It was followed by an artillery barrage of about 2,000 artillery pieces and hundreds of direct-fire weapons for 53 minutes from 2:05 pm, which was classified at the time as the largest artillery barrage in the history of modern warfare.<\/p>\n<blockquote>\n<p>On 7 October last year, 2023, Palestinian resistance factions in Gaza attacked a number of Israeli settlements, starting a war that is still raging. Some linked it to the October victories of the past; however, Tel Aviv has carried out acts of genocide against the people of Gaza, in addition to destroying most of its areas and displacing its population. Conscript <strong>Abdel Hamid El-Qaddah<\/strong> gives his testimony to Zawia3. He says: &#8220;In 1972 my journey began, when I joined the Egyptian army at the age of 19. I was gripped by feelings of pride and fear at the same time, as the years after the 1967 Naksa had left a deep mark on my generation. I was called up in April 1972 and assigned to the tank maintenance training centre. Days passed, and then we received the news that our forces had crossed; we were eager to take part. At that moment Brigadier Adel El-Fergany, head of the training centre, appeared and gave us a speech, telling us that this moment was the beginning of our crossing towards victory, and that each of us had a role in supporting the forces at the front.&#8221;<\/p>\n<p>He adds: &#8220;We were distributed to tank maintenance workshops, and in Abbasiya in Cairo I spent a period without leave. During that time I saw the captured Israeli tanks, which were a sign of our victories.&#8221;<\/p>\n<p><strong>Adel Zaqzouq<\/strong>, 72, spoke about his heroic experience during the war, pointing to the intensive efforts the armed forces made in preparation for that historic moment. He says: &#8220;We were fully prepared; we underwent rigorous training to restore our dignity after the Naksa, and we had a strong determination to win.&#8221;<\/p>\n<blockquote>\n<p>Adel Zaqzouq was the leader of a reconnaissance group in the paratroopers, and had lived through the events of the Naksa and the War of Attrition before receiving the orders to begin fighting in October. He tells us how everyone felt great excitement on seeing the planes take off towards Sinai, which meant that zero hour had come.<\/p>\n<\/blockquote>\n<p>&#8220;In the paratroopers we were trained for rapid response, and our presence at the airports was part of our strategy. The war was revenge for us, and the Egyptian soldiers were able to take revenge.&#8221; He goes on to describe the spirit of solidarity among the soldiers, as no one left a wounded comrade behind: &#8220;We wrote our wills; there was no place for weakness, and we left no wounded man behind in the battle.&#8221;<\/p>\n<p>Adel proudly recalls the battle of Deversoir, when Egyptian fighters showed unprecedented courage, overcoming the enemy&#8217;s superior weapons: &#8220;We fought the battle as an existential battle.&#8221;<\/p>\n<p>The memories did not stop with the heroes of the Egyptian army who took part in the war, but extended to their families, who always shared part of it with them. Journalist Samah Osman, daughter of conscript Osman Mahmoud, reveals the unique experience he lived through: he was a conscript when the Naksa happened, continued with the army through the War of Attrition, all the way to the army of victory in October. She recalled her father&#8217;s accounts of the soldiers&#8217; high morale, even though they did not know the date of the war in advance.<\/p>\n<p>According to Samah, whose father died five months ago, he served in the artillery, carrying shells and firing them to support his comrades in battle. She describes how soldiers swapped positions whenever one of them was killed, and the precise organisation of the air force, which included defence and attack units, in addition to air cover protecting the ground and naval forces.<\/p>\n<p>The daughter of the October War hero recalls a scene etched in her memory from his time in El-Arish, when he used his skill to hide his weapon whenever enemy planes flew overhead. He continues: &#8220;My mother took me and my three siblings, and we rushed down to the ground floor to shelter from the shells. Then my father arrived, running towards us, especially as many of the neighbouring houses had collapsed because of the bombardment.&#8221; According to his testimony, news spread of an Israeli attack on the entire city, so the authorities decided to evacuate all the residents, who left against their will, clinging to a few belongings in the hope of returning soon.<\/p>\n<blockquote>\n<p>The <a href=\"https:\/\/nmisr.journals.ekb.eg\/article_155168_07998d11f2a081577fc35484b599b616.pdf\">study<\/a> &#8220;Residents of the Canal Cities&#8230; Between Stability and Displacement&#8221; showed that the displacement of the residents of the Canal cities after the June 1967 aggression was preceded by a similar one after the Tripartite Aggression of 1956, with a return on 1 April of the following year, both driven by security and military necessity. The citizens of the Canal cities (then called the frontline cities) gave a living example of steadfastness, standing as a home front behind their military forces in the circumstances that followed the aggression, even though the enemy targeted their homes and facilities with its shells and people were killed. In addition, the citizens of the Canal bore heavy burdens related to life in displacement, which had negative aspects embodied in the problems facing the displaced.