The Ministry of Labour signed on Thursday 5 November 2026, in the presence of Prime Minister Mostafa Madbouly and Labour Minister Hassan Raddad, a protocol with Delivery Hero Talabat Egypt and a number of delivery service companies contracted with it, to register delivery workers in the ministry’s databases for irregular workers. It was signed for the ministry by Al-Shaimaa Abdallah Kamal, head of the Central Administration for Irregular Workers Affairs, and for the company by Hadeer Shalaby, vice-president and chief executive of Talabat Egypt.
Under the protocol, the ministry registers lists of workers sent by the delivery companies in separate databases, so that they receive from the Emergency Aid and Social and Health Services Fund for Irregular Workers compensation in cases of death or total or partial disability resulting from an accident at work, natural death and disability, the death of first-degree relatives, and major and minor surgical operations, in addition to a one-time marriage grant and a grant on the birth of a first and second child or twins. The announced protocol did not specify the number of workers who will benefit or the value of the compensation.
Talabat works through intermediary delivery companies that rely on irregular workers to deliver orders across the country. The Labour Ministry had announced, at the direction of President Abdel Fattah El-Sisi at the 2026 Labour Day celebration, an exceptional monthly grant of EGP 1,500 (28 dollars) for registered irregular workers for May, June and July, and the new Labour Law, in force since September 2025, covers jobs based on digital platforms, including delivery services.
