The published statement lists 129 signatories, including Zawia3, and calls on the Egyptian authorities to allow the outlet to operate freely and to end the use of licensing provisions to prosecute journalism. Published today, 28 October 2026, the statement follows the New Cairo Misdemeanor Court’s ruling on 27 October fining Attalah three million Egyptian pounds, ordering the website’s closure and the confiscation of its equipment and devices, on charges of operating an unlicensed website.

According to the statement, Attalah was detained inside the courthouse after the ruling and released seven hours later. During the release procedures, a judgment issued against her in absentia in 2024 came to light, sentencing her to one year in prison on charges of spreading false news and operating an unlicensed website. The statement says her lawyers filed an objection to that judgment, with a hearing set for 11 November. The account of that day in court therefore does not end with her release: the editor-in-chief left facing a new ruling targeting the institution, alongside another legal process concerning an older judgment of which she had been unaware, according to the statement.

The signatories link these developments to a broader campaign that began in late September with the arrest of six journalists from the fact-checking platform Matsda2sh, before extending to the summoning and questioning of journalist Rasha Azab and what the statement describes as a coordinated defamation campaign against the Journalists Syndicate. It notes that some Matsda2sh journalists told prosecutors they had been tortured and forced to record confessions, complaints that require investigation, as this issue’s press freedom section explains. The statement places Mada Masr’s participation in a solidarity newsroom with Egyptian and Arab outlets in the context of the latest prosecution, describing it as an attempt to fill the gap left by the fact-checking team’s detention.

The statement also addresses fair-trial guarantees, citing accounts of journalists being excluded during parts of the hearing, the defense being denied sufficient time to examine the case file, requests to submit documents and hear witnesses being rejected, and a lawyer being appointed despite Attalah’s objection and the presence of eight lawyers representing her. It says her legal team intends to appeal the ruling and pursue the available avenues to have it overturned. That intention concerns the judgment of 27 October and is distinct from the objection that the statement says has already been filed against the 2024 judgment in absentia.

The signatories’ demands are to grant licenses to independent institutions without discrimination, stop using licensing rules to criminalize journalism, and end the intimidation of journalists, independent media and their syndicate. They also call for the immediate and unconditional release of 25 detained journalists, the figure given in the statement. These demands are the starting point for this issue: an institution’s freedom to keep publishing, individuals’ freedom to return to their homes and work, and the public’s right to access news that goes beyond the official account. The remaining sections, from prisons to housing, healthcare and education, show what is lost to these rights when the space available to those who can document their violation shrinks.

<details class="z3-signers">

Read the names of the signatory organizations

7amleh – The Arab Center for the Advancement of Social Media

Access Now

Al Manassa

Al Qatiba

Alhudood

American Committee for Middle East Rights (ACMER)

Amnesty International

Andalus Institute for Tolerance and Anti-Violence Studies (AITAS)

Arab and Middle Eastern Journalists Association (AMEJA)

Arab foundation for civil society and human rights

Arab Reporters for Investigative Journalism (ARIJ)

ARTICLE 19

Assafir Al-Arabi

Association for Freedom of Thought and Expression (AFTE).

Athr

AVAAZ

AWID

Babelmed

Balkan Investigative Reporting Network, BIRN

Bangladesh NGOs Network for Radio and Communication (BNNRC)

Cartoonists Rights

Cedar Centre for Legal Studies

Center for Human Rights in Iran (CHRI)

Center for International Policy (CIP) Washington

Center for Media Research – Nepal

Centre for Law and Democracy

Committee for Justice (CFJ)

Committee to Protect Journalists (CPJ)

Daraj Media

Democracy for the Arab World Now (DAWN)

Digital Action

Digital Rights Foundation

Drop Site News

DW Akademie

Egyptian Commission for Rights and Freedoms (ECRF)

Egyptian Front for Human Rights

Egyptian Human Rights Forum (EHRF)

EgyptWide for Human Rights

En toutes lettres

English PEN

EuroMed Rights Network

FactcheckAr

Factjaja

FactWatch, Bangladesh

FairSquare

Febrayer Network

Fondation Hirondelle

Free Press Unlimited (FPU)

Gherbal Initiative

Global Center for Journalism and Trauma

Global Forum for Media Development (GFMD)

Global Voices

Gulf Centre for Human Rights (GCHR)

Hounna Feminist Platform

Human Rights Watch

HuMENA for Human Rights and Civic Engagement

Huquqyat

Informed

Inkyfada

International Fact-Checking Network

International Federation for Human Rights (FIDH), within the framework of the Observatory for the Protection of Human Rights Defenders

International Federation of Journalists (FIJ)

International Journalism Festival

International Press Institute (IPI)

International Service for Human Rights (ISHR)

Internews Kosova KALLXO

Intersection Association For Rights and Freedoms (IARF)

Jadaliyya

Journalisme & Citoyenneté / Sahafa Med

Jummar

Khateera

Khatt 30

Law and Democracy Support Foundation (LDSF)

Lebanese Center for Human Rights (CLDH)

Lokman Slim Foundation

Maghreb Emergent

MARE. The names circulated by solidarity campaigns were Mohamed Ashraf Abu Omeira, Abdallah Qadry, Islam Barakat, Omar Hilal, Mohamed Mahmoud and Mohamed Adel. In its coverage of an international campaign launched by LabourStart and the International Federation of Journalists on 20 October, Zawia3 linked the case to the public’s right to access verifiable information. The Interior Ministry had accused the platform of operating without a license and of links to management and funding abroad and to the Muslim Brotherhood. The platform denied these accusations, stressing that its work also included debunking the Brotherhood’s claims and that transfers to its staff had passed through banking channels. On 13 October, the journalists’ detention was extended for 15 days in Case No. 8083 of 2026. These developments move a professional matter into the realm of criminal accusations, without those accusations constituting convictions or the receipt of wages, in itself, becoming evidence of a crime.

But the case went beyond accusations connected to their work. On 5 October, the Egyptian Initiative for Personal Rights (EIPR) announced that journalists from the team had formally reported to State Security prosecutors that they had been tortured and coerced into filming confessions. According to its account of the defense’s statements, the complaints included restraints, blindfolding, physical assault, electric shocks and threats to harm family members, followed by some detainees being forced to read a prepared text on camera. The lawyers requested that these incidents be examined with the journalists treated as complainants alleging torture, and that they undergo forensic examinations. Here, how a confession was obtained becomes part of the substance of the case: publishing an account attributed to a detainee is not enough before it is known how it was obtained, whether the detainee could challenge it in the presence of counsel, and what steps were taken to investigate the complaint. These are specific procedural questions that can be answered through records, decisions and an independent investigation, not merely a dispute over impressions or individuals’ credibility.

On 7 October, EIPR’s response to the Public Prosecution’s statement revealed the widening disagreement. According to the statement examined by the organization, prosecutors relied on testimony, financial transfers and correspondence, and referred to the absence of visible injuries and the findings of examinations of three detainees. EIPR responded that the investigations had not confronted the accused with any specific piece of false news, that salaries and professional communications had been treated as incriminating evidence, and that physical examinations did not replace an investigation into torture complaints. The importance of this response lies in its distinction between two tracks, neither of which should eclipse the other: investigating the original accusations and investigating how the accused were treated. Even if the investigating authority considers that evidence warrants pursuing the first, the second remains a separate matter. Nor does the absence of visible marks at the time of examination, on its own, answer every detail of an account involving threats, coercion or practices that need not leave identical traces on everyone.