<\/p>\n<\/blockquote>\n<p>Mohamed describes the second scene with difficulty; all the residents were displaced with no destination. He says: &#8220;Then we found the vehicles the army had sent to move residents to different governorates. Some of our relatives relied on their acquaintances and connections in neighbouring governorates and moved there, while my father decided to head to Giza, hoping to find suitable work. As soon as we arrived, we stayed in one of the schools designated for the displaced. We did not know the area or where we could find housing for our family of six. After several weeks, we saw no hope of returning soon to our area, especially as news kept coming that the city was completely besieged, so my father decided to look for housing so we could settle more safely.&#8221;<\/p>\n<p>He goes on to describe the sadness that took hold of his father and all the displaced, explaining that his father&#8217;s health deteriorated with his constant longing for his home, and adding that the difficulty of communicating with the rest of the family had the greatest negative impact on his father, who had started working again in the fruit and vegetable trade to cover the family&#8217;s expenses.<\/p>\n<p>Mohamed describes the final scene, which began with the armed forces&#8217; statement broadcast on Egyptian radio announcing the start of the attack on the Israeli occupation forces and direct hits on the enemy. He says: &#8220;Despite the years, I remember that voice and how deeply it affected my father, who had just come home for lunch; he cried out &#8216;Allahu Akbar&#8217; as soon as he heard the statement. Qassem Nabil (a pseudonym), a resident of Nasr City (a removal decision was issued two years ago for the Sixth and Seventh Districts of Nasr City, among the most prominent districts built to house those displaced from the Canal cities), says residents still reject the removal decisions despite all the alternatives offered, especially since the two targeted districts were not informal settlements but buildings established by the state in the era of the late President Gamal Abdel Nasser. He explains that they receive strict security warnings from the police not to speak to any media outlet or express themselves on social media, so that this is not considered a violation of, and incitement against, government decisions.<\/p>\n<p>He points out that together with the residents he submitted many requests to reconsider this decision, but to no avail, despite their full readiness to restore the residential buildings that need maintenance at their own expense; that offer was not enough to make the government postpone the removal decision, according to Qassem.<\/p>\n<p>In September 2020, the current President, Abdel Fattah El-Sisi, issued a <a href=\"https:\/\/www.alaraby.com\/programs\/%D8%A8%D8%AA%D9%88%D9%82%D9%8A%D8%AA-%D9%85%D8%B5%D8%B1\/%D8%AA%D8%B9%D8%AF%D9%8A%D9%84%D8%A7%D8%AA-%D9%82%D8%A7%D9%86%D9%88%D9%86-%D9%86%D8%B2%D8%B9-%D8%A7%D9%84%D9%85%D9%84%D9%83%D9%8A%D8%A9#:~:text=%D8%AA%D8%B9%D8%AF%D9%8A%D9%84%D8%A7%D8%AA%20%D9%82%D8%A7%D9%86%D9%88%D9%86%20%D9%86%D8%B2%D8%B9%20%D8%A7%D9%84%D9%85%D9%84%D9%83%D9%8A%D8%A9%2017%20%D8%B3%D8%A8%D8%AA%D9%85%D8%A8%D8%B1%202020%20%D8%A3%D8%B5%D8%AF%D8%B1,%D8%A8%D9%82%D8%B1%D8%A7%D8%B1%20%D9%85%D9%86%20%D9%88%D8%B2%D9%8A%D8%B1%20%D8%A7%D9%84%D8%B1%D9%8A%20%D9%84%D8%AA%D8%AA%D9%88%D9%84%D9%89%20%D8%AA%D8%AD%D8%AF%D9%8A%D8%AF%20%D9%82%D9%8A%D9%85%D8%A9%20%D8%A7%D9%84%D8%AA%D8%B9%D9%88%D9%8A%D8%B6%D8%A7%D8%AA.\">presidential decree<\/a> ratifying amendments to the law on expropriation for public benefit. The amendments included that compensation be equivalent to prevailing prices plus 20%, and that a committee be formed in each governorate by decision of the Minister of Irrigation to determine compensation. Based on this decision, the Egyptian government <a href=\"https:\/\/www.masrawy.com\/news\/news_egypt\/details\/2022\/1\/16\/2159355\/%D9%87%D8%AF%D9%85-%D8%A8%D9%84%D9%88%D9%83%D8%A7%D8%AA-%D8%A7%D9%84%D8%AD%D9%8A%D9%8A%D9%86-%D8%A7%D9%84%D8%B3%D8%A7%D8%AF%D8%B3-%D9%88%D8%A7%D9%84%D8%B3%D8%A7%D8%A8%D8%B9-%D8%A8%D9%85%D8%AF%D9%8A%D9%86%D8%A9-%D9%86%D8%B5%D8%B1-%D8%A5%D8%B2%D8%A7%D9%84%D8%A9-%D8%B9%D9%82%D8%A7%D8%B1%D8%A7%D8%AA-%D9%81%D9%8A-3-%D9%85%D9%86%D8%A7%D8%B7%D9%82-%D8%A8%D8%A7%D9%84%D9%82%D8%A7%D9%87%D8%B1%D8%A9\">decided<\/a> in 2022 to demolish the buildings of the Sixth and Seventh Districts of Nasr City, which were built more than 60 years ago and had not been maintained throughout that period, with the authorities supposedly taking charge of development and replanning. Since then, rents have risen continuously, reaching about EGP 12,268 this year, 2024. Rents in Egypt rose markedly in 2022: in Cairo they increased by 400%, followed by Giza Governorate with an increase of 145% over the previous year, while in Alexandria and Sharqia the increase was about 55%.