Egypt and Sudan held, on Monday, November 2, 2026 in Cairo, the third round of the 2+2 consultation mechanism that brings together the foreign and irrigation ministers of the two countries, with the participation of Foreign Minister Badr Abdelatty and Minister of Water Resources and Irrigation Hany Sweilam, and Sudanese Foreign Minister Mohieldin Salim and Sudanese Minister of Agriculture and Irrigation Esmat Qurashi. In the joint statement<\/a>, the two sides rejected unilateral Ethiopian moves in the Eastern Nile basin, and described the Ethiopian dam as a continuing threat to the two downstream states in the absence of a legally binding governance mechanism.<\/p>\n

The two countries signed a memorandum<\/a> of understanding on water resource development projects in Sudan, covering the rehabilitation of water facilities damaged by the conflict, flood protection and rainwater harvesting projects, solar-powered drinking water stations, and training of Sudanese technical staff, in addition to the continued work of an Egyptian expert team in maintaining the Jebel Aulia reservoir and assessing its damage.<\/p>\n

The two sides affirmed their adherence to their full water rights and uses under the 1959 agreement, said the dam issue concerns only the three Eastern Nile basin states, and called for examining amendments to the Nile Basin Initiative’s framework agreement to address the concerns of all parties. On Sudan, Egypt affirmed its support for Sudan’s unity and territorial integrity, and announced its readiness to take what international law and the joint defense agreement allow to protect the national security of the two countries, and the two sides condemned militia drone attacks on power stations and water facilities in Sudan.<\/p>\n

On the Red Sea, the two countries said its governance and navigation security are the exclusive responsibility of the littoral states, and rejected its militarization and any access by non-littoral states at the expense of the littoral states’ sovereignty.<\/p>\n
