Presidential Decree No. 395 of 2026, issued by President Abdel Fattah El-Sisi, took effect on Sunday, November 1, 2026. It delegates to the Minister of Defense and Military Production the powers set out in Articles 9, 12 and 24 of Law No. 87 of 1960 on General Mobilization, for a full year.
The decree was published in issue 38 bis of the Official Gazette on September 22, 2026, and was based on Law No. 127 of 1980 on Military and National Service and on Presidential Decree No. 624 of 2025, which included a similar delegation. The start of implementation does not include declaring general mobilization or calling up citizens.
The decree takes effect days after the House of Representatives approved, on Monday, October 26, 2026, a request by President El-Sisi to take the necessary defensive measures to support and back the Kingdom of Saudi Arabia against attacks by the Ansar Allah group (the Houthis) in Yemen. El-Sisi said the support aims to defend Saudi territory and does not include an attack on Yemen.
Article 152 of the Constitution requires the approval of two-thirds of the members of the House of Representatives, after consulting the National Defense Council, to send the armed forces on a combat mission outside the state’s borders.