<\/p>\n<\/blockquote>\n<p><strong>Recommended reading:<\/strong> <a href=\"https:\/\/zawia3.com\/real-estate-in-egypt\/\">Analysis: Are Sudanese Really the Cause of Egypt&#8217;s Real Estate Crisis?<\/a><\/p>\n<p>For his part, lawyer <strong>Malek Adly<\/strong>, director of the Egyptian Center for Economic and Social Rights, explains that displacement in Egypt is an old practice that has occurred under different eras and political regimes. After the July 1952 revolution, displacement began in many areas of southern Egypt, including Nubia and Aswan, to build the Aswan Reservoir and subsequent projects such as the High Dam; that was the beginning of displacement carried out for the public interest in favour of national projects serving the people, which gave it acceptance at the time.<\/p>\n<p>He points to the expansion of public benefit powers through laws issued by the political regime after the Brotherhood&#8217;s rule, as widening roads, building bridges and developing some areas came to fall under public benefit, which had not happened before.<\/p>\n<p>Adly explains to us that displacement places great economic and material burdens on citizens, especially in areas where the owners&#8217; right to ownership has been proven. He added that the ordeals of displacement the Canal cities experienced amid the war forced citizens to leave everything behind and move to safer areas, which prompted President Abdel Nasser to establish Nasr City, which became one of the areas most attractive to the displaced. He continued that this area has been witnessing another displacement since the government issued its decision to remove the Sixth and Seventh Districts, with the aim of developing the area.<\/p>\n<p>He recommends setting the necessary controls for applying the provisions of the public benefit law, so that it does not exceed the law&#8217;s general frameworks. In 2000, the government announced a new goal of settling three million Egyptians in Sinai, but <a href=\"https:\/\/fath-news.com\/ar\/347952-%D8%B1%D8%A6%D9%8A%D8%B3-%D8%AC%D9%87%D8%A7%D8%B2-%D8%AA%D8%B9%D9%85%D9%8A%D8%B1-%D8%B3%D9%8A%D9%86%D8%A7%D8%A1-%D9%86%D8%B3%D8%AA%D9%87%D8%AF%D9%81-%D8%AA%D9%88%D8%B7%D9%8A%D9%86-3\">the project failed<\/a> too. Then in 2012 the government issued the National Agency for the Development of Sinai <a href=\"https:\/\/ar.wikipedia.org\/wiki\/%D8%A7%D9%84%D8%AC%D9%87%D8%A7%D8%B2_%D8%A7%D9%84%D9%88%D8%B7%D9%86%D9%8A_%D9%84%D8%AA%D9%86%D9%85%D9%8A%D8%A9_%D8%B4%D8%A8%D9%87_%D8%AC%D8%B2%D9%8A%D8%B1%D8%A9_%D8%B3%D9%8A%D9%86%D8%A7%D8%A1\">project<\/a>, which achieved no goals worth mentioning. Finally, in 2014 the government announced the national <a href=\"https:\/\/www.sis.gov.eg\/Story\/273230\/%D8%A7%D9%84%D9%85%D8%B4%D8%B1%D9%88%D8%B9-%D8%A7%D9%84%D9%82%D9%88%D9%85%D9%8A-%D9%84%D8%AA%D9%86%D9%85%D9%8A%D8%A9-%D8%B3%D9%8A%D9%86%D8%A7%D8%A1?lang=ar\">project<\/a> for the development of Sinai, aimed at making it attractive to &#8220;investors&#8221; and residents and linking it to the Delta and the governorates, and it is still ongoing.<\/p>\n<blockquote>\n<p>Coinciding with the Gaza war that began on 7 October 2023, Sinai&#8217;s development returned to the forefront after Israeli officials <a href=\"https:\/\/arabic.rt.com\/middle_east\/1579910-%D8%AA%D8%B9%D9%84%D9%8A%D9%82%D8%A7%D8%AA-%D9%85%D8%B5%D8%B1%D9%8A%D8%A9-%D8%B9%D9%84%D9%89-%D8%AF%D8%B9%D9%88%D8%A9-%D9%88%D8%B2%D9%8A%D8%B1-%D8%A5%D8%B3%D8%B1%D8%A7%D8%A6%D9%8A%D9%84%D9%8A-%D9%84%D8%A7%D8%AD%D8%AA%D9%84%D8%A7%D9%84-%D8%B3%D9%8A%D9%86%D8%A7%D8%A1\/\">spoke<\/a> openly of plans to displace Palestinians to Sinai. In response to those statements, the Egyptian government announced a new <a href=\"https:\/\/www.elbalad.news\/6009211\">project<\/a> to settle eight million Egyptians in Sinai by 2050, saying that projects worth about EGP 600 billion had been implemented under the development project announced in 2014, with about EGP 363 billion targeted for spending over the next five years.<\/p>\n<\/blockquote>\n<p>Nevertheless, development projects in Sinai <a href=\"https:\/\/aps.aucegypt.edu\/ar\/articles\/1339\/not-all-plans-are-implementable-sinai-development-plans-and-local-currency-trade\">face<\/a> a number of obstacles, the most prominent of which, according to studies, relate to security conditions and counterterrorism and a lack of funding, as well as a shortage of residents, especially as the residents of a number of Sinai villages were forced to leave their homes in recent years because of security confrontations with terrorist organisations. <a href=\"https:\/\/www.almasryalyoum.com\/news\/details\/1396154\">Citizens<\/a> also complain of decisions confiscating their land after they reclaimed it, while industrial development faces shortages of raw materials because of their high prices or increased transport costs, which also applies to factory fuel, as well as transport difficulties, whether because transport is unavailable or because of high road tolls.