By the middle of the month, the case had prompted a more urgent international appeal. On 16 October, Amnesty International called for the six journalists’ release and outlined its concerns about their incommunicado detention and the forced confessions attributed to them. It said they had been out of contact for several days before appearing before prosecutors, and that they were being held in Badr and 10th of Ramadan prisons. The appeal adds no judicial ruling to the case, but it makes it difficult to reduce the matter to an administrative dispute over a platform’s paperwork. When an entire team is detained and public debate is confined to a security narrative set against defense testimony denied equal space, the public loses a contributor to the production of knowledge, not merely six names from a list of media workers. That loss may seem remote to a reader who does not follow journalists’ news, but it affects their ability to compare the claims they encounter every day on economic, health and political issues.

On 27 October, the Supreme State Security Prosecution extended the six journalists’ detention by another 15 days in the same case. Al Manassa quoted the defense as saying that five of them, held in Badr 1, requested longer exercise periods and visits, with visits extended to one hour, as for other prisoners. Journalists Syndicate board member Eman Auf said the hearing took place by video despite the journalists having been brought to the prosecution’s premises. Alongside their continued detention, this raises questions about its everyday conditions and detainees’ ability to present their complaints directly. The Interior Ministry had denied reports of torture; the discrepancy between those denials and the complaints remains a reason to examine them, not a substitute for investigating them. The renewal decision is not a determination of the truth of the accusations, nor does it alone answer the defense’s request for alternatives to detention.

<circle cx="1718" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="1718" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/><circle cx="1930" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="1930" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/><circle cx="2142" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="2142" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/><circle cx="2354" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="2354" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/><circle cx="2566" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="2566" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/>

Lina Attalah and Mada Masr: From a license application to a court judgment

On 23 October, Zawia3 joined 118 organizations and media outlets in an appeal to end the prosecution of Mada Masr editor-in-chief Lina Attalah. This followed her summons on 19 October, questioning on 21 October and release on bail of 100,000 pounds, then referral to trial the next day. The first hearing was set for 27 October. According to the published information on the referral, the trial was limited to the charge of operating a news website without a license; the referral order did not include a charge of spreading false news. This detail is fundamental to understanding the case: not everything said during the investigation or circulated in coverage is before the court. The appeal noted that applying Article 105 of the Press and Media Regulation Law could result in a large fine, closure of the website and confiscation of equipment. The case therefore concerns not only the editor-in-chief’s personal situation, but also the survival of a journalistic institution, its ability to work and to keep its archive accessible.

In its report on the referral, Mada Masr set out the licensing procedures that form the backdrop to the trial. According to the website, the institution submitted applications from 2018 and again in 2020, turned to the courts in 2022, and filed a new application in June 2023 after completing the documentation, without receiving a response. This sequence raises a question that goes beyond the institution: how can a website be held accountable for lacking an approval that it says it requested, fulfilled the conditions for and awaited from the competent authority? Deciding on the application, providing reasons for rejection and allowing an appeal are all steps in a process that should be known to those concerned. Leaving the application pending, then using the lack of a license as grounds for prosecution, makes administrative delay itself a source of pressure. These applications and exchanges were central to what the defense wanted to present to the court. A licensing dispute cannot be reduced to the presence or absence of a document without examining the steps taken by the institution and the administrative authority.

The editor-in-chief’s encounters with investigations did not begin this month. In its coverage of the summons, Mada Masr said this was the sixth case against the institution, its journalists and its editor-in-chief in six years. They included the questioning of Lina Attalah in August 2025 over coverage of Badr 3 Prison, after which she was released on bail. This background reconnects press freedom with detainees’ rights: when writing about prisons becomes a recurring source of risk for an editor, families’ ability to make what is happening heard diminishes, and access to independent accounts becomes harder. The number of cases alone does not mean their subject matter or outcomes are identical, but it matters to understanding the accumulated burden. Every summons requires legal representation, time and money, and rearranges the life of the individual and the institution before any judgment is handed down. Following the court’s decision therefore does not remove the need to examine how the preceding process has affected the continuation of journalism.

In the days before the hearing, solidarity widened locally and internationally. Mada Masr documented actions and statements of support, including a gathering at the Journalists Syndicate and positions taken by organizations concerned with media freedom and human rights. In a related development, the announcement of a solidarity newsroom bringing together independent platforms expressed an effort to keep publishing despite colleagues’ detention. In professional terms, such solidarity means preserving the work that has been harmed: verification, reporting and access to information, and ensuring the institution concerned does not bear the cost of the confrontation alone. It is also an opportunity to test the limits of union protection: does it extend to journalists outside formal membership, websites whose licensing is stalled, and digital formats that do not resemble the traditional news institution? The value of protection becomes apparent precisely at these boundaries, where workers are more vulnerable and less able to withstand its absence.

At the first hearing, on 27 October, the Ninth Circuit of the New Cairo Misdemeanor Court, presided over by Mohamed Mubarak, ordered the fine, closure and confiscation. Zawia3 quoted Hossam Bahgat, who attended the hearing, as saying that the court rejected requests to examine the file, submit documents and hear witnesses, then appointed a lawyer despite the presence of the original defense team and Attalah’s objection. This account matters because it concerns the accused’s ability to present her defense, and it is attributed to someone who witnessed the hearing. Her detention following the pronouncement of the judgment ended with her release seven hours later, according to the statement with which this issue opens, which also describes the discovery of the older judgment in absentia and the date set for hearing the objection to it. In describing the facts, the issuance of an order to close the website is distinct from verifying that the closure has actually been carried out.

In a statement published by Zawia3 on the day of the ruling, Journalists Syndicate head Khaled El-Balshy announced that the syndicate intended to take legal action to challenge it, criticizing the speed of the process from the summons on 19 October to conviction on 27 October. The defense’s requests included access to the licensing file held by the Supreme Council for Media Regulation, the original rejection decision and proof that the institution had been notified of it, as well as testimony from council officials. El-Balshy called for clear, fair licensing rules and an end to related prosecutions. Litigation thus connects to a broader administrative demand: a reasoned decision that can be known and challenged, rather than a situation in which an institution remains suspended between an application not resolved in a manner it accepts and a criminal accusation of working without approval.

<circle cx="1718" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="1718" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/><circle cx="1930" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="1930" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/><circle cx="2142" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="2142" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/><circle cx="2354" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="2354" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/><circle cx="2566" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="2566" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/>

Other voices: Rasha Azab and Ashraf Omar

Amnesty International placed Lina Attalah’s prosecution in a broader context of critical voices being summoned for questioning. In its statement of 21 October, it referred to journalist Rasha Azab’s questioning on 5 October over a post criticizing the Interior Ministry and her release on bail of 10,000 pounds. It also addressed solidarity actions at the Journalists Syndicate. This places a personal post, a journalistic investigation and solidarity activity within the same landscape, even though the cases and accusations differ. What connects them from a rights perspective is the space available for dissent and the possibility of criticizing public institutions without the person expressing an opinion becoming an accused. This space is not limited to being able to write in the first place: it also includes what happens to a person afterward, the proportionality of the measures taken against them and the message others receive when they see the cost that person has borne.

