The recommendations and outcomes of the “Egypt Forum 2026,” announced by Prime Minister Mostafa Madbouly at the closing session in the New Administrative Capital on Saturday, October 24, 2026, included the issuance of legislation<\/a> or a mechanism or policy to regulate and define children’s use of social media. Madbouly announced at the session the intention to issue legislation or a policy to regulate the mechanisms of social media use, alongside the launch of the “Talent State” project to discover and nurture talented people in the artistic, cultural, sports and creative fields. The announced recommendation did not include details on the content of the legislation, the age groups it covers, or when it will be submitted to the House of Representatives.<\/p>\n

Madbouly had announced, on Monday, February 2, 2026, that the government was coordinating with the House of Representatives on a draft law<\/a> to protect children from harmful content on social media and electronic games, which would require platforms to have local legal representatives. According to the framework presented by the government, the draft would establish a unified age-rating system and parental control tools, and impose penalties on non-compliant platforms.<\/p>\n

On Wednesday, July 29, 2026, Madbouly chaired a meeting<\/a> to discuss legislative and regulatory measures to confront harmful use of social media, in which he said fabricated information and rumors undermine social cohesion and harm the national economy. Minister of Communications and Information Technology Raafat Hindy said the National Telecommunications Regulatory Authority has a unit that monitors manipulated content, while the Minister of Justice proposed tougher penalties and higher fines.<\/p>\n

The Egyptian Initiative for Personal Rights warned, in a paper<\/a> it published on Tuesday, August 4, 2026, that the legislative review could create offenses with vague wording such as “societal values” and “social peace,” or raise penalties under existing restrictions on expression, and that the monitoring unit could become a permanent surveillance body without published standards, judicial warrant or independent oversight. The Initiative documented at least 545 cases on charges of “violating family values” involving at least 626 people since 2020 in at least 17 governorates.<\/p>\n