<\/p>\n<p><img decoding=\"async\" class=\"aligncenter Cabinet <a href=\"https:\/\/www.idsc.gov.eg\/NewsLetter\/details\/8823\">announced<\/a> the implementation of 6,363 projects in various fields in Sinai and the Canal cities between 2014 and 2022, the most prominent of which, according to official <a href=\"https:\/\/www.idsc.gov.eg\/NewsLetter\/details\/8823\">reports<\/a>, are road and bridge networks. Among the most notable is the &#8220;Martyr Ahmed Hamdi 2 Tunnel&#8221;, opened as part of an integrated network of tunnels linking Sinai to the Delta across the Suez Canal. The government also worked on developing several ports in East and West Sinai, such as El-Arish and El-Tor ports, allowing them to receive commercial ships and facilitating imports and exports. The authorities also announced the &#8220;One and a Half Million Feddans&#8221; project, which aims to cultivate new land with grains and strategic crops such as wheat and barley. A number of industrial zones were also established in Sinai, such as those in Bir El-Abd and East El-Arish, aimed at attracting local and international investors.<\/p>\n<p>Commenting, MP <strong>Aida El-Sawarka<\/strong>, a member of the House of Representatives for North Sinai Governorate and a member of the Defence and National Security Committee, says Sinai is in a phase of developmental crossing: in 1973 the Egyptian forces succeeded in liberating Sinai&#8217;s land, and now the president is paying unprecedented attention to Sinai; real development plans began in 2014 with the launch of the national project for the development of Sinai.<\/p>\n<p>She adds, speaking to us: &#8220;For 40 years, Sinai has not witnessed a similar development drive, especially in preparing infrastructure in the form of roads and bridges linking Sinai to the Delta and the capital, and improving services for residents, such as water desalination plants and power stations, as well as developing El-Arish port, the airport and other projects that pave the way for a major development plan.&#8221;<\/p>\n<blockquote>\n<p>Regarding the demands of Sinai&#8217;s residents, Aida El-Sawarka says they want services to develop the agricultural system, because they love farming, for example the provision of modern tools and government facilities regarding the electricity subsidy system and lower electricity prices. She noted that in some areas the electricity network was partially damaged during the years of the war on terrorism, and power, cut off for years, needs to be reconnected, and that Sinai&#8217;s farmers need relief from the burden of electricity costs for five years so they can restore the greenery of their damaged farms.<\/p>\n<\/blockquote>\n<p>Regarding the government&#8217;s plans to settle eight million Egyptians in the coming period, Aida says Egypt&#8217;s eastern gateway is one of the most important points for Egyptian national security, and it must be continuously developed and provided with all the services and infrastructure needed to settle residents, in the hope that Sinai will soon be populated by millions of Egyptians. She noted that Sinai&#8217;s projects, if implemented, will provide millions of jobs for young people and make it an attractive area; moreover, Sinai has a moderate climate and nature that make it a destination for all Egyptians, helped by completing the governorate&#8217;s infrastructure, providing services to citizens and offering facilities for agriculture.<\/p>\n<p>Economic researcher and leading member of the Socialist Popular Alliance Party <strong>Elhamy El-Merghany<\/strong> tells Zawia3 that great ambitions were attached to rebuilding Sinai and moving segments of the population of the Nile Valley and Delta there, settling industrial and agricultural projects and spreading the population to turn it into an attractive economic zone and an addition to the national economy; but the peace agreements with the Zionist enemy disrupted all settlement and reconstruction plans in Sinai and became a stumbling block to its development. He says that &#8220;Sinai is distinguished by its vast area, but it has not been populated as hoped, and the elements that attract residents have not been provided there; there is also a shortage of development projects that could help attract people to the area.&#8221;<\/p>\n<p>He adds, speaking to us: &#8220;Although there are some important tourism projects in South Sinai, they were not enough to provide large numbers of jobs. Sinai is supposed to be developed by establishing agricultural projects and bringing water to the north, but this project has been greatly delayed, perhaps because of the waves of terrorism the area has witnessed. It is necessary to establish projects that require a large number of workers, but agricultural, industrial and mining projects have been absent from the scene,&#8221; noting that Sinai has great mining potential that has not been sufficiently exploited.