For cartoonist Ashraf Omar, meanwhile, the trial continued through adjournment. On 12 October, Al Manassa reported that his case had been adjourned to 14 December at a hearing where the first prosecution witness failed to appear and the defense renewed its request for his release. He had been arrested in July 2024 and referred to trial in November 2025 after a lengthy period of detention before referral. In cases of this kind, an adjournment means more time in prison, not merely another date on the court’s calendar. News of the hearing therefore cannot be separated from the question of whether continued detention is necessary and for how long, or from the defense’s ability to examine witnesses and evidence within a reasonable time. When the person due to testify repeatedly fails to appear, the accused bears an organizational cost over which they have no control. This case concerns a particular cartoonist, but it shows how the orderly conduct of a trial is itself part of protecting liberty.

2

2. The incidents described in the statement included refusals to eat or to attend some detention-renewal hearings, and complaints about transfers, treatment and personal belongings. Prisons in Minya, 10th of Ramadan, Abu Zaabal, Badr and the New Valley were named, but the differences between locations matter: mentioning them does not mean that the same incidents occurred in each or that all detainees participated. The organizations linked the protests to prolonged detention and the absence of a clear prospect of its end, rejecting the idea that postponement of the Criminal Procedure Law could justify suspending rights available under existing law. The most urgent demands remain directly verifiable: access to lawyers and families, availability of care, documentation of any use of force, and enabling independent bodies to hear complaints without the risk of punishment for making them.

Days later, Al Manassa reported a statement by seven parties calling for families’ complaints to be addressed and investigated, following accounts of gas being used and detainees assaulted. Families had voiced their concerns at the start of the month. Party statements do not replace facts established through official records or medical reports, but they indicate that complaints have moved beyond isolated families to a public demand for oversight. This shift matters because families generally cannot regularly observe what happens inside a detention facility: they depend on a visit that may be delayed, a brief message or an encounter through a barrier. Prompt responses to complaints, and disclosure of what has been verified and what has not been established, therefore become a safeguard for everyone. Allowing accounts of fear to accumulate without documented answers does not serve detainees’ safety or enable the public to distinguish where facts end and rumors begin.

<circle cx="1718" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="1718" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/><circle cx="1930" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="1930" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/><circle cx="2142" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="2142" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/><circle cx="2354" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="2354" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/><circle cx="2566" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="2566" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/>

Khaled El-Shafei: Death after delayed treatment

On healthcare in detention, the Shehab Center for Human Rights announced on 22 October that Khaled Mohamed Abdallah El-Shafei had died at Al-Ahrar Hospital after his health deteriorated. According to the center, he had been held at Al-Ibrahimiyya police station in Sharqia for around six months and needed urgent surgery to amputate his leg at Hehia Central Hospital before his transfer to Al-Ahrar. The center attributed his death to medical neglect and called for an independent investigation, the identification of those responsible, and access to detention facilities for oversight bodies. This remains the organization’s characterization of the circumstances; establishing the cause of death and responsibility for it requires medical records, the timeline of requests for treatment and transfers, and the investigation’s findings. The case shows why the waiting time for referral and surgery must be included in assessments of care, rather than merely noting that the detainee was eventually transferred to a hospital.

<circle cx="1718" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="1718" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/><circle cx="1930" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="1930" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/><circle cx="2142" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="2142" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/><circle cx="2354" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="2354" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/><circle cx="2566" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="2566" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/>

Postponing the law does not postpone the question of detention

The decision to delay the new Criminal Procedure Law’s entry into force, which emerged at the end of September, figured prominently in October’s news. This development predates the period covered by this issue, but its effects extended to detainees’ families’ expectations. It is important to distinguish between changing a law’s effective date and deciding the circumstances of particular individuals: postponement is not an individual decision to continue every person’s detention, just as the law taking effect would not have meant everyone’s automatic release without considering each case. The practical question is what tools are available now to review necessity, proportionality and duration, and how the judiciary and defense lawyers use them. Keeping this question in the present prevents the wait for legislation from becoming an indefinite wait in people’s lives.

From another perspective, the Egyptian Center for Economic and Social Rights welcomed the postponement as an opportunity to reopen debate on fair-trial guarantees. Its welcome was not a call to preserve the status quo, but to review provisions concerning the presence of defense counsel, detention and investigative procedures, rather than treating technical preparedness as the only issue needing reform. This position shows that opposing a delay and opposing some provisions of the law are not necessarily contradictory: one can call for an end to unjustified detention now and a more protective law in the future. Nor does digitizing a procedure automatically make it fair. The measure is the accused’s ability to understand what is happening, communicate effectively with their lawyer, hear what is said about them and respond. According to the organization, he was arrested on 6 April 2026 over writings about his prison experience, sentenced to one year in prison in June, and had that sentence upheld in July. The application relied on the time he had served and his fulfillment of the conditions presented by the defense, including payment of the sums ordered by the court and good conduct. This is the status that could be documented: an application for release, not a confirmed decision implemented to that effect. The distinction deserves to remain clear so that a hope does not become news that misleads the family and the reader. The case also highlights that completion of the sentence is not the only avenue followed by the defense. There are procedures during its execution that require explained decisions which can be tracked, rather than submitted papers remaining just another stage in a wait of unknown duration.

These developments share the problem of time within the justice system. Outside prison, a month may seem a short interval between two statements; inside, it means visits, medical appointments and family celebrations passing without the person concerned. Subsequent coverage should therefore address what has actually changed: has an investigation into a complaint been opened? Has a witness been heard? Has a decision been implemented? Has a reason for continued detention been given? Accurate reporting on a small procedural step may matter more to a family than a broad general announcement, and the accumulation of these answers is what makes it possible to measure the gap between a promise of reform and its outcome.

<circle cx="1718" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="1718" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/><circle cx="1930" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="1930" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/><circle cx="2142" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="2142" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/><circle cx="2354" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="2354" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/><circle cx="2566" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="2566" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/>

Gold miners: Deaths and questions about the use of force

On the right to life, Zawia3 reviewed the published evidence concerning the 10 October attack on gold miners near the Egyptian-Sudanese border. Its investigation, published on 22 October, combined reported testimony, satellite-image analysis, location checks and conflicting casualty counts. The images showed changes at two sites within a close time frame, but alone do not establish the cause of those changes, the aircraft’s identity or the number killed. Casualty estimates also vary among medical and rights sources and witnesses; they must not be combined into a single toll. Testimony supports an account of deaths and injuries in an air attack, while questions of responsibility and technical identification still require independent investigation. The value of this work lies in distinguishing what the ground shows from what is attributed to witnesses or officials, and in preserving families’ right to the truth without replacing evidence with illustrative images or circulating numbers unaccompanied by names.

On 12 October, Al-Ahram reported the military spokesperson’s statement on a new phase of the campaign against illegal gold mining in the Eastern Desert, involving the armed forces and police, following the distribution of warning leaflets. The statement emphasized that operations took place within Egypt’s borders, affirmed relations with Sudan and warned against rumors. It did not, however, specifically acknowledge or deny the reported airstrike, provide a casualty toll or explain the use of aircraft. That is what the published position contained: discussion of the campaign cannot be turned into a detailed admission of everything attributed to it, nor does it alone answer questions about the fate of the miners described in testimony.

On 21 October, eight Egyptian human rights organizations called for an independent investigation to establish responsibility. They stated that combating illegal mining does not, in itself, justify lethal force, and that references to armed elements do not make everyone present at mining sites a legitimate target. This remains the organizations’ position and assessment of the available evidence, not a completed judicial finding. What an investigation needs includes the victims’ identities, who was present at the site, the timeline, any warning actually received, and the authority that issued and carried out the orders. Without these answers, families face competing accounts, while news of the deaths remains disconnected from responsibility for them.

