faces criticism over the extent of some Palestinian factions&#8217; influence on the course of negotiations.