<\/p>\n<blockquote>\n<p>The displacement of citizens from areas of North Sinai is an extremely thorny file, as observers stress that reconstruction will not happen without the genuine settlement of residents. In a recent <a href=\"https:\/\/sinaifhr.org\/show\/382\">report<\/a>, the Sinai Foundation for Human Rights estimates the number of the governorate&#8217;s residents displaced as a result of security operations against terrorism at about 100,000, &#8220;nearly a quarter of North Sinai&#8217;s population, including all the residents of the city of Rafah.&#8221;<\/p>\n<\/blockquote>\n<p>Talaat points out to us the importance of populating Sinai as one of the requirements of Egyptian national security, saying: &#8220;Sinai suffers from a small population in a way that negatively affects national security, as all the invasions Egypt has faced throughout history came from the east, across Sinai&#8217;s borders; so Sinai must become an economic engine, protected by large numbers of residents to safeguard national security.&#8221;<\/p>\n<p>He adds: &#8220;These projects have been absent from the government&#8217;s vision, even though it talks in every programme about developing and rebuilding Sinai; these efforts have been absent for 51 years, since the October War. Although we celebrate this anniversary, the projects were not real enough to attract residents from the Valley to Sinai, whether in the north or the south, so they need review and re-evaluation.&#8221;<\/p>\n<p>Regarding settlement plans, he says: &#8220;The government talked a lot about settling two million citizens in the New Administrative Capital, but it did not happen. There have always been promises of development, but on the ground nothing has happened. The draft law replaced the texts of the second paragraphs of Articles 11 and 12 of the Desert Land Law with the provision that &#8220;except where the investor obtains the land needed to carry out his activity, Egyptians&#8217; ownership must not be less than 51% of the company&#8217;s capital, an individual&#8217;s ownership must not exceed 20% of its capital, and the land of cooperative societies and companies may not pass to non-Egyptians upon their dissolution.&#8221;<\/p>\n<blockquote>\n<p>The decision caused a wide <a href=\"https:\/\/www.ajnet.me\/politics\/2024\/1\/5\/%D9%84%D9%85%D8%A7%D8%B0%D8%A7-%D8%B9%D8%AF%D9%91%D9%84-%D8%A7%D9%84%D8%A8%D8%B1%D9%84%D9%85%D8%A7%D9%86-%D8%A7%D9%84%D9%85%D8%B5%D8%B1%D9%8A-%D9%82%D8%A7%D9%86%D9%88%D9%86\">uproar<\/a> among citizens of North Sinai who were displaced from wide areas of the border governorate during what the Egyptian government said was a war on terrorism, and who have not been able to return to their land.<\/p>\n<\/blockquote>\n<p>In non-restricted areas, only Egyptians are allowed to own buildings, without the land they are built on, or to be allocated property under a usufruct system for 50 years, and the President of the Republic may issue decisions granting holders of Arab nationalities treatment equal to Egyptians for property in Sinai. Even in the cities of Sharm El-Sheikh and Dahab and the Gulf of Aqaba tourist sector, which Sisi exempted from the law in March 2022, ownership of land and buildings is restricted to Egyptians and Egyptian legal entities, with the possibility of disposing of them to others (Egyptians and foreigners) under a usufruct system for up to 75 years after obtaining the approval of the ministries of defence and interior and the intelligence service.<\/p>\n<p>Under the Sinai Peninsula Development Law, any investment project in which non-Egyptians participate must take the form of an Egyptian joint-stock company, with Egyptians holding no less than 55%. The same condition applies to the Sharm El-Sheikh and Dahab decision, but no minimum share of Egyptian participation was specified.<\/p>\n<p>In notable statements last November, UAE Minister of Investment Mohamed Alsuwaidi praised the launch of the new plan to rebuild North Sinai, an economic and urban development plan extending over the next five years, for which the Egyptian government has allocated the equivalent of USD 11.6 billion, after his meeting with Egyptian Prime Minister Mostafa Madbouly following his inspection of the Rafah land crossing. Alsuwaidi also stressed that the directives of Sheikh Mohamed bin Zayed Al Nahyan emphasise the importance of cooperation with Egypt and of increasing economic investment there.