3

3. The case concerned a video imitating a scene from the film Khalawis, which others circulated after it had been deleted, accompanied by incitement against its creators. The organization said they had turned themselves in on 6 October, that some were under 18, and that the initial questioning took place without lawyers. Updating the news matters so that people do not remain imprisoned in public memory after they have actually been released. But release does not erase the questions surrounding the preceding days or the impact of accusation and incitement on their lives. Protection here requires considering the whole context: the video’s content, who presented it again to the public, the nature of the calls directed against its creators, and their access to a defense, rather than reducing the case to a religious classification that presupposes an intention to offend.

<circle cx="1718" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="1718" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/><circle cx="1930" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="1930" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/><circle cx="2142" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="2142" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/><circle cx="2354" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="2354" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/><circle cx="2566" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="2566" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/>

The “Shia case”: Belief under security scrutiny

On 7 October, the Egyptian Center for Economic and Social Rights reported that the detention of journalist Haidar Qandil and others had been extended by 15 days in what is known in the media as the “Shia case.” It said 26 Egyptians were being held, while ten foreign nationals had previously been released. The defense criticized the predominance of questions about belief during the investigations and what it described as the absence of evidence for the financing and leadership charges against the accused, and also raised health concerns. This issue reports the decision documented on that date, without assuming it was the last procedural step affecting each accused person by the end of the month. The case’s significance remains the boundary between personal belief and a punishable act: a group’s ideas being unfamiliar to the majority is not enough to make them evidence of a security threat. Every accusation requires an act and evidence that can be examined, while sectarian affiliation must not become a shortcut replacing all of that.

Despite their differences, the two cases show that equality is tested when a person belongs to a smaller group or is less socially accepted. Freedom of belief is measured not only by the ability to practice a ritual on a quiet day, but by what happens during a dispute, an incitement campaign or a complaint. The protection of children, the right to a defense and freedom of expression thus meet freedom of religion and belief within the same case. Defending these safeguards does not require agreement with the content of a belief or a satirical video. It requires a stable rule on which every person can rely, and that the value of their rights not fluctuate with the level of public sympathy for them.

4

4. Accurate reporting requires describing this development at its actual stage: an objection to directions and proposals under discussion, not an announcement that everything debated has been enacted in final legislation. At its core, postponing elections prolongs representatives’ time in office and delays workers’ ability to hold them accountable or replace them. At a time that requires negotiation over wages and working conditions, a union representative’s mandate becomes a practical issue, not a procedural occasion detached from the factory or company. Workers need a body they know how they elected, how to assess and when they can change if it fails to convey their demands. Every extension calls for a specific explanation of its necessity and limits, rather than turning an exception into the usual way of managing union institutions.

On 26 October, the Egyptian Center for Economic and Social Rights reaffirmed the same demand, linking freedom of organization to the obligation to hold elections. It referred to the previous extension under Law No. 74 of 2026 and to the need to call elections within the prescribed period before the term ends, rejecting the use of amendments to the Trade Union Organizations Law as a pretext for postponement. This intervention opens another discussion: reforming union law itself and who participates in drafting it. Rules can be amended to widen participation, but they can also be changed while keeping workers outside the discussion. The test is not the amendment’s name or a claim that it keeps pace with the reality of work, but how far it enables organizations to be formed, leaders to be elected and independent negotiations to take place. Workers who bear the consequences of these provisions should be the first given the opportunity to discuss them, whether inside existing organizations or outside them.

<circle cx="1718" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="1718" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/><circle cx="1930" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="1930" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/><circle cx="2142" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="2142" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/><circle cx="2354" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="2354" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/><circle cx="2566" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="2566" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/>

Mohamed Zahran: Professional organization is inseparable from freedom of expression

On 20 October, EIPR welcomed the decision to release union leader Mohamed Zahran, issued the previous day, after his detention since July. The sums included compensation and entitlements related to dismissal, wages and leave, and the case arose amid workers’ demands for implementation of the minimum wage. The center highlighted that rights had been calculated according to the applicable legal rules rather than fixed at the low wage the institution had been paying. This makes a tangible difference: when compensation is based solely on an actual low wage, the effects of an earlier violation can extend to the cost of dismissal itself. Yet, however important the judgment, it does not automatically mean the money has reached its recipient; enforcement remains part of the story. In journalism’s working environment, the case is a reminder that defending media independence also includes the employment contract, salary and ability to object without losing one’s livelihood.

<circle cx="1718" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="1718" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/><circle cx="1930" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="1930" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/><circle cx="2142" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="2142" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/><circle cx="2354" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="2354" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/><circle cx="2566" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="2566" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/>

How much of a salary remains after going to work?

Zawia3 addressed this question in an investigation published on 10 October into the cost of working itself. It documented transport, food and communications expenses and how much they take from a limited income, alongside accounts of working hours exceeding those stated. It presented illustrative calculations of daily spending’s effect on take-home pay. Crucially, these calculations are examples, not measured averages for all workers. Differences in home and workplace location, days of attendance and the availability of a transport allowance change the result, but do not remove the question: is a salary enough after paying the costs required to earn it? This reveals the limits of comparing two nominal wage figures without considering travel costs and time. A long commute can place an additional burden on those providing care within the family, making a better-paid job less feasible than one nearer home. These elements should therefore form part of the discussion of decent pay, rather than remain a silent individual responsibility borne by the worker alone.

From our archive, a report published in December 2025 documented labor protests during the final months of that year, with demands concerning wages and enforcement of rights. We do not carry its totals over into October 2026, but it helps reveal the gap between announcing a minimum wage and its reaching a worker. Announcement is one step, enforcement within each establishment another, followed by protection from retaliation for those demanding implementation. In this sense, the wage issue does not end with a decision to raise pay: it involves inspection, access to complaints, preservation of documents, union representation and the speed of litigation. Without these links, a worker may appear to benefit in the overall statistics while continuing to receive pay that does not match the decision supposedly covering them.

<circle cx="1718" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="1718" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/><circle cx="1930" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="1930" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/><circle cx="2142" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="2142" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/><circle cx="2354" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="2354" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/><circle cx="2566" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="2566" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/>

The forum’s promises and the questions of the present

On 25 October, Zawia3 examined the Egypt Forum, the economic promises accompanying it and criticisms of participation and the way discussion was managed, including criticisms raised by Amgad Emara. Among the figures circulated was a target of wages reaching 15,000 pounds at a later date, alongside promises concerning teachers. These are future targets, not an existing salary on which a family can base its October budget. Following these promises requires knowing whom each target covers, how it will be phased in and what happens to prices along the way. It also requires space for low-paid workers to explain their calculations without their contributions being treated as a departure from the event’s intended image. The article examined the public-benefit designation and initial allocations for compensation, totaling around 6.62 billion pounds divided between Cairo and Qalyubia. Allocating the money does not mean it has been paid, or that every family already knows its share. In the testimony, uncertainty concerned the route, which properties were included, timing and how compensation would be assessed. Those who spoke to the website included homeowners whose savings had been exhausted before the possibility of demolition entered their calculations. The question here is not a rejection of transport development in principle, but residents’ place in its implementation: when will they know? Who will explain the documents to them? How can they challenge a valuation? And what alternative will be available before eviction becomes a reality? These are the questions that turn compensation from an aggregate sum into usable protection.

