The Official Gazette, in Issue No. 45 published on Thursday 5 November 2026, carried four decrees by Prime Minister Mostafa Madbouly declaring projects to be public benefit works and expropriating the land needed for them, most notably Decree No. 3200 of 2026 expropriating a plot of about 8,475 square meters adjacent to Boulaq Abu El Ela Hospital in Cairo Governorate, to develop and expand the hospital.
Decree No. 3129 of 2026 expropriated plot No. 10, measuring 15 qirats and 8 shares, in the village of Barshoum al-Soghra in Tukh district, Qalyubia Governorate, to build a youth center. Decree No. 3123 of 2026 amended an earlier Decree No. 4540 of 2024 concerning the land of the Sami Fathi Preparatory School for Boys in Belbeis, Sharqia Governorate, so that the area becomes 2,074.07 square meters after setbacks, instead of about 2,183.70 square meters before setbacks and 2,120.23 square meters after them.
The fourth decree is No. 3126 of 2026, which declared a water transfer route with a capacity of 10 million cubic meters per day from the eastern intake of the “Mostaqbal Misr” project in the Nile Delta a public benefit work and ordered seizing its land by direct execution.
The published decrees did not include the value of compensation set for landowners, the number of affected owners or occupants, or the current use of the land adjacent to Boulaq Abu El Ela Hospital. The Law on Expropriation of Real Estate for Public Benefit No. 10 of 1990 sets out the procedures for surveying properties, assessing compensation and challenging it before the court.