<\/p>\n<blockquote>\n<p>The <a href=\"https:\/\/www.madamasr.com\/2024\/09\/07\/news\/u\/%D9%86%D8%A7%D8%A6%D8%A8-%D9%88%D9%81%D8%AF-%D8%A5%D9%85%D8%A7%D8%B1%D8%A7%D8%AA%D9%8A-%D8%AA%D9%81%D9%82%D8%AF-%D8%A7%D9%84%D8%B4%D9%8A%D8%AE-%D8%B2%D9%88%D9%8A%D8%AF-%D9%88%D8%B1%D9%81%D8%AD-%D8%A8\/\">visit<\/a> of Ali Al-Shamri, head of international assets at the Emirati company &#8220;TAQA&#8221;, and his appearance with Essam, son of businessman Ibrahim El-Organi, head of the Union of Arab Tribes, raised questions about Emirati investment in Sinai specifically. In this context, economist Rashad Abdo pointed out that Al-Shamri&#8217;s visit and other visits by Emirati investors to North Sinai do not necessarily reflect a desire to invest, given a law that prohibits it. In a <a href=\"https:\/\/menapress.net\/%D9%87%D9%84-%D8%A8%D8%AF%D8%A3-%D8%A7%D9%84%D8%A7%D8%B3%D8%AA%D8%AB%D9%85%D8%A7%D8%B1-%D8%A7%D9%84%D8%A5%D9%85%D8%A7%D8%B1%D8%A7%D8%AA%D9%8A-%D9%81%D9%8A-%D8%AA%D8%B9%D9%85%D9%8A%D8%B1-%D8%B4%D8%A8\/\">statement<\/a>, Abdo called on the government to be frank about the nature of these visits, asking whether there is actual investment and whether there are amendments to the law allowing it. He also asked whether the government deals with the UAE as it does with other foreign investors, or whether there is a special exception for it.<\/p>\n<\/blockquote>\n<p>Elhamy El-Merghany stresses that Sinai is of special importance to Egyptian national security, so he does not favour foreign investment metres away from an enemy lying in wait; rather, it is important for the state to begin agricultural and industrial projects and provide basic infrastructure capable of attracting national investors and launching the development train across all of Sinai. Talaat Khalil, meanwhile, believes that foreign investment is not a problem in itself. He says: &#8220;We are not against foreign investment, but the reservation lies in the issue of land ownership. Investment must take place without infringing on Egyptian sovereignty; we want investment that contributes to development without Egyptians losing sovereignty over their land, so when foreign investment is achieved in a way that preserves sovereignty, it is welcome.&#8221;<\/p>\n<blockquote>\n<p>Between the Egyptian media, most of whose platforms are controlled by United Media Services, announcing achievements in Sinai under the current regime and reinforcing the official narrative that the Israeli occupation&#8217;s hopes of returning to Sinai, in fulfilment of a prophecy &#8220;from the Nile to the Euphrates&#8221; beginning with a plan to displace Gazans there, will not be realised, Zionist media disinformation remains a constant source of danger between past and present. This is an old theory used by Goebbels, Nazi German leader Adolf Hitler&#8217;s minister of propaganda, during the Second World War, based on exaggeration, deception and obscuring the truth in order to raise the morale of the home front and send messages to the enemy that the war was going in the German army&#8217;s favour, to break the enemy&#8217;s resolve and morale.<\/p>\n<p><strong>Mona El-Sayed Badry<\/strong>, a lecturer in the radio and television department of the Faculty of Mass Communication at Cairo University, tells Zawia3: &#8220;Despite the advance of media technology and the age of information space, the Zionist entity has relied on a number of foundations, including military censorship of information, manipulating figures and media disinformation, as well as emphasising the Zionist narrative so that it becomes entrenched in the minds of Western, and specifically American, audiences in order to win sympathy and support.&#8221;<\/p>\n<p>She stresses that media disinformation is the most powerful weapon of war, adding: &#8220;The naming of a war is not measured by military standards; rather, it precedes it in the arena of political conflict, and sometimes the war is won before it breaks out. It is characterised by spreading and broadcasting false information and ideas deliberately and with premeditation, to create a fake and distorted reality to which public opinion is directed in order to win its support.&#8221;<\/p>\n<p>Writer and journalist <strong>Yasser Abdelaziz<\/strong> points out that Tel Aviv has a long history of using the media during its ongoing conflicts and wars since its creation, and over this history it has been able to control the media sphere to a notable degree through tools of censorship and blackout. He adds, speaking to us: &#8220;It has also been able to obtain great support from Western media outlets historically known for supporting it, from the October War until now.&#8221;<\/p>\n<p>Mona Badry confirms this, explaining that over seven decades the Zionist theory succeeded in convincing Western peoples that the Israeli occupation entity is a victim and that the Arabs lie in wait for it, and that this disinformation has been exposed in a number of cultural and historical studies: &#8220;Perhaps unfortunately for Tel Aviv, technology and the smartphone have enabled the world&#8217;s peoples to know precisely, through words, images and citizen journalism.&#8221;<\/p>\n<blockquote>\n<p>Perhaps the clearest evidence of the occupation&#8217;s media disinformation is what happened after the 1967 Naksa, when the media portrayed the Israeli occupation army as invincible and one of the strongest armies in the region, with any war decided in its favour, relying on the frustration Egyptians felt after the Naksa; this psychological war was more dangerous than the war being fought at the front with weapons. None of this had any basis in truth, as the &#8220;Daily Mail&#8221; confirmed on 12 October 1973 when it published: &#8220;It has become clear that the Israeli forces are not made up of invincible men as they thought; Israeli confidence has evaporated in the October War, as is clear from the statements made by officials, including Moshe Dayan himself.