A home is not a space that can be replaced by an equally sized space anywhere without other losses. Proximity to school, treatment and work, support networks among relatives and neighbors, and daily travel costs all shape a family’s ability to carry on. Compensation may appear adequate when only the walls are valued, yet not purchase the same access to everyday life. Information about the project and compensation should therefore be available before people are asked to make final decisions. A clear complaints channel, a deadline for a response and a document explaining the basis of the calculation can relieve a measure of fear that general statements about concern for residents cannot address.

<circle cx="1718" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="1718" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/><circle cx="1930" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="1930" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/><circle cx="2142" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="2142" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/><circle cx="2354" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="2354" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/><circle cx="2566" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="2566" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/>

Old rent: Pensions face an unwelcome increase

On 13 October, Zawia3 published testimony about the impact of old-rent increases on pensioners. One case was that of a 73-year-old mother whose pension was 3,200 pounds and whose rent rose to 1,150 pounds following the annual increase, more than a third of her income. Some interviews date to September and explain how the provisions of Law No. 164 of 2025 entered household budgets. The story does not establish that all tenants are in the same position, but shows what a uniform increase conceals: different capacities to cope depending on age, income, illness and the availability of family support. Nor does a family’s fear of future inability to pay mean that an eviction decision had been issued against it at that date. Accuracy here guards against exaggeration that is unnecessary to expose the problem: a pensioner having to choose between essential expenses to pay the rent is enough to raise the question of transitional protection and the criteria for alternative housing.

A fair discussion of rent needs to consider landlords and tenants together, without assuming equal economic capacity among all members of either group. A landlord may depend on rental income, while a tenant may live on income that cannot increase at the same pace. Recognizing the variety of circumstances makes support more precise rather than justifying leaving everyone subject to a single formula. Reform’s impact can be measured by the number of disputes resolved and the ability of those most in need to remain in suitable housing or relocate safely, not by the scale of the increase alone. Housing is stable when obligations are understood and affordable, and when a brief loss of income does not become an irreversible path to losing a home.

<circle cx="1718" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="1718" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/><circle cx="1930" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="1930" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/><circle cx="2142" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="2142" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/><circle cx="2354" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="2354" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/><circle cx="2566" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="2566" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/>

New Sphinx: Landowners asked to pay for their land again

On 22 October, Zawia3 presented a dispute concerning landowners in New Sphinx, who say changes in the responsible authority and type of land use were followed by demands for additional payments to regularize their status. The investigation drew on documents and testimony about earlier purchases and spending on the land, followed by new obligations associated with its conversion to urban use. Fees or valuations specific to one case must not become a uniform price for the whole area; legal status, area and documentation differ from owner to owner. But the substance of the complaint is clear: when someone has paid a price and acted in reliance on existing papers, they need a specific explanation of what has changed and why they are being asked to pay again. This does not by itself settle the validity of every contract or the right of every claimant. Nor does the announcement automatically make these homes an available alternative for everyone affected by changes to old-rent rules; linking the two issues requires clear conditions and procedures.

<circle cx="1718" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="1718" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/><circle cx="1930" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="1930" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/><circle cx="2142" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="2142" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/><circle cx="2354" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="2354" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/><circle cx="2566" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="2566" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/>

Takaful and Karama: What happens after support stops?

On protection from impoverishment, MP Safinaz Talaat called, in a parliamentary briefing request whose details were published on 27 October, for disclosure of the criteria by which more than 2.2 million families had left Takaful and Karama on the basis that their circumstances had improved. This is a picture documented at the time of publication, not confirmation that every family remained in the same circumstances this October. Its value in this issue is to recall what begins after news of demolition: the months and years during which residents search for renewed stability. A commitment to provide an alternative within a specified period requires follow-up until actual delivery, and aid sufficient for a short period may become ineffectual if the wait lengthens and rents rise. The Al-Marg and Abu Zaabal file connects with this archive, not to assert that the outcome will be the same, but to identify what should be monitored early so that a temporary relocation does not become an undeclared permanent condition.

6

6. The formula presented in the investigation assigns weights to exchange rates, inflation and interest rates, with periodic reviews and conditions for triggering adjustments. An important detail is that the 10% figure in the mechanism is not a guaranteed general ceiling on any increase; it relates to the review threshold and its conditions. The article discusses arguments about medicine availability and continued production against families’ fears of a heavier burden. It also notes that any subsequent reduction may apply to new batches, meaning buyers may not feel it immediately while stock remains priced at the previous level. Comparing two decisions on paper is therefore insufficient: what reaches a patient is a particular package, a price at a pharmacy and a moment when treatment is needed, and these elements may move at different speeds.

The social question here is not whether economic inputs change, but who bears that change and how purchasing power is protected when demand for medicine cannot be postponed. A consumer can delay buying another product or do without it, while a chronically ill patient may not have the same choice. Pricing must therefore be assessed through availability and affordability together: an available medicine its user cannot afford does not solve the access crisis, nor does a cheap medicine on a list that is absent from the market. Between the two lies the responsibility to provide understandable information about products, prices and adjustment dates, rather than leaving patients to assemble the pieces of a decision from multiple counters on their own.

<circle cx="1718" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="1718" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/><circle cx="1930" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="1930" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/><circle cx="2142" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="2142" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/><circle cx="2354" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="2354" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/><circle cx="2566" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="2566" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/>

Thalassemia: Treatment authorization does not end the search

In an investigation published on 12 October, Zawia3 returned to testimony collected in May about the difficulties thalassemia patients face in obtaining what they need for treatment. The article examined regular access to blood transfusions and medicines prescribed as part of treatment, waiting between approval and availability, and families’ accounts of expenses and travel. This testimony does not permit a medical judgment on all locally produced or imported medicines and does not replace a doctor’s assessment. Its value lies in describing what happens to patients between the system’s stages. A patient may have treatment approval but still need to search for an appointment, a medicine or a dispensing institution. When the journey is repeated, the costs of transport and absence from work and school multiply. Services should therefore be measured by their continuity, not merely the number of authorizations issued, and patients should know clearly whom to approach if a link in the chain breaks down.

Illnesses requiring long-term follow-up turn families into permanent coordinators between institutions. They keep the paperwork, call to find out appointment dates, explain the condition again, then sometimes discover that a document accepted by one body is insufficient for another. Each step need not be complicated on its own for the journey to become exhausting; repetition at a time when the patient cannot wait is enough. Simplifying procedures and identifying who is responsible when they stall can therefore protect time, money and health even before any new service is added. This administrative dimension is less visible than the announcement of a new facility, but it is present in the lives of those who need it every week or month.

<circle cx="1718" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="1718" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/><circle cx="1930" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="1930" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/><circle cx="2142" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="2142" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/><circle cx="2354" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="2354" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/><circle cx="2566" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="2566" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/>

Medical schools: Graduate numbers alone are not an answer

On 11 October, Zawia3 examined expanded admission to medical schools and its relationship to training and capacity. The investigation drew on data, estimates and testimony, some dating to August, and raised questions about clinical training placements and student supervision. Its estimated figures should not be presented as a final table issued by the ministry, nor does increasing places alone measure how many doctors will actually work within the system or where they will be distributed. The path requires years of learning, followed by training, employment opportunities and conditions that allow doctors to remain. From the patient’s perspective, expansion matters when they can find a qualified doctor and an available service in their area, not simply when admissions figures rise. Between the two seats, the student’s and the patient’s, lies an entire chain of resources that must be counted together.

