Prime Minister Mostafa Madbouly on Wednesday, 4 November 2026, directed Finance Minister Ahmed Kouchouk to swiftly announce the executive plan for the decision to raise the minimum wage for state employees, during a meeting attended by Social Solidarity Minister Maya Morsy, Supply Minister Sherif Farouk and Deputy Finance Minister Yasser Sobhy to follow up on the President’s directives issued at the close of “Egypt Forum 2026”, according to the cabinet’s statement.
Kouchouk said his ministry is finalising the plan and that it will be presented to the cabinet before it is announced. He added that the ministry is coordinating with the health and higher education ministries on raises for health sector workers and university professors, without announcing any figures.
In a phone interview the same evening with the programme “90 Minutes” on Al-Mehwar TV, cabinet spokesman Counsellor Mohamed Adel said the minimum wage will rise gradually until it reaches EGP 15,000 (about $274) by the end of fiscal year 2029/2030, and that the plan will be presented to the cabinet during November and announced before the end of the month, with increase rates that differ from one pay grade to another, covering the current period and the following three fiscal years.
Madbouly had announced the target of reaching EGP 15,000 at the close of “Egypt Forum 2026” last month, as a presidential directive. The current minimum wage for state employees is EGP 8,000 (about $146) since July 2026, up from EGP 6,000 in March 2024 and EGP 7,000 in July 2025, while the private sector minimum is EGP 7,000. The government has not yet announced the plan’s cost or the timing of its stages, or whether it will cover pensioners.