&#8221; This is according to documents published on the <a href=\"https:\/\/www.mod.gov.eg\/ModWebSite\/DocumentDetails.aspx?id=6\">official website of the Egyptian Ministry of Defence<\/a>.<\/p>\n<\/blockquote>\n<p>This is consistent with the documents published by the Egyptian Ministry of Defence on its <a href=\"https:\/\/www.mod.gov.eg\/ModWebSite\/DocumentDetails.aspx?id=6\">official website<\/a>, which show that before the year of the Naksa the Israeli occupation was proclaiming its superiority over the Arabs and portraying the Arab as a person with little capacity for serious work and sound planning, unable to storm a fortified line such as the Bar-Lev fortresses. Dayan declared on 12 June 1967, addressing journalists: &#8220;A week ago, who would have dreamed of security like this or borders like these?&#8221; Then six years passed strengthening those borders and reinforcing this security, to the point that Dayan described it as the rock on which the bones of the Egyptians would be shattered, while David Elazar, the former Israeli chief of staff, said of the Bar-Lev Line that it would be a graveyard for the Egyptian army.<\/p>\n<p><a href=\"https:\/\/www.mod.gov.eg\/ModWebSite\/DocumentDetails.aspx?id=6\">Dayan<\/a> returned on 25 December 1973 to say that &#8220;the October War was like an earthquake that struck Tel Aviv, and what happened in this war removed the dust from our eyes and showed us what we had not seen before, and all this led to a change in the mentality of Israeli leaders. Our hardest days are still ahead of us, and we must remain steadfast.&#8221;<\/p>\n<p>It is clear that the statements of officials before the war reflected the Israeli arrogance that believed the Arabs would not start a war against its invincible forces.<\/p>\n<p>Mona Badry explains that the media at the time played an important role by broadcasting the confessions of Israeli leaders themselves about the defeat they suffered and the losses inflicted on their forces, as well as quoting foreign newspapers that acknowledged the fall of the myth of the occupation army, and especially by publishing the confessions of some Israeli prisoners about the surprise and their failure to anticipate the blow Cairo dealt to Tel Aviv.<\/p>\n<p>She points out that the ongoing Israeli war of aggression against the Palestinian and Lebanese peoples is a living model for analysing Zionist media discourse, which has collapsed morally and professionally, even in terms of the trust of the occupation&#8217;s own citizens, some of whom have said they trust the data and information of other media more than that of the occupation army&#8217;s spokesperson, noting that students in the United States came out in large numbers to denounce the Israeli occupation&#8217;s massacres against the Palestinian people.<\/p>\n<p>She adds: &#8220;Hence, the theory of Zionist media disinformation has completely collapsed. The communications blackout has further obscured what is happening in Gaza and made it difficult for Palestinians to show the outside world the evidence of Israeli war crimes. As a result, efforts to counter Israeli disinformation face severe obstacles, while Israeli propaganda wreaks havoc.&#8221;<\/p>\n<p>Thus, Tel Aviv continues its almost complete control over the information environment thanks to a global network of journalists and intelligence analysts who, intentionally or unintentionally, act as carriers of the anti-Palestinian narrative without verifying or scrutinising it, according to Mona, who notes that this phenomenon highlights a dangerous precedent: the rapid spread of misinformation can shape international perceptions as soon as it is received, before it is verified or before counter-narratives take hold: &#8220;The case of Gaza is a microcosm of a wider global challenge, namely how to deal with and confront official disinformation in a highly interconnected world.&#8221;<\/p>\n<p>She stresses that the Palestinian cause has achieved many gains, foremost among them increased awareness, the exposure of the falsehood of the Zionist narrative and human sympathy with the cause, and even the recognition of Palestine&#8217;s membership in the UN General Assembly by a large majority. At that time, the share of GDP directed to military spending reached one-fifth of the national wealth, causing a deficit in the state&#8217;s general budget and a doubling of foreign debt. Although 51 years have passed since the war, Egypt still faces an imbalance in the general budget and accumulating debts.