These three files link the cost, quality and continuity of treatment. A shortfall in one cannot be offset by speaking only about another: patients need medicine they can afford, a service they can reach, and professionals with sufficient time and training. They also need accurate information about their rights, what the system covers and what it does not, and a way to challenge denial of an entitled service. These details give health policies their everyday meaning and prevent patients’ experiences from disappearing between discussion of industry sustainability on one side and numbers of facilities and graduates on the other.

7

7. It included women applicants’ accounts of the effects of pregnancy and childbirth and efforts to lose weight, alongside parliamentary questions raised during October. It also compared an announced recruitment figure of 43,400 with a larger target, but the difference does not establish that everyone not recruited was excluded because of their weight. What is needed remains a breakdown of the reasons for exclusion and an explanation of the relationship between each test and the professional duties. A fitness examination does not remove the requirement that it be appropriate to the job, understood by those taking it and subject to review. When women are particularly affected by factors connected to pregnancy or care, equal opportunity becomes part of evaluating the criterion itself, not a peripheral objection to it.

The issue affects schools as much as job applicants. Every procedure excluding a candidate must answer which competence it measures: the ability to explain a lesson, manage a classroom, work with children and continue performing duties. Unclear criteria drive applicants to spend money preparing without knowing whether it will change the outcome, and make it harder to lodge a specific appeal. Disclosure of the reasons for a decision, test scores and the review mechanism turns an objection from a general complaint into a right that can be examined. Transparency is not incompatible with selecting the best; it is what allows the public to understand how selection occurred in the first place.

<circle cx="1718" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="1718" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/><circle cx="1930" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="1930" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/><circle cx="2142" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="2142" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/><circle cx="2354" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="2354" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/><circle cx="2566" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="2566" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/>

Postgraduate studies: When fees enter the decision to continue

In an investigation published on 11 October, Zawia3 examined postgraduate costs through registration, courses, tests and the requirements for preparing and defending theses. Testimony showed that the burden is not confined to one announced fee and that some researchers balance study with work to cover expenses. Within these calculations, it is essential to distinguish mandatory fees paid to the university from optional or social spending surrounding the thesis defense; combining them and describing the total as an official tariff is inaccurate. Nor do financial pressures automatically mean falling numbers among all students or degrees awarded. What the testimony establishes is the impact of cost on individuals’ choices and paths, raising the question of how accessible research is to those without family support or a job allowing both financing and time.

Unequal opportunity can reveal itself late, after a student has already traveled a substantial part of the path. They begin with an initial estimate, then discover additional obligations spread over lengthy stages. Publishing the full cost of the course of study, payment dates and exemption or support conditions therefore helps people make informed decisions. Research funding should also relate to its quality and resource needs, not the researcher’s ability to bear the cost of waiting. Universities themselves lose ideas and expertise when continuing becomes primarily available to those who can buy the time it requires.

<circle cx="1718" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="1718" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/><circle cx="1930" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="1930" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/><circle cx="2142" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="2142" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/><circle cx="2354" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="2354" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/><circle cx="2566" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="2566" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/>

University housing: Marriage is not sufficient proof of an alternative

On 20 October, Zawia3 presented the story of a student whose university accommodation was obstructed by her marital status as exams approached and her marriage became complicated. The investigation examined rules linking eligibility to being unmarried and responses explaining them through the assumption that married students have alternative housing. That assumption does not answer every case: the marital home may be distant, unavailable in practice or unsafe, and the relationship may be in a separation process whose paperwork is unresolved. The article reported a substantial gap between the cost of a bed in private accommodation and subsidized housing in the case described. The issue is not a final judicial ruling overturning a rule, but a test of whether the rule measures actual need. A student able on paper to attend lectures and examinations may be unable to do so without suitable accommodation near the university.

This particularly affects women’s independence when continuing education becomes conditional on maintaining a personal relationship or the family’s ability to pay for private accommodation. It is therefore useful to view university housing as part of access to education, with criteria based on distance, income, actual circumstances and need, and a mechanism allowing exceptional cases. When resources are limited, setting priorities requires more precise information, not quicker classifications. A reasoned decision open to appeal can preserve the university’s right to manage places and the student’s right not to be excluded on the basis of an assumption that does not fit their life.

8

8. One case concerned a mother who bore the cost of the car and storage fees, then encountered an obstacle linked to a previous cash-support record that she said had ended years earlier. Some testimony dates to September, and the procedures concern earlier years; not all of this relates to new decisions made in October. The story matters because a car here may provide access to a treatment session, school or work, and its delay adds a direct cost on top of its price. Screening cases or suspected misuse of benefits should not become a general presumption against every beneficiary. What is needed is a process distinguishing an established violation from a rightful claimant, specifying the required document, reason for refusal and means of appeal without an incomprehensible succession of conditions.

<circle cx="1718" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="1718" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/><circle cx="1930" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="1930" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/><circle cx="2142" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="2142" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/><circle cx="2354" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="2354" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/><circle cx="2566" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="2566" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/>

Rehabilitation waiting lists: A child’s time does not wait for an appointment

In an investigation published on 11 October, Zawia3 followed families waiting for rehabilitation services for their children, including a family whose wait began in 2024 and who had to calculate the cost of private sessions and transport against its income. The testimony described expenditure potentially reaching thousands of pounds per month, but this concerns the cases interviewed, not a national average. Their experience shows that waiting lists are not merely administrative numbers: families simultaneously seek alternatives, reorganize work, care and spending, and may reduce the number of sessions they can afford. Telling them they are registered is therefore insufficient; they need to know their position, the expected date and what is available while they wait. Fair distribution also depends on geographical proximity, because a distant service may remain inaccessible even if its fees are low.

<circle cx="1718" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="1718" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/><circle cx="1930" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="1930" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/><circle cx="2142" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="2142" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/><circle cx="2354" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="2354" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/><circle cx="2566" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="2566" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/>

Puberty and privacy: Needs that disability does not erase

On 14 October, Zawia3 examined the challenges facing families of persons with disabilities during puberty amid a lack of appropriate information and support. The investigation opens a subject often closed off by embarrassment or fear: understanding bodily changes, teaching boundaries and privacy, and enabling people to express their needs and refuse what harms them. The accounts in the article should not be read as medical advice or recommendations for any intervention. The issue is access to qualified support that respects the person and their ability to participate. When families are denied information, they may turn to unsuitable solutions, isolation or excessive control. When someone is treated as a permanent child, age-related needs are lost. Understandable materials suited to different communication abilities should therefore be available, alongside services that allow questions without stigma or loss of dignity.

These files connect mobility, rehabilitation and personal independence. A car, a session and accessible information may seem different services, but they converge in a person’s ability to participate in life and make decisions. They also remind us that families are not an unlimited resource to which the system can refer every shortfall: caregivers’ time, money and mental health are affected, and pressures may influence other family members’ opportunities for work and education. Supporting the family matters, but must not obscure the person who holds the right or exclude their consent and wishes from discussion.

Assessing accessibility requires starting with the whole journey. A rehabilitation appointment is incomplete if transport is impossible; a suitable building is of no use if information is incomprehensible; and an exemption does not achieve its purpose if obtaining it consumes the beneficiary’s savings. Coordination between authorities thus becomes part of the right itself. A single service point, clear tracking of applications and explanations for delays can reduce burdens absent from service budgets but paid daily out of families’ pockets, time and capacity to cope.

