The Official Gazette published, in its issue No. 243 of Monday 2 November 2026, Decision No. 6 of 2026 by the Public Prosecution’s Office for Organising Lists of Terrorist Entities and Terrorists, listing 5 people with final convictions on the terrorist list, based on Law No. 8 of 2015 on organising lists of terrorist entities and terrorists and its amendments.
The decision ended the effect of Listing Decision No. 15 of 2021 for three people: Zakaria El-Sayed Hussein Abdel-Al, Mohamed Abdel-Wahab Yassin Abdel-Wahab and Hamza El-Sayed Hussein Abdel-Al, then listed them permanently together with Abdullah Gamal Farhat Ibrahim and Osama Abdel-Hamid Ismail Abdel-Hamid, “because a final, binding conviction was issued against them.”
Listing Decision No. 15 of 2021 had been issued by the Cairo Criminal Court, First Circuit (10 South), on 11 May 2021, in case No. 7184 of 2015 Ain Shams Felonies, registered as No. 566 of 2015 East Cairo and No. 355 of 2014 Supreme State Security, and was published in Al-Waqa’i’ al-Misriya on 18 May 2021.
The new decision relied on rulings issued by the Cairo Criminal Court between February 2018 and April 2022, including rulings in the same case, and on final rulings by the Court of Cassation issued between April 2019 and January 2024. The decision’s effects begin from the date of its publication in the Official Gazette.
