MP Safinaz Talaat, a member of the House of Representatives, submitted a briefing request on Tuesday, October 27, 2026, regarding the criteria for the exit of more than 2.2 million families from the Takaful and Karama cash support program, and asked that it be referred to the House’s Social Solidarity, Family and Persons with Disabilities Committee, with the relevant officials in attendance.

Minister of Social Solidarity Maya Morsy had announced on Wednesday, October 21, during a session at Egypt Forum 2026, that about 2.2 million families had exited the program over its years after their conditions improved. She said the number of families currently benefiting had risen to 4.7 million, and that there are no families on waiting lists.

In her request, Talaat asked for clarification of the criteria used to judge that these families’ conditions had improved, the mechanisms for following up on them after support ends, the possibility of returning them to the program if their circumstances worsen, and the number of families that have exited it each year since its launch in 2015. She questioned whether these families’ improved conditions have lasted after the inflation wave of 2023 and 2024 and the decline in purchasing power. She also called for periodic evaluation of the program’s results and for disclosure of the status of the annual social and economic impact report that the President directed be prepared.

Takaful and Karama was launched in 2015 with about 1.7 million families, and the total number of families that have benefited from it since then has reached 8.3 million, according to the minister. The program provides conditional cash support to poor families with children (Takaful) and unconditional support to the elderly and persons with disabilities (Karama).