9

9. The monitoring relied on reports from eight websites as part of the Femi Map project, so it represents what could be found in that coverage, not a comprehensive count of every incident in Egypt. The data showed a significant presence of current or former partners and family members among the perpetrators in the killings documented. A researcher at the center also criticized reducing motives to the phrase “family disputes,” which hides details necessary for understanding and prevention. The incidents belong to the first half of the year, while publication and discussion of the findings are part of October’s news. This points to a dual responsibility for journalism: not to turn a crime into a sensational story at the victim’s expense, and not to erase the nature of violence through general expressions suggesting it was merely an argument that ended regrettably.

When violence is understood only through what reaches the news, silence remains part of the picture. Some families do not report, some incidents receive no coverage, and some stories lack information needed to understand the relationship or history of threats. Fewer reports therefore do not mean less danger, nor does a quick comparison between two periods permit declaring improvement or deterioration without examining the monitoring method. More important is turning the available information into questions of protection: had the victim previously sought help? Was there a known threat? Did she find somewhere safe? Who could have intervened? These questions return the discussion to the possibility of preventing harm rather than merely describing it afterward.

<circle cx="1718" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="1718" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/><circle cx="1930" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="1930" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/><circle cx="2142" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="2142" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/><circle cx="2354" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="2354" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/><circle cx="2566" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="2566" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/>

A proposal to address reduced sentences for killing women

On 27 October, MP Fatma Adel put forward a proposal to amend the Penal Code to abolish mitigation for killing a wife on the pretext of honor and restrict the use of leniency in aggravated sexual offenses. Its provisions include barring reliance on a victim’s clothes, appearance, social status or relationship with the perpetrator to justify a lighter sentence. This is a legislative proposal, not an amendment already in force. Its importance lies in directing debate toward equal protection and excluding the victim’s non-criminal conduct as a justification for assaulting her. It also includes harsher penalties, up to the death penalty in cases ending in the victim’s death, which calls for a separate discussion of proportionality. The accused faces charges relating to human trafficking, exploitation, sexual assault and violations of privacy concerning four survivors; evidence submitted includes witness testimony and technical reports. These are accusations before the court, not a final judgment. EIPR, participating in the civil claim, stressed the rights of all parties to the trial and the presumption of innocence, as well as protecting the complainants from stigma and defamation. The court had warned the press not to publish anything revealing their identities. This matters because the path to justice may bring fresh harm if publishing case details exposes survivors’ lives. Procedures, defenses and judgments can be followed without names, photographs or information that makes identification possible.

Privacy does not end with removing a name. A collection of small details may reveal the person concerned: a narrowly identified location, a family relationship, an old photograph or the description of an incident familiar to those around them. Editorial responsibility therefore remains even when some information is already circulating. Protecting a survivor does not mean preventing her from speaking, but enabling informed choice and the support she needs, without turning testimony in court into an obligation to face the entire public. At the same time, a clear distinction between accusation, proof and judgment supports serious coverage that neither replaces trial with defamation nor uses the presumption of innocence to silence those seeking investigation and protection.

<circle cx="1718" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="1718" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/><circle cx="1930" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="1930" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/><circle cx="2142" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="2142" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/><circle cx="2354" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="2354" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/><circle cx="2566" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="2566" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/>

Egypt before the African child rights committee

In coverage published by Zawia3 on 24 October, six human rights organizations called for written responses to questions from the African child rights committee following its review of Egypt’s report on 15 October. The questions covered detained children’s conditions, detention periods and separation from adults, and verifiable data rather than legislation alone. They also addressed female genital mutilation and child marriage, difficulties obtaining civil documents for children of Baha’i families, and refugee children’s education and services. According to the statement quoted in the coverage, the organizations considered some questions insufficiently answered. This international review brings apparently disparate issues into a single framework: can every child obtain protection and services regardless of their family’s religion, nationality or social status? Having a strategy matters, but knowing how many benefit, how many are excluded and how complaints are handled is what permits assessment of its effect.

<circle cx="1718" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="1718" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/><circle cx="1930" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="1930" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/><circle cx="2142" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="2142" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/><circle cx="2354" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="2354" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/><circle cx="2566" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="2566" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/>

From the archive: Schools and missing pathways to protection

In December 2025, Zawia3 documented 75 incidents of sexual assault against children inside schools between November 2023 and November 2025, drawing on archives of news, statements and official proceedings. This tally does not represent incidents this October or a count of everything that happened in schools, but provides important background to the protection question raised again in the African review. The investigation showed that danger is not confined to one type of school, and that uncovering one incident may lead to further complaints. Safety is therefore measured not by fees or the building’s appearance, but by a reporting mechanism a child trusts, a response that does not punish them for speaking, and measures preventing an accused person’s continued access to children while a complaint is examined with the necessary safeguards. Following up after a complaint, from support for the child to the outcome of the investigation, remains no less important than publishing the initial news.

10

10. Researchers interviewed by the website stressed the importance of stopping pollutants before they reach the lake rather than relying only on cleanup or adding fish fry. The investigation drew on a study published in March 2026 whose samples were collected in 2022 and 2023; it is scientific background, not an examination of October’s water. Nor does water analysis permit a blanket judgment on the safety of all fish offered for consumption. Residents and fishers need regular published measurements, information about discharge sources and steps taken to address them, and monitoring of the effects on production. Environmental harm enters the home as lost income or higher working costs, and may push someone to seek another occupation before rescue plans produce results.

The lake reveals overlapping responsibilities in environmental issues. The pollution source may be outside the place paying the price, and the body regulating fishing is not necessarily responsible for drainage or publishing test results. Residents therefore need to know who handles each link and when it will be completed, rather than having their complaint passed between institutions. A temporary intervention’s success is also insufficient if the cause of damage returns. Participation by stakeholders, foremost fishers, becomes a source of information about daily changes alongside scientific measurement that tests and explains them.

<circle cx="1718" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="1718" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/><circle cx="1930" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="1930" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/><circle cx="2142" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="2142" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/><circle cx="2354" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="2354" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/><circle cx="2566" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="2566" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/>

Matrouh’s beaches: The difference between entry and hiring a service

On 15 October, Zawia3 published an investigation into fees and gates at Matrouh’s beaches, drawing on testimony and documents from summer 2026. It distinguished between passage fees, beach admission, and umbrella and chair hire, amounts that cannot be added or compared without knowing what each buys. It also presented a document concerning operation of gates during a season ending on 30 September, so its prices should not be presented as tariffs in force in October. Alongside residents’ complaints of restricted access, it quoted MPs denying that public beaches had been entirely closed. In social terms, the dispute remains about who can use the coast and how they find the available route, the fees and their basis. Assigning management or usufruct rights does not necessarily mean ownership has changed. The discussion therefore requires unpacking contracts and actual admission conditions, not simply saying that the sea now belongs to one party or another.

If a beach is close to a family’s home but can only be reached by paying successive fees, geographical proximity does not amount to real access. The public also needs simple information at the entrance: is there a free route? Is buying a service optional? Is the fee per person or per car? Who receives complaints? Clear answers do not settle every debate about investment, but prevent visitors from paying the cost of an ambiguity they did not create. They also allow contract terms to be compared with conditions on the ground, a comparison impossible for someone who does not know what the public authority agreed to on their behalf in the first place.