<\/p>\n<blockquote>\n<p>According to the <a href=\"https:\/\/www.arab-books.com\/wp-content\/uploads\/2020\/06\/D985D983D8AAD8A8D8A9D986D988D8B1D985D8B0D983D8B1D8A7D8AAD8ADD8B1D8A8D8A3D983D8AAD988D8A8D8B12.pdf\">memoirs<\/a> of Lieutenant General Saad El-Din El-Shazly, former Chief of Staff of the Armed Forces, the number of officers and soldiers in October 1973 was about 1.2 million, and the budget allocated to the armed forces was distributed as 13% for armament, 68% for salaries, wages and accommodation, 9% for weapons maintenance, 6% for equipment and fortifications and 4% for miscellaneous items. Egypt spent EGP 4,125 million on its armed forces from the War of Attrition until 1972, and spending, together with the losses from the closure of the Suez Canal and the loss of the oil wells in Sinai, reached EGP 6,000 million; Cairo allocated 50% of its total income to military spending.<\/p>\n<\/blockquote>\n<p>Egyptians were thirsty for victory, which made citizens committed to the state, according to <strong>Rashad Abdo<\/strong>, an economist and head of the Egyptian Forum for Political and Strategic Studies, who stresses that citizens&#8217; commitment reached the point that not a single case of theft, murder or rape was recorded throughout the year of the war. The book &#8220;The Global Financial Crisis&#8230; Its Impact on Developing Countries and Policies to Confront It, with a Study of the Crisis&#8217;s Repercussions on the Egyptian Economy&#8221; by Khaled Hassan El-Ashmawy points to the adoption of the import-without-currency-transfer system as one form of economic opening after the war, which negatively affected the productive sectors while the service sectors grew at a rate of 9.8% annually.<\/p>\n<p>Ten years into the economic opening, Egypt was importing 25% of its food, and foreign debt had risen from three to 24 billion dollars. According to the book <a href=\"https:\/\/books.google.com.eg\/books?id=-aA8DwAAQBAJ&amp;pg=PA96&amp;dq=%D8%B9%D8%AC%D8%B2+%D8%A7%D9%84%D9%85%D9%88%D8%A7%D8%B2%D9%86%D8%A9+%D8%A7%D9%84%D8%B9%D8%A7%D9%85%D8%A9+%D9%81%D9%8A+%D8%AD%D8%B1%D8%A8+1973&amp;hl=ar&amp;newbks=1&amp;newbks_redir=0&amp;source=gb_mobile_search&amp;ovdme=1&amp;sa=X&amp;ved=2ahUKEwjP9477x_GIAxXGg_0HHeunJrIQuwV6BAgHEAc#v=onepage&amp;q=%D8%B9%D8%AC%D8%B2%20%D8%A7%D9%84%D9%85%D9%88%D8%A7%D8%B2%D9%86%D8%A9%20%D8%A7%D9%84%D8%B9%D8%A7%D9%85%D8%A9%20%D9%81%D9%8A%20%D8%AD%D8%B1%D8%A8%201973&amp;f=false\">Class Struggle in Africa<\/a>, a wave of strikes and demonstrations rose throughout the 1970s: in 1975 a large group of Egyptian workers protested, followed by a wider general strike in Cairo&#8217;s transport sector in 1976, in protest at poor economic conditions. The government tried to calm the situation at the time with promises to reduce the budget deficit, which had reached EGP 1.3 billion; but a government decision was issued in 1977 lifting subsidies on foodstuffs worth EGP 228 million, and the Egyptian street quickly protested, with the decision leading to riots in Alexandria, Suez, Mansoura and Cairo.<\/p>\n<p>Turning to the current situation, <strong>Khaled El-Shafei<\/strong>, an economist and head of the Capital Center for Studies, explains the reasons that have raised the cost of economic life in Egypt, which has been affected by conflicts in neighbouring countries since the outbreak of the Gaza war, with the Houthi group&#8217;s threats against the occupation government on the one hand, and the threats of Hezbollah and Iran on the other, contributing to this. Added to these are rising unemployment, the emergence of stagflation in the Egyptian economy, growing urbanisation at the expense of rural life, and rising cases of misappropriation of public funds through theft, bribery and other means.<\/p>\n<p>Egypt&#8217;s foreign debt began to worsen when Egypt started building the New Administrative Capital in 2015, in addition to spending on arms purchases and infrastructure development. Egypt turned to the International Monetary Fund for loans, signing a loan package worth USD 8 billion; Egypt has received USD 820 million of the agreed loan value, and by 2026 Egypt will receive semi-annual instalments, while Egypt&#8217;s total foreign debt amounts to about USD 168 billion.<\/p>\n<p>Heba El-Beshbishy, professor of political science at Cairo University, tells Zawia3 that the conditions citizens live in today cannot be compared with living conditions during and after the October War, but she points to the need to postpone long-term projects aimed at building new leisure cities, with the general direction being towards building infrastructure and development projects.<\/p>\n<p>Heba believes the government spends huge sums on projects that do not give a direct return, adding: &#8220;The government follows the Indian model of building areas and cities suitable for the rich amid poor economic resources and a large segment below the poverty line, and the solution is to postpone these projects.&#8221;<\/p>\n<p>On the anniversary of the October victories, Egyptian citizens suffer from the high cost of living and low wages as prices continue to rise, and face a clear crisis in the availability of medicines, along with rising transport costs and metro ticket prices. If Egyptian citizens lived through bitter economic conditions during the October 1973 war, after the war ended they protested and gathered in the streets demanding better economic and living conditions.