<circle cx="1718" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="1718" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/><circle cx="1930" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="1930" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/><circle cx="2142" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="2142" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/><circle cx="2354" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="2354" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/><circle cx="2566" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="2566" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/>

The Pyramids: Heritage protection before the courts

At a hearing on 24 October, a lawsuit concerning protection of the Pyramids area from activities and events that its plaintiffs say threaten the site was adjourned to 2 January 2027. The lawsuit seeks review of concert activities and associated installations, excavation, lighting and sound within the archaeological zone. These are risks and arguments before the courts, not a final technical finding establishing a particular instance of damage. The case matters because heritage is a public resource whose value goes beyond revenue from a single event. Conditions of use, oversight and technical assessments should therefore be accessible, and it should be clear how management balances welcoming the public, economic activity and preserving the site for future generations.

<circle cx="1718" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="1718" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/><circle cx="1930" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="1930" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/><circle cx="2142" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="2142" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/><circle cx="2354" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="2354" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/><circle cx="2566" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="2566" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/>

The Culture Ministry: Management, information and services

On 17 October, Zawia3 examined the Culture Ministry’s situation more than 100 days after the minister’s position became vacant, with the higher education minister assigned to oversee its affairs, and addressed restrictions on media statements across ministry departments. This describes the situation when the investigation was published, not an independent update on any subsequent appointment decision. The article reveals the relationship between administration and the public’s right to know what is happening in cultural institutions, collections and storage facilities. An absence of information affects more than journalists: it makes spending, maintenance and responsibility for decisions harder to monitor. Nor does the continuation of daily activities replace clarity over who sets priorities and answers staff and public questions, particularly in a sector whose facilities and services span many governorates.

From the archive, Zawia3 followed in May 2025 a decision to vacate 120 rented premises housing libraries and cultural centers, and the objections it provoked. The report discussed the decision and plans to implement it; it does not provide an updated inventory in this issue of what subsequently closed or reopened. Returning to it, however, places the management debate in a broader context: what cultural services remain close to people? A village library or cultural center is not merely a rental expense; it may be the nearest space for reading, theater or learning an art. If a venue is removed, questions about its replacement, location, opening times and cost become part of evaluating the decision. Equity in cultural provision is measured not by the number of major events alone, but by a child or young person’s ability to participate regularly far from the capital.

11

11. That date falls after this issue’s coverage cutoff, so we treat it as an announced implementation date, not a procedure whose completion we have verified. The guide stressed attending the office and date specified in the message and checking registered details and attendance requirements. Making this information accessible matters because it reduces costly journeys to an office that will not accept the application or missed appointments caused by different interpretations of instructions. This newsletter does not replace the guide’s details or official updates; the link allows readers to consult the conditions relevant to their circumstances and appointment rather than rely on outdated information in circulation.

A residence document affects more than one transaction. Long waits leave families in uncertainty and make any procedural change a source of anxiety, particularly when information arrives in a language difficult to understand or through intermediaries. Administrative reforms therefore require follow-up on their effects: did messages arrive? Could details be corrected? Does the family understand the difference between the old appointment and the new one? An announcement of increased processing capacity can be evaluated by the number of completed transactions and shorter waiting times, not the number of offices alone. Those whose applications stall should also have a way to inquire without having to pay an unspecified fee or rely on promises from people with no official role.

<circle cx="1718" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="1718" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/><circle cx="1930" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="1930" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/><circle cx="2142" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="2142" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/><circle cx="2354" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="2354" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/><circle cx="2566" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="2566" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/>

Health and services: A map of access is part of protection

On 26 October, Refugees Platform published a guide to services available to migrants and refugees, listing care and assistance providers and how to contact them. Such guides are useful when services are distributed among public facilities, civil society institutions and partners. But an organization’s inclusion does not mean all its services are free or available to everyone without conditions. Those seeking a service therefore need to check its scope, hours and referral or documentation requirements. The need for a practical guide reveals the information burden preceding treatment or assistance: before receiving a service, a person must know it exists, understand where to go and be able to reach it. That burden may be greater for recent arrivals or those without a social network to help them navigate institutions.

<circle cx="1718" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="1718" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/><circle cx="1930" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="1930" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/><circle cx="2142" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="2142" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/><circle cx="2354" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="2354" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/><circle cx="2566" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="2566" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/>

Disinformation about refugees: The right to information protects against incitement

On 19 October, organizations concerned with refugees’ rights linked solidarity with the Matsda2sh team to the importance of verifying information circulating about migrants and refugees. They addressed the dangers of conflating different demographic and legal categories and using poorly defined figures to fuel hostility. Here, the issue’s first file connects with its later ones: someone checking a figure about refugees is not serving an abstract media debate, but may prevent a whole group being blamed for a crisis to which its connection has not been established. At the same time, discussion of service burdens and policies needs published data open to scrutiny, not a ban on questions about them. Distinguishing residents, migrants, refugees and asylum seekers, and registered numbers from broader estimates, enables a more accurate debate and protects against turning differences in definitions into a tool of intimidation or incitement.

12

12. The letter renewed questions first raised in April about transparency, Palestinian participation and human rights safeguards. These are the letter’s authors’ objections and demands, not final judicial findings on every funding arrangement it addresses. Their importance lies in placing rights holders within the reconstruction debate: who sets priorities? Who monitors the money? How are property, return and reparation protected? Rebuilding a structure is incomplete if its owners remain outside decisions about what is built, where and for whom, or if their right to choose is replaced by a plan they cannot challenge.

Reconstruction needs more than estimates of the cost of concrete and infrastructure. A home is connected to land, documentation and family; a school to a neighborhood children can return to; and a hospital to residents’ ability to access treatment. Nor should funding the future erase the question of who caused the harm or make assistance conditional on relinquishing the demand for redress. Financial oversight thus meets public participation: access to contracts, budgets and resource-allocation criteria allows rights holders to understand decisions reshaping their lives and to hold those responsible accountable rather than rely on grand promises alone.

<circle cx="1718" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="1718" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/><circle cx="1930" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="1930" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/><circle cx="2142" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="2142" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/><circle cx="2354" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="2354" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/><circle cx="2566" cy="211" r="56" fill="#fafafa" stroke="#9c9c9c" stroke-width="3"/><circle cx="2566" cy="202" r="50" fill="#647580" stroke="#4e5962" stroke-width="4"/>

The International Criminal Court: Protecting the path to justice

On 13 October, more than 120 organizations from dozens of countries called for action to protect the International Criminal Court from US sanctions, warning of their impact on the financial and technical services needed by the court and those cooperating with it. The appeal described the sanctions as a threat to the institution’s ability to investigate, hold hearings and protect witnesses, and called on states parties to ensure continued operations and cooperation. This is not simply a symbolic position on an international body: cutting off a banking or technical service can practically obstruct a proceeding victims have awaited for years. Protecting an investigation does not prejudge its outcome. Judicial independence is what allows evidence and defenses to be examined and a decision reached, rather than access being determined by powerful parties’ ability to disable the court’s tools.

Between a ruling threatening a newsroom, renewed detention of a fact-checking team and a death calling for investigation, press freedom connects with society’s ability to know what happens behind closed doors. In housing, support, healthcare and education, another test recurs: the passage of a decision from announcement into the life of the person it concerns. Up to 28 October, the developments gathered in this issue have brought differing outcomes, from release to an appealable judgment, and from a parliamentary briefing request to a construction agreement awaiting implementation. Each retains a specific path for follow-up, so that rights holders do not disappear when the news cycle ends.

[16107

710
post-24990","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-deleted-lines","kateb-zawia3-com